Tuyen Quang has several indicators with high scores, such as: fair competition; administrative reform; percentage of industrial land with infrastructure built; percentage of innovative start-up businesses; labor productivity growth rate; and collective trademark applications. According to statistics, up to 40% of businesses in the province face difficulties in accessing credit, while access to land is currently challenging, with a shortage of land and a lack of trained labor; leaders of Party committees and governments in some localities are not truly open to supporting businesses in science and technology; there is little cooperation between businesses and science and technology organizations in conducting research, development, and innovation; infrastructure, such as ICT infrastructure and ecological environment, still does not meet the needs of innovation.
Over the past period, the province's financial mechanisms and policies for science and technology have been reformed towards gradually increasing the proportion of spending on science and technology in the total state budget, with each year higher than the previous one, and diversifying investment sources for science and technology development.

Research and application activities in science and technology in the province have been reformed in a focused and targeted manner, closely adhering to the three breakthroughs and five key tasks outlined in the Resolution of the 17th Provincial Party Congress (2020-2025 term). Many scientific and technical advancements and technological processes have been transferred to businesses and people for application in production. The province focuses on building and promoting brands for local specialties and key products, gradually bringing them to the international market, creating concentrated production areas, and increasing the value of products.
The Provincial Public Administrative Service Center is considered a crucial nucleus for creating breakthroughs in administrative procedure reform and modernization of the administration. According to Mr. Nguyen Van Hieu, Deputy Director of the Provincial Public Administrative Service Center, in addition to the investment in a synchronized equipment system, to further enhance the efficiency of serving citizens and businesses, the Center has implemented the posting and public disclosure of administrative procedures using QR codes for all 20 agencies and units; and has promoted the centralized collection of fees and charges through direct, online, and free QR Pay payment methods.
Simultaneously, the Center has implemented the Zalo OA application for receiving, processing, and delivering results of administrative procedures. This contributes to ensuring professionalism and transparency in the process of carrying out administrative procedures. In 2023, the Center received 60.9% of administrative procedure dossiers through online public services, an increase of more than 23.4% compared to 2022.
Comrade Bui Minh Hai, Deputy Director of the Department of Science and Technology, said that in order for the province's local innovation index to continue improving in 2024 and subsequent years, the Department will actively advise the Provincial People's Committee to direct the implementation of tasks and solutions related to science, technology, and production and business activities; departments, sectors, and localities need to improve management skills and increase dynamism; strengthen decentralization and delegation of power between levels of government, between superior and subordinate levels, linked to authority and responsibility; flexibly address difficulties for businesses through concrete actions; investment in innovation infrastructure needs to be more systematic; and continue implementing the "4-in-1" and "5-in-1" principles at public administrative service centers. At the same time, actively promote the meaning and importance of the local innovation index, and proactively coordinate with provincial departments and agencies to propose additional indicators to accurately assess the province's current situation.
