Da Nang aims to be in the Top 5 leading localities in digital transformation

DNVN - With the determination to create a breakthrough in science, technology development, innovation and digital transformation, the Standing Committee of Steering Committee 57 of Da Nang city has requested drastic implementation of breakthrough solutions.

Look straight at the limitations

According to Da Nang newspaper, although the implementation of tasks in recent times has had many positive changes, Conclusion No. 03 of the City Steering Committee (signed and issued by Secretary of the City Party Committee Le Ngoc Quang) frankly acknowledged the shortcomings and limitations that need to be focused on solving. In particular, the role and awareness of leaders at some Party committees, Party organizations and localities are still limited, not really determined and resolute in leadership and direction.

Many important indicators of the city are still low compared to other localities. Specifically, Da Nang ranked 33rd out of 34 provinces and cities in the Index of serving people and businesses in handling administrative procedures, reflecting bottlenecks in handling administrative procedures and providing online public services. The main responsibility in this issue belongs to the directors of departments, branches, and sectors and the chairmen of the People's Committees of communes and wards.

In addition, the city currently ranks 17th out of 34 provinces and cities in terms of the Provincial Digital Transformation Index and 8th out of 34 in terms of the Provincial Innovation Index (after the merger), showing difficulties in the city's capacity and readiness for innovation and digital transformation.

In terms of finance, the disbursement rate of public investment capital in the fields of science , technology, innovation and digital transformation is still low, with the potential risk of not reaching the target of 3% of annual budget expenditure according to Resolution No. 57-NQ/TW.

Determined to make a breakthrough and aim for Top 5

To create strong and substantial changes in the coming time, the Standing Committee of the 57 City Steering Committee has proposed breakthrough goals and solutions for 2026. The main goal is to put Da Nang into the Top 5 localities leading in all three important indexes: Index of administrative procedure settlement serving people and businesses; Provincial innovation index and Provincial digital transformation index.

Through this, the city aims for the long-term goal of becoming an international center of innovation and entrepreneurship, and entering the Top 50 of the prestigious global smart city rankings by 2030.

To achieve these goals, the Standing Committee of the City Steering Committee 57 recommends that all levels thoroughly grasp and firmly implement the operating principle of "Discipline comes first - Resources go together - Results are the measure". Units must strictly comply with the conclusions, not extend tasks, and thoroughly handle outstanding tasks. In particular, it is necessary to change the state from measuring the number of documents to measuring the effectiveness of practical impacts on the city's socio -economics.

Enhancing transparency and data-driven governance

One of the core requirements is that leaders at all levels must fundamentally change their leadership methods, shifting from manual report-based management to real-time data-based management, to ensure high transparency and accountability. Party committees, party organizations, localities and units also need to change their state from passive to proactive, overcoming the situation of "waiting for instructions from superiors".

The Standing Committee of the Steering Committee also requested to implement "Three publicities" in performing tasks, including: Publicizing implementation progress; publicizing responsibilities of agencies, organizations, individuals and publicizing results for people and society to monitor.

In terms of responsibility, leaders at all levels are responsible to the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee for the progress and quality of task implementation. Agencies such as the City Party Committee's Inspection Committee and the City Party Committee's Organization Committee will coordinate to monitor and synthesize the implementation of tasks, and at the same time advise on handling the responsibilities of organizations and individuals that cause tasks to be delayed, late, work half-heartedly, and fear responsibility.

Ensure minimum financial resources of 3%

To ensure resources for this breakthrough, disbursement of public investment capital is an urgent task. Currently, the 2025 public investment capital plan for science and technology, innovation and digital transformation only accounts for 0.3% of the city's budget expenditure, and the disbursement rate has only reached 42.8%.

The Standing Committee of Steering Committee 57 requested the City People's Committee Party Committee to direct the development of a list of investment projects for the 2026 - 2030 period, to identify the focus, avoid spreading and to ensure a minimum rate of 3% of annual budget expenditure for this field in accordance with Resolution 57-NQ/TW.

Starting from 2026, the City Party Committee Office will monitor and supervise the implementation of projects, plans, programs and public investment projects on the Software System to evaluate results compared to the targets of Resolution 57-NQ/TW and promptly report on slow and late tasks for direction and handling.
