It is known that localities in Quang Ninh have deployed many innovative models and solutions to spread Resolution 57. Typically, Mong Duong Ward People's Committee marked an important step in the digital transformation roadmap when it launched and applied AI virtual assistant at the end of November 2025. This is the first locality in the province to put AI virtual assistant into operation, serving the management, operation and settlement of administrative procedures.
The AI virtual assistant is specially designed for both officials and citizens, integrating many useful features. This system is capable of looking up administrative procedures, providing guidance on processes and forms, answering legal policies, supporting legal basis reviews and synthesizing executive reports. In particular, when connected to the Electronic One-Stop platform, the virtual assistant can also monitor the progress of file processing, warn of late deadlines and automatically synthesize administrative reform indexes (PAR Index) and digital transformation.
Along with that, AI robots are also brought into the Mong Duong Ward Public Administration Service Center to support people in looking up information and guiding them to the reception counter, thereby enhancing the public service experience. The application of these AI solutions demonstrates the determination to effectively implement Resolution 57, towards building a professional, modern and transparent government model.
Digital transformation spreads to every facility
Quang Tan Commune has issued a system of plans and practical action programs to implement Resolution 57 and bring digital transformation deeply into community life.
Accordingly, Quang Tan commune has established a Steering Committee for Science and Technology Development, Innovation and Digital Transformation. In particular, the commune has completed 31 Community Digital Technology Teams with 186 members operating in villages and hamlets. This force plays a core role, directly guiding people to use digital services, from registering administrative procedures online, activating electronic identification to cashless payments. Thanks to that, the commune has supported more than 11,000 people to access digital platforms, contributing to a clear change in awareness and habits in the community.
The goal of digital transformation in Quang Tan is not only to improve management efficiency but also to serve the people better, with the spirit of "each person is a digital citizen, each village is a digital community". The commune has completed 100% of digital signatures and electronic document exchanges. Thanks to that, the time to process administrative records has been reduced by about 20%. At the "one-stop" department, all records are received and processed on public service software; officials and civil servants are proficient in using the document management system and digital signatures.
Along with the investment in completing the information technology infrastructure, Quang Tan commune has covered 100% of villages and hamlets with broadband Internet. Communication and propaganda work has also been promoted through digital skills training courses, specialized radio programs and the commune's electronic information portal.
Ensuring the Resolution goes into depth
The proactive participation of localities has contributed to the further spread of Resolution 57. Up to now, Quang Ninh province has completed 130/138 tasks assigned by the Central Government. On the province's monitoring information system, 44/61 time-bound tasks have also been completed.
To make the Resolution truly go into depth, communes and wards in the province have issued master plans, completed the Steering Committee for Science and Technology, Innovation and Digital Transformation, and included key goals in Party resolutions and annual work programs. Maintaining the regular use of digital signatures and electronic documents has contributed to shortening the time to resolve work and improving transparency in public service activities.
Emphasizing the next direction, Deputy Secretary of the Provincial Party Committee, Head of the Steering Committee Vu Quyet Tien requested localities, especially at the commune level, to continue to enhance their responsibility in leading, directing and organizing the implementation of Resolution 57 in a practical and effective manner. Tasks need to be clearly assigned, specifically identifying the presiding unit, progress and counting methods, ensuring that all tasks are monitored and evaluated transparently. In addition, localities need to proactively review and invest in equipment and information technology infrastructure to meet the requirements of digital transformation, and focus on training and fostering grassroots cadres, especially digital skills training courses in the direction of "hand-holding and showing how to do things".
In the coming time, localities will strengthen coordination between agencies, promote the attraction of social resources for science and technology projects, innovation and digital transformation. This is a key requirement to ensure that the implementation of Resolution 57 at the grassroots level truly goes into depth, creating a driving force to promote socio-economic development in the new period.
