On December 8, 2025, the Vietnam Women's Academy coordinated with the Institute of State and Law, Vietnam Academy of Social Sciences to organize a National Scientific Conference with the theme "Women in the era of digital transformation and the 4th industrial revolution: Roles, opportunities and legal barriers" with the participation of leaders of the Vietnam Women's Union and ministries, branches, scientists, experts, representatives of social organizations, technology enterprises and about 120 domestic delegates.

Through the main content groups: women in the fields of economics, finance and labor; women in education and digital skills development; women in politics , culture and society; women in law and public policy..., the workshop is an important scientific forum where experts, managers and social organizations exchange multi-dimensional views, share research results and practical experiences to raise awareness of the role of women in sustainable development, find barriers and challenges that affect the promotion of women's power and find solutions to help women assert and develop in the digital age.
Speaking at the opening of the workshop, Associate Professor Dr. Tran Quang Tien - Director of the Vietnam Women's Academy emphasized that digital technology also supports women to increase their flexibility in balancing work and family and increase their participation in political and social life.
Vietnam's legal system has issued many important documents related to digital transformation and gender equality, creating a legal foundation to promote women's access, participation and benefits in the digital age. Recent important documents on digital transformation and technology may include: Decision 749/QD-TTg (2020) approving the National Digital Transformation Program to 2025, with a vision to 2030; Decision 127/QD-TTg (2021) approving the National Strategy on research, development and application of artificial intelligence to 2030; Law on Cyber Security (2018) regulating the assurance of national security and social order and safety in cyberspace; Decree 13/2023/ND-CP regulating the protection of personal data, etc.
In particular, Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on "Breakthrough in science, technology, innovation and national digital transformation" is truly a pillar, along with resolutions and action programs of the National Assembly, the Government and ministries and branches, creating a new driving force and strong determination to act in science and technology, especially digital transformation.

However, in practice, women face some major legal barriers in the digital age:
Firstly, national or local digital transformation programs do not yet have specific targets and solutions to narrow the gender gap in access to digital infrastructure, digital skills or digital services, especially in remote areas. In practice, women are facing a number of major legal barriers in the digital age.
Second, the protection of women's personal data and gender privacy is inadequate, notably the monitoring mechanism and sanctions for handling related cases.
Third, violence, harassment and control of women in cyberspace have not been effectively protected and there are still many problems.
Fourth, the legal gap with digital labor and employment adversely affects female workers, increasing the risk of being eliminated from the labor market due to automation and artificial intelligence.
“Therefore, perfecting the law in the direction of “gender-sensitive digital transformation” is a key condition for Vietnamese women to not only be better protected but also truly become the central subject, accompanying and benefiting equally from the national digital transformation process,” Associate Professor, Dr. Tran Quang Tien affirmed.
