Improving the effectiveness of ethnic and religious work in the new period

The border commune of Phieng Pan was established on the basis of merging three communes of Chieng Luong, Phieng Pan and Na Ot, including 45 villages, with a population of 24,687 people, including the Thai, Mong, Kinh, Xinh Mun and Kho Mu ethnic groups living together. Focusing on ethnic and religious affairs, the People's Committee of the commune assigned the Vice Chairman of the People's Committee of the commune to be in charge of implementing the National Target Program on socio-economic development in ethnic minority areas; directing specialized departments to coordinate with socio-political organizations, village elders, village chiefs and prestigious people to carry out tasks. At the same time, promoting the role of ethnic minorities and religious people in the community.

The Department of Ethnic Minorities and Religions inspected and grasped the implementation of ethnic and religious work in Van Son ward.

Mr. Nguyen Thanh Hai, Vice Chairman of Phieng Pan Commune People's Committee, informed: Implementing the National Target Program 1719, the commune has completed investment procedures and selected a design consultant for the Na Ot - Phieng Pan road project (from Ket Hay village to Pa No village). At the same time, supporting cultural and sports equipment for the villages: Y Luong, Po In, Phieng Noi, Mat Sang, Lan Quynh, Tang, Na Pong, Pa Lieng, Pa Tong, Vit and Ta Luc; organizing longevity celebrations and giving gifts to prestigious people, worth more than 99.5 million VND. In addition, the commune established working groups to propagate the law on beliefs and religions; mobilized people to be vigilant, not to follow heretical and strange religions; regularly met and discussed with the heads and deputy heads of religious groups to grasp the situation of religious activities.

In Chieng Sung commune, after the merger, the staff and leaders in charge of ethnic and religious affairs have been strengthened; propaganda has been made, people's aspirations have been grasped, and active advice has been given on implementing ethnic policies to meet the requirements of socio-economic development in the locality. Programs and projects have been integrated, and socialized investment in infrastructure construction in ethnic minority areas has been promoted.

Up to now, Chieng Sung commune has socialized the installation of 296 solar lights, worth 545 million VND on the internal roads; 26/26 villages have installed electricity to light up along the roads; mobilized the support of units to build 2 new classrooms at Tong Tai school, the kitchen at Huoi Hai school, Chieng Chan Primary and Secondary School; and demolished 1 dilapidated house in Ta Dung village, with a total cost of 425 million VND. Currently, the commune is implementing the investment process for the Sai Luong - Nam Luong - Tong Tai inter-village road project, from the capital source of the National Target Program for socio -economic development in ethnic minority and mountainous areas by 2025.

Comrade Nguyen Viet Hung, Director of the Department of Ethnic Minorities and Religions, said: Implementing the 2-level local government model, the ethnic and religious management apparatus has been consolidated and improved. The Department currently has 23/24 staff, 3 department leaders and 100% of communes and wards have arranged specialized staff to monitor the ethnic and religious fields. Closely following the direction of the province and the Central Government, innovating the direction and administration, drastically and effectively implementing programs and projects, promptly proposing, recommending and removing difficulties in ethnic and religious policies.

The Department of Ethnic Minorities and Religions has implemented Decree No. 124/2025/ND-CP on the delimitation of local government authority in ethnic, belief and religious affairs. Organized 2 in-person and online training conferences to improve professional qualifications and skills in ethnic and religious affairs for 140 cadres and civil servants of communes and wards in the province. Coordinated with the Provincial Women's Union to compile documents and organize 4 conferences to disseminate the Law on Marriage and Family and the Law on Gender Equality for 200 secretaries, deputy secretaries of Party cells, heads, deputies, the Fatherland Front and unions in Moc Chau town and Thuan Chau, Muong La, and Quynh Nhai districts (old).

Implementing projects under the National Target Program 1719, we also coordinated with specialized agencies to compile content and distribute 10,000 leaflets to propagate early marriage and consanguineous marriage to communes and wards; organized 25 training courses to improve capacity for union officials, prestigious people, commune community monitoring boards, poverty reduction collaborators and infrastructure maintenance teams in villages.

In addition, the synchronous implementation of policies, the life and economy of ethnic minorities have many positive changes. The whole province has eliminated 3,058 temporary houses for poor households; 268 workers went abroad to work under contracts; 100% of poor and near-poor households and ethnic minorities in difficult areas have been granted free health insurance cards. The results of implementing the objectives of the National Target Program 1719 up to now, 98.53% of communes have asphalted or concreted car roads to the center; 78.3% of villages have hardened car roads to the center; 73.5% of communes have solid schools; 92.5% of villages have community houses; 99.5% of households use safe grid electricity; 97.5% of the rural population use hygienic water;...

To effectively carry out ethnic and religious work in the coming time, the Department of Ethnic Minorities and Religions continues to advise the Provincial People's Committee to effectively implement resolutions, directives, and conclusions of the Central Government, and directive documents of the province to promote information and propaganda on ethnic and religious work. Focus on building mechanisms and policies on economic development, training of ethnic minority cadres; pay attention to developing agricultural and forestry production, infrastructure, and developing tourism in ethnic minority and mountainous areas.
