On the afternoon of December 19th, in Hanoi , the Central Party Secretariat held a national conference to summarize the Party's inspection, supervision, and disciplinary work in 2024 and to implement tasks for 2025. General Secretary To Lam presided over and directed the conference.
Attending the conference were members of the Politburo: Standing Member of the Secretariat and Chairman of the Central Inspection Committee Tran Cam Tu; Secretary of the Central Committee and Head of the Central Internal Affairs Commission Phan Dinh Trac; Director of the Ho Chi Minh National Political Academy and Chairman of the Central Theoretical Council Nguyen Xuan Thang; Standing Deputy Prime Minister Nguyen Hoa Binh ; Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; Secretary of the Central Committee and Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Secretary of the Central Committee and Head of the Central Organization Commission Le Minh Hung; Secretary of the Central Committee and Head of the Central Propaganda Commission Nguyen Trong Nghia; and General Luong Tam Quang, Minister of Public Security.
Also attending were members of the Central Committee of the Party, members of the Central Committee of the Party, representatives of the standing committees of Party committees and inspection committees directly under the Central Committee; and departments and units of the Central Inspection Committee.
The conference was held in person at the Central Party Hall, connected online to 63 locations including the Central Inspection Commission, provincial Party committees, city Party committees, and Party committees directly under the Central Committee.

The report presented at the conference showed that under the leadership of the Central Committee, the Politburo, the Secretariat, and Party committees and inspection committees at all levels, they proactively developed, implemented, and completed the inspection and supervision work program and plan for 2024, contributing to the continued successful implementation of the Party's 13th National Congress Resolution; at the same time, they completed a large volume of work assigned by the Politburo, the Secretariat, and the Central Steering Committee on preventing and combating corruption, waste, and negative phenomena within a short timeframe and with very high requirements.
The significant results achieved in the inspection and supervision work of the Party's inspection sector in the past period have had a great effect in warning, alerting, deterring, and preventing early and distant violations by Party organizations and Party members, especially the decline in political ideology, morality, lifestyle, corruption, waste, negativity, group interests, "self-evolution," and "self-transformation"; enhancing the responsibility of the heads of Party committees and organizations and cadres and Party members, contributing to the building of a clean and strong Party, strengthening unity and cohesion within the Party, improving institutions and policies, removing bottlenecks, promoting socio-economic development, strengthening national defense and security, and maintaining the people's trust in the Party, the State, and the regime.
Delivering a keynote address at the conference, on behalf of the Central Committee, the Politburo, and the Secretariat, General Secretary To Lam warmly welcomed and commended the achievements of Party committees and inspection committees at all levels in the Party's inspection and supervision work from the beginning of the term to the present, as well as in 2024. These results have made a significant contribution to the building and rectification of a clean and strong Party and political system, consolidating and strengthening the trust of cadres, Party members, and the people in the Party.
The General Secretary pointed out that, alongside the achievements and successes already attained, the inspection sector must also frankly, constructively, and seriously acknowledge some limitations and shortcomings in order to promptly overcome and correct them.
The General Secretary emphasized that the period from now until the end of the term is a very important time to complete the tasks of the Party's 13th National Congress Resolution, Resolution 18 of the 12th Central Committee on streamlining the organizational structure of the political system for effective and efficient operation, and the Central Committee's resolutions on Party building and rectification; and to prepare for Party congresses at all levels leading up to the 14th National Congress of the Party.

The General Secretary requested that Party committees, Party organizations, and inspection committees at all levels continue to implement comprehensive solutions to prevent wrongdoing and negative phenomena; strictly handle violations based on the principle that "if there are violations, they must be concluded and dealt with," "no forbidden zones, no exceptions"; and strengthen the building of a clean and strong Party, meeting the requirements and tasks in the new situation.
The General Secretary requested the urgent arrangement and streamlining of the inspection committee's apparatus in accordance with the Steering Committee's plan, ensuring synchronicity, uniformity, and a streamlined, efficient, and effective structure to meet the requirements of new tasks. Streamlining the apparatus must go hand in hand with restructuring the organization, and the inspection staff at all levels must possess sufficient qualities and capabilities to match the tasks at hand.
The Central Inspection Commission should urgently study and review the Party's regulations on inspection and supervision to promptly amend and supplement them, in accordance with the new Party organizational model nationwide; ensuring proper authority, functions, and tasks; and adhering to the principle that wherever there are activities of Party organizations and Party members, there must be inspection and supervision, leaving no areas or fields unchecked. It should also advise on the development and promulgation of a coordination mechanism between the Central Inspection Commission and several Party organizations immediately after the completion of the restructuring and streamlining plan.
Continue to vigorously innovate the methods and approaches of inspection and supervision.
The General Secretary emphasized the need to continue to strongly innovate the methods and approaches of inspection and supervision; to accelerate digital transformation and the application of information technology in order to further improve the quality, effectiveness, and efficiency of the Party's inspection, supervision, and disciplinary work.
Proactively advise the Central Committee, the Politburo, the Secretariat, and Party committees at all levels on leadership, direction, and organization of the 2025 program and plan; effectively conduct self-inspection and supervision within their respective localities and units; promptly remind, warn, prevent, and stop violations early and from afar; and strictly adhere to the principles, methods, and regulations on Party inspection and supervision work throughout the process.

The General Secretary emphasized active participation in the process of drafting documents for the 14th National Congress of the Party and in the subcommittees and working groups preparing for the Party congresses at all levels. The inspection committees at all levels should focus on advising and assisting Party committees, inspecting and supervising the study, understanding, and implementation of Directive No. 35-CT/TW, dated June 14, 2024, of the Politburo on Party congresses at all levels leading up to the 14th National Congress of the Party, and Resolution 18 of the 12th Central Committee on streamlining the organizational structure of the political system for effective and efficient operation; appraising personnel related to the congress and personnel of the inspection committees at all levels serving the congress; focusing on the key task of inspecting Party organizations and Party members when there are signs of violations, and resolving complaints and denunciations, especially those related to personnel of the next Party committee before the Congress.
Party committees, party organizations, and inspection committees at all levels must seriously, promptly, and effectively implement the directives of the Politburo, the Secretariat, and party committees at all levels; the directives and conclusions of the Central Steering Committee on preventing and combating corruption, waste, and negative phenomena; focusing on inspecting and strictly handling party organizations and party members who violate regulations, especially in cases and incidents under the supervision and direction of the Steering Committee...
The tasks of Party building and inspection and supervision work to be implemented from now until the 14th Party Congress are immense and fraught with difficulties and challenges. The General Secretary requested that Party committees, Party organizations, inspection committees at all levels, and cadres and Party members throughout the Party focus on directing and implementing decisively and resolutely the resolutions of the 13th Party Congress in their respective localities, sectors, and units.
