Highlights in implementing Conclusion 01 of the Politburo

Improve the quality of research and learning organizations

Based on the determination of the annual study theme, the Provincial Party Committee directed the development of themes, organized research conferences, and in-depth study for cadres and party members right from the beginning of the year. In 2023, Lao Cai deployed the study theme "Promoting the spirit of responsibility in serving the people"; in 2024, studied the theme "Studying and following Ho Chi Minh's ideology, morality, and style of daring to think; daring to speak; daring to do; daring to take responsibility; daring to innovate and be creative; daring to face difficulties and challenges; daring to act for the common good".

Party committees and organizations at all levels have directed and seriously implemented the content of studying and following Uncle Ho as an important content in the monthly and quarterly activities of Party cells and agencies. The content of studying is based on the topic of the article in the Internal Notice of the Provincial Party Committee's Propaganda Department. In studying, attention has been paid to discussing and connecting with self-cultivation, training, and performing assigned duties and tasks, thereby contributing to raising the sense of responsibility of cadres and Party members in studying and following Uncle Ho.

Combining studying with following Uncle Ho

Party committees and organizations at all levels continue to organize the implementation of studying and following Uncle Ho's example in conjunction with the implementation of political tasks, resolutions, plans, action programs of the Party committees and patriotic emulation campaigns and movements. Focus on effectively resolving pressing and outstanding issues of concern to the people. In particular, agencies, units and localities have actively organized and implemented thematic emulation campaigns towards the 65th anniversary of Uncle Ho's visit to Lao Cai and the 75th anniversary of Uncle Ho's call for patriotic emulation launched by the Provincial Party Committee.

The whole province has had many dynamic and creative ways of implementing meaningful models and tasks. By September 2023, 633 agencies and units had registered 1,337 projects and tasks to compete in following Uncle Ho's teachings, creating a vibrant competitive atmosphere throughout the Party. In 2024, Lao Cai Provincial Party Committee determined the motto of action: "Solidarity - discipline - action - efficiency - development". The Provincial Party Committee continued to send out a message about the spirit of "7 dares" among cadres and party members, including tightening "discipline" to focus on improving the effectiveness and efficiency of state management; strengthening Party building and the political system, promoting innovation in thinking, leadership, direction and management methods of Party committees and authorities at all levels, associated with innovation in working style and manners of cadres, civil servants and public employees...

Agencies, localities and units have proactively reviewed, adjusted and supplemented ethical standards to ensure they are consistent with their functions and tasks, concise, easy to understand, easy to remember, easy to implement, easy to check and evaluate. By the end of March 2024, agencies and units had identified and generalized 3,260 ethical standards into action slogans for cadres and party members to study, cultivate and practice. The whole province has 88,578 cadres, party members, civil servants and public employees registered to set an example, including 11,514 key leaders and heads. Most cadres and party members, especially heads, have promoted their exemplary and pioneering roles; upheld their sense of responsibility in performing their assigned duties and tasks.

Implementing breakthroughs is associated with implementing political tasks.

In line with the political tasks of the province, localities and units have proactively identified and selected many good models and specific methods in studying and following Uncle Ho as a breakthrough to implement. Notably, Van Ban district with the model "50 days and nights of peak issuance of chip-embedded ID cards for citizens" of the District Police; Lao Cai city with the clever mass mobilization model "Mobilizing people to socialize urban beautification funds" of Nguyen Du 2 Party Cell, Kim Tan Ward Party Committee, with a total socialized fund of nearly 200 million VND... Bao Yen district built the model "Friendly Government", maintained the model "10 minutes to contribute to improving the environment" in 17/17 communes and towns; well implemented the motto "government must be close to the people"...

Research and study the 2024 Uncle Ho study topic on the spirit of "7 dares".

It can be affirmed that the implementation of Conclusion No. 01 in the province has continued to be systematic, becoming a regular task of Party committees, authorities, cadres, Party members and people. Many localities, agencies and units have been proactive, flexible and creative in their approach, bringing about practical results. With the efforts of the entire political system, studying and following Uncle Ho has made an important contribution to the successful implementation of the province's political tasks. In 2023, the socio-economy continued to have quite a development step with many bright colors and reached a number of important goals. The socio-economic growth rate reached 5.11%, higher than the national average (5.05%). The fields of culture, information, education, health care, and social security were effectively implemented. National defense and security were maintained, foreign relations were expanded; Party building and political system building achieved solid results.

In addition to the achieved results, the implementation of Conclusion No. 01 of the Politburo in the province still has difficulties and limitations that need to be addressed: The implementation of the commitment to set an example and register typical examples in some places is still formal; the organization of quarterly thematic activities in some Party cells has not been ensured according to regulations; the study and following of Uncle Ho in some agencies and units has not changed positively, especially the selection of breakthroughs in studying and following Uncle Ho associated with focusing on thoroughly resolving urgent and prominent issues in localities, agencies and units...

To implement Conclusion No. 01 in the coming time to achieve even better results, it requires Party committees and organizations at all levels to continue to thoroughly grasp and focus on implementing a number of key contents such as: Continuing to closely follow the requirements of Conclusion No. 01 of the Politburo; Resolution No. 12-NQ/TU of the Provincial Party Executive Committee, Regulation 368-QD/TU of the Provincial Party Committee in conjunction with implementing Resolution No. 4 of the Central Committee (term XII, XIII) and political tasks of localities, agencies and units. Promoting the spirit of initiative, creativity, and closer scrutiny in leadership, direction, and implementation to make studying and following Uncle Ho truly become a driving force for development, successful and regular self-conscious work of Party committees, cadres and Party members. Continuing to identify breakthroughs in studying and following Uncle Ho to focus on directing implementation in conjunction with effectively solving urgent and prominent issues in localities, agencies and units. In implementation, it is necessary to ensure consistency, synchronization, and continuity in the three contents of "studying, following, and setting an example". Continue to direct the good implementation of the spirit of "7 dares" with the motto of learning from the people, understanding the people, trusting the people, respecting the people, and being responsible to the people. Maintain the content of studying and following Uncle Ho in Party cell activities.
