State Bank Region 13 signed a Coordination Regulation in civil judgment enforcement with Dong Thap and Tay Ninh

On the afternoon of December 4, 2025, the State Bank of Vietnam (SBV) Region 13 held a Conference to sign the Coordination Regulations on Civil Judgment Enforcement with the Civil Judgment Enforcement of Dong Thap and Tay Ninh provinces. Director of SBV Region 13 Pham Minh Tu chaired the Conference.

Speaking at the opening of the Conference, Director of the State Bank of Vietnam Region 13 Pham Minh Tu emphasized that 2025 is the acceleration period and also the time to strongly implement the reorganization of the apparatus according to the two-level local government model. The State Bank of Vietnam Region 13 was established on March 1, 2025, performing the task of state management of currency, banking and foreign exchange in the two provinces of Dong Thap and Tay Ninh. The unit has quickly stabilized the organization and oriented the operations of credit institutions to be safe and effective.

In the context of continued socio -economic difficulties, bad debts of credit institutions in the two provinces tend to increase, affecting banking activities and local economic development. The role of the THADS agency is considered extremely important, especially in handling secured assets, enforcing judgments and supporting debt collection for credit institutions.

In fact, the coordination between credit institutions and THADS agencies has achieved many results in recent times, but there are still problems in processing records, prolonging the execution time and difficulties in handling secured assets.

At the Conference, delegates discussed and shared many practical experiences, pointed out difficulties; and at the same time made recommendations to remove obstacles in the execution process related to credit and banking activities.

The coordination regulations between the State Bank of Region 13 and the THADS agencies of the two provinces were officially signed, marking an important milestone in strengthening coordination between the two sectors. The signing aims to establish a synchronous legal basis, enhance the responsibilities of the parties, improve the information exchange mechanism, quickly handle complicated cases, support bad debt recovery and ensure the safety of banking operations in the area.

Director of the State Bank of Vietnam Region 13 Pham Minh Tu requested credit institutions to strictly implement the regulations; closely coordinate with the enforcement agency in verifying, seizing, valuing, and handling secured assets; promptly report difficulties, and comply with regulations on credit granting to limit risks and support the handling of assets during the enforcement process.

At the same time, he expected the Coordination Regulations to promote increasingly close relations between the banking sector and the THADS Agency; promptly remove obstacles, speed up the execution of judgments; contribute to improving the efficiency of bad debt recovery, maintain stability of the financial-banking system and contribute to local socio-economic development./.
