How to prevent pirated books when online sales become the main distribution channel?

Nowadays, e-commerce platforms have almost become the main channel for book distribution. However, we lack legal regulations to prevent online book sellers and copyright infringement.

This is the concern raised by Mr. Nguyen Nguyen, Director of the Department of Publishing, Printing and Distribution, at the workshop to collect opinions on the Law on Amendments and Supplements to the Law on Publishing held at the Hall of Tre Publishing House, Ho Chi Minh City, on the morning of April 22.

This concern is also of interest to many experts and publishing units in the context of promoting digital transformation in publishing activities.

Protect the rights of book publishers on e-commerce platforms

Mr. Trinh Hai Phuong, deputy director of Phuong Nam Book Company, expressed the unit's concerns about perfecting regulations on managing intermediary book publishing platforms to prevent copyright infringement online.

"Recently, we encountered a case where a unit bought Phuong Nam brand books and sold them on Shopee. Customers complained to that unit that the books they received were fake. Then this unit brought the fake books to report and returned them to Phuong Nam.

Therefore, if we can solve the problem of fake and pirated books online, it will also mean protecting customers and businesses and publishing units that make decent books," said Mr. Phuong.

Mr. Nguyen Nguyen said that the current Publishing Law is placing outside businesses that provide intermediary platforms (e-commerce platforms, online sales) for book publishing activities or participate in regulation but are not transparent in the law making.

According to Mr. Nguyen: "We plan to propose adding an article in the direction of unifying the management of intermediary publishing service providers under the Publishing Law to meet current management requirements."

Amendment to the Publishing Law aims to reduce 30% of procedures

Many experts and representatives of units at the workshop also discussed proposals on policies to reform administrative procedures in the fields of publishing, printing and distribution.

Mr. Nguyen Nguyen said that currently, in the business sector, the time for processing administrative procedures and business costs have been reduced by at least 30%. And the publishing sector is also aiming to streamline and simplify procedures.

For example, the Publishing Law is expected to amend and supplement Articles 32 and 33, reducing the number of days to process administrative procedures for granting, changing, re-granting, and revoking licenses for printing publications and printing publications for foreign organizations and individuals.

"The Publishing Law also plans to change administrative procedures from granting licenses for printing and processing publications to procedures for confirming registration for printing and exporting and reducing the time for issuing certificates.

In addition, it is also proposed to reduce conditions and simplify documents for granting printing licenses; combine administrative procedures for granting and re-granting; and simplify documents for confirming registration for printing and exporting publications," said Mr. Nguyen.
