In the afternoon session; The National Assembly continued to vote to pass the Law on E-commerce; the Law amending and supplementing a number of articles of the Law on Education ; the Law on Vocational Education (amended); the Law on Higher Education (amended); the Law on Press (amended); the Law on Drug Prevention and Control (amended); the Law on Execution of Criminal Judgments (amended); the Law on Execution of Temporary Detention, Temporary Imprisonment and Prohibition from Leaving Place of Residence; the Law on Public Employees (amended); the Law on Vietnam Civil Aviation (amended); the Law amending and supplementing a number of articles of the Law on Intellectual Property; the Law amending and supplementing a number of articles of the Law on Anti-Corruption; the Law on High Technology (amended); the Law on Construction (amended); the Law on Artificial Intelligence; the Law amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, the Law on Denunciations; the Law amending and supplementing a number of articles of the Law on International Treaties; the Resolution of the National Assembly on a number of specific and outstanding mechanisms and policies to make breakthroughs in education and training development; Resolutions on the investment policy for the National Target Program on modernization and improvement of the quality of education and training for the period 2026-2035; Resolutions of the National Assembly on some specific mechanisms and policies to enhance the effectiveness of international integration.

Previously, in the morning session on December 9, 2025, under the chairmanship of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session at the Hall, listening to Minister of Public Security Luong Tam Quang, authorized by the Prime Minister, present a Report on crime prevention and control and law violations in 2025; Chief Justice of the Supreme People's Procuracy Nguyen Huy Tien presented a Report on the work of the Chief Justice of the Supreme People's Procuracy in 2025; Chief Justice of the Supreme People's Court Nguyen Van Quang presented a Report on the work of the People's Court in 2025; Minister of Justice Nguyen Hai Ninh, authorized by the Prime Minister, presented a Report on the execution of judgments in 2025.
Next, Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung presented the Report on the examination of reports on the work of the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy; crime prevention and control, and law enforcement in 2025.
Inspector General of the Government Doan Hong Phong, authorized by the Prime Minister, presented the report, and the Chairman of the National Assembly's Committee on Law and Justice presented the verification report on anti-corruption work in 2025.
Member of the National Assembly Standing Committee Duong Thanh Binh presented a report on the results of receiving citizens, handling petitions and supervising the settlement of complaints and denunciations sent by citizens to the National Assembly in 2025.
After that, the National Assembly discussed in the Hall: Work reports of the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy; work on crime prevention and control and law violations; work on execution of judgments; work on corruption prevention and control in 2025; Results of monitoring the settlement of voters' petitions sent to the 9th Session of the 15th National Assembly; Results of receiving citizens, handling petitions and resolving citizens' complaints and denunciations in 2025. At the discussion session, 16 delegates spoke; the majority of delegates basically agreed with the content of the reports.
In addition, delegates focused on discussing the following specific contents: The fight against corruption, negativity, and waste; the detection, investigation, and handling of crimes; the prevention of crimes; the prevention of law violations and crimes; the adjudication of the Court; the adjudication and resolution of various cases; the mediation work in the Court; the work of law-making; recommendations and results of resolution and response to voters' recommendations; the voice of voters; social policies; policies for people with meritorious services; press development management; issues related to the arrangement of 2-level administrative units...
In the afternoon session, under the chairmanship of Deputy Speaker Nguyen Duc Hai, the National Assembly held a plenary session in the Assembly Hall to discuss the draft Law amending and supplementing a number of articles of the Value Added Tax Law.
During the discussion session, 12 delegates spoke, and one delegate engaged in debate. The delegates' opinions were generally in agreement with many contents in the Government's submission and the verification report of the National Assembly's Economic and Financial Committee.
In addition, delegates focused on giving opinions on the following contents: Scope of adjustment; non-taxable subjects; tax rates; VAT refunds; effectiveness of input VAT deduction for unprocessed agricultural products... At the end of the discussion, Minister of Finance Nguyen Van Thang explained and clarified a number of issues raised by National Assembly delegates.
Next, the National Assembly held a closed-door meeting to hear Minister of Industry and Trade Nguyen Hong Dien, authorized by the Prime Minister, present a report on the implementation of the Politburo's conclusions regarding the policy and plan for handling the Phuong Nam Pulp Mill Project.
