On the morning of May 6, the National Assembly held a plenary session in the hall to listen to the following contents: the presentation and report on the examination of the draft Law on Science , Technology and Innovation; the presentation and report on the examination of the draft Law on amending and supplementing a number of articles of the Law on Product and Goods Quality.
Participating in giving comments on the draft Law on Teachers, the majority of delegates agreed with the regulation that assigns the authority to recruit teachers to theEducation sector. Explaining this, delegates said that if the Education sector takes the initiative in recruiting and using teachers, it will meet the requirements on quantity, structure and quality; contributing to overcoming the situation of local surplus, shortage and imbalance in the structure of teachers. Currently, the draft law assigns the authority to recruit to the education management agency and the head of the educational institution.
In the afternoon of the same day, the National Assembly discussed in groups the following contents: Draft Law on Science, Technology and Innovation; Draft Law on Amending and Supplementing a Number of Articles of the Law on Product and Goods Quality; Draft Law on Atomic Energy (amended).
Chairing the discussion of Group 4, comrade Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City, asked the delegates to focus on giving opinions on the contents that are still controversial and have not yet reached a high consensus in the process of building the above-mentioned draft laws.
Commenting on the Draft Law on amending and supplementing a number of articles of the Law on Product and Goods Quality, delegate La Thanh Tan (Hai Phong Delegation) agreed with the necessity and viewpoint of amending and supplementing a number of articles, the name and scope of the draft law. Regarding some specific contents, such as the application of technology in product and goods quality management stipulated in Clause 7, Article 1 of the draft law, the delegate said that the regulations are still general and not highly normative, and suggested that the drafting agency study and revise them; clarify the level and scope of which types of goods must apply technology, which types of goods are encouraged to apply technology and which types of goods voluntarily apply technology; specify which groups of products and goods apply electronic labels, traceability, and passports; regulating policies to support businesses in managing goods and products, developing shared digital products, reducing investment costs for businesses... Regarding risk acceptance in scientific research, technology and innovation activities, delegate La Thanh Tan agreed with the content of Article 9 of the draft, but suggested considering, considering, and expanding the scope of risk acceptance, even exempting criminal liability in this activity if there is no fraudulent behavior, violation of the law or misuse of objectives and scope of funding, thereby creating motivation for organizations and individuals to boldly conduct scientific research, develop technology and innovate...
Commenting on the draft Law on Atomic Energy (amended), delegate Nguyen Chu Hoi (Hai Phong Delegation) suggested that the drafting agency revise Article 7 of the draft law to ensure strictness, specifically focusing on clarifying the State management work in the field of atomic energy. Regarding the draft Law on Science, Technology and Innovation, the delegate added some contents, such as: Article 4 of the draft needs to be clearly separated into 2 sections including principles and policies on science, technology and innovation in a concise, succinct and easy-to-understand direction; proposed to add the principle that "scientific activities using budget funds must be based on orders and clear addresses". Article 5 currently only stipulates "Science and Technology Day", the delegate suggested that it should only be included in a section of a certain article in the draft law. Article 19 related to the Science and Technology Magazine, the delegate suggested that this content should be removed because there will be stricter regulations on the press in the near future.../.
