Listen to the report on adjusting the Northern zoning plan in the Ninh Binh Urban Master Plan

On the afternoon of October 4, the Provincial People's Committee held a conference to listen to reports on adjusting the zoning plans of areas 1-1-A, 1-3-A, 1-3-B, 1-3-C (Northern zoning plan) in the Ninh Binh Urban Master Plan. Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference.

Also attending were Vice Chairmen of the Provincial People's Committee; leaders of departments, branches, and some related districts and cities.

Project to adjust the Zoning Plan of areas 1-1-A, 1-3-A, 1-3-B, 1-3-C (Northern Zoning Plan) is part of the Ninh Binh Urban Master Plan to 2030, with a vision to 2050. The scope of adjustment is within the administrative boundaries of Ninh Binh city, Hoa Lu district and Gia Vien district. The planning area is over 3,200 hectares.

The nature of the adjustment of the Northern zoning plan to become the administrative, political, economic, medical, educational, cultural, sports, tourism and service center of Ninh Binh province and urban area. This is one of the main development areas of Ninh Binh urban area until 2030, with a vision to 2050, with diverse types of urban works and synchronous urban infrastructure quality.

Specifically, subdivision 1-1-A has an area of about 940.64 hectares. The planning nature is the political - administrative center, provincial culture, tourism support service center, commercial and tourism service urban areas, urban parks.

Sub-area 1-3-A has an area of about 881.35 hectares. The planning nature is a mixed-use commercial, tourism and public service support urban area, tourism services associated with landscape routes, low-density housing projects, complexes, and a diverse park system in the area.

Sub-area 1-3-B has an area of about 712.95 hectares. It is a mixed-use tourism service complex.

Subdivision 1-3-C has an area of about 722.32 hectares. The nature is a residential area combined with clean agricultural tourism, applying high technology.

After listening to the planning unit's report, the delegates focused on discussing and clarifying some contents such as: adding the nature of Ninh My Park associated with comprehensive services to attract investment, both serving public interests and attracting services and hotels; adding the nature of Ninh Giang Park; planning the cultural center area, agency land after relocation to create development momentum.

In addition, opinions also focused on discussing a number of issues related to the transportation system. In particular, it is necessary to review and study the adjustment and expansion of the scale of a number of routes on the basis of suitability with the current situation, ensuring connectivity; Exploiting the landscape of Chanh River, Van River, Day River, Hoang Long River, it is necessary to prioritize the goal of landscape design, followed by the transportation factor...

Concluding the conference, the Chairman of the Provincial People's Committee affirmed: The project to adjust the Zoning Plan of areas in the Ninh Binh Urban Master Plan is fully qualified as a legal basis for zoning adjustment without having to wait for the Decision approving the adjustment of the Ninh Binh Urban Master Plan.

He also emphasized that adjusting the Northern Zoning Plan in the Ninh Binh Urban Master Plan to 2030, with a vision to 2050, is an important legal basis for implementing the detailed planning of component projects according to current legal regulations on construction planning and urban planning.

Therefore, please note that the Department of Construction and the consulting unit should complete some contents through exchanges and discussions related to: completing the traffic system, energy land, area, planning scale... On that basis, submit to the Provincial People's Committee to report to the Standing Committee and the Provincial Party Committee Standing Committee.
