On the afternoon of October 4th, the Provincial People's Committee held a meeting to hear a report on the adjustment of the zoning plans for areas 1-1-A, 1-3-A, 1-3-B, and 1-3-C (Northern Zoning Plan) within the Ninh Binh City Master Plan. Mr. Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, presided over the meeting.
Also attending were the Vice Chairmen of the Provincial People's Committee; leaders of departments, boards, and agencies; and representatives from several relevant districts and cities.
The revised zoning plan for areas 1-1-A, 1-3-A, 1-3-B, and 1-3-C (Northern Zone Planning) is part of the Ninh Binh City Master Plan to 2030, with a vision to 2050. The scope of the adjustment covers the administrative boundaries of Ninh Binh City, Hoa Lu District, and Gia Vien District. The planned area covers more than 3,200 hectares.
The adjusted zoning plan for the northern area aims to transform it into the administrative, political , economic, medical, educational, cultural, sports, tourism, and service center of Ninh Binh province and urban area. This is one of the key development areas of Ninh Binh urban area by 2030, with a vision to 2050, featuring diverse types of urban construction and a synchronized urban infrastructure.
Specifically, zone 1-1-A covers an area of approximately 940.64 hectares. Its planning characteristics include the provincial political-administrative and cultural center, a tourism support service center, commercial and tourism service urban areas, and urban parks.
Subdivision 1-3-A covers an area of approximately 881.35 hectares. The planning characteristics are a mixed-use urban area supporting commerce, tourism, and public services, with tourism services integrated into scenic routes, low-density housing, mixed-use complexes, and a diverse system of parks in the area.
Zone 1-3-B covers an area of approximately 712.95 hectares. Its nature is a mixed-use tourism service complex.
Zone 1-3-C covers an area of approximately 722.32 hectares. Its nature is a residential area combined with clean agricultural tourism, applying high technology.
After hearing the planning unit's report, the delegates focused on discussing and clarifying several issues, such as: adding the Ninh My Park area to the list of areas with integrated services to attract investment that serves both public interests and attracts service and hotel businesses; adding the Ninh Giang Park area to the list of areas with the list of areas with integrated services; and planning for the cultural center and the land area of government offices after relocation to create momentum for development.
In addition, the discussions also focused on several issues related to the transportation system. These included the need to review and study adjustments to expand the scale of some roads based on the current situation, ensuring connectivity; and prioritizing landscape design over transportation when exploiting the landscapes of the Chanh, Van, Day, and Hoang Long rivers.
In his concluding remarks at the conference, the Chairman of the Provincial People's Committee affirmed that the revised zoning plan for areas within the Ninh Binh urban master plan fully meets the legal requirements for zoning adjustments without having to wait for the Decision approving the revised Ninh Binh urban master plan.
The comrade also emphasized that adjusting the Northern Sub-area Planning within the Ninh Binh City Master Plan to 2030, with a vision to 2050, is an important legal basis for proceeding with the implementation of detailed planning projects for component projects in accordance with current laws on construction planning and urban planning.
Therefore, please note that the Department of Construction and the consulting unit should fully incorporate some of the contents discussed and exchanged regarding: completing the transportation system, energy land, area, planning scale, etc. Based on that, submit it to the Provincial People's Committee to report to the Standing Committee and the Provincial Party Committee.
