Resolution 57: Creating more resources and motivation for socio-economic development

Resolution 57 has truly spread in life, creating a large social movement, creating more resources and motivation to effectively implement the country's socio-economic development tasks.

After 6 months of implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation (Resolution 57), "bottlenecks" have gradually been removed, ministries, branches, localities, businesses and communities have actively participated in research, application of science, technology and digital transformation.

This shows that Resolution 57 has truly spread in life, creating a large social movement, creating more resources and motivation to effectively implement the country's socio -economic development tasks.

Removing "bottlenecks" that hinder digital transformation and technology

Deputy Prime Minister Nguyen Chi Dung requested relevant ministries and branches to complete the task of reviewing legal regulations before July 31, 2025 to promptly remove bottlenecks to serve the development of science , technology, innovation and digital transformation.

This is the content of Notice No. 365/TB-VPCP dated July 16, 2025 of the Government Office, conveying the conclusion of Deputy Prime Minister Nguyen Chi Dung at the meeting to review the content and preparations for the 3rd meeting of the Government Steering Committee on science and technology development, innovation, digital transformation and Project 06 - Review of the first 6 months of the year, deploying tasks for the last 6 months of 2025.

The Deputy Prime Minister requested that in the last 6 months of the year, the Ministry of Science and Technology continue to promote its role as the standing agency of the Government Steering Committee; Heads of Working Groups uphold their sense of responsibility, focus on urging the organization to deploy and complete tasks.

Ministries, agencies and localities focus on implementing assigned tasks; assign specific tasks associated with individual and collective responsibilities, especially promoting the role of leaders; strengthen inspection, supervision and urging implementation, promptly detect and remove difficulties and problems that arise; proactively coordinate closely between ministries, branches, localities, enterprises and relevant agencies in the implementation process.

The Ministry of Science and Technology, the Ministry of Public Security, the Ministry of Home Affairs and relevant ministries and local agencies focus on drastic and effective implementation, mobilizing resources to ensure effective and substantive implementation of urgent tasks and solutions according to the set schedule; carefully review, synthesize, and evaluate the implementation status, difficulties, obstacles, causes and tasks and solutions in the last 6 months of 2025 to achieve the set goals, and report at the 3rd meeting of the Government Steering Committee (July 20, 2025).

Support projects with the potential to become “unicorns”

For the first time, the Da Nang Business Incubator (DNES) has organized an incubation program using budget funds to support start-up models. This is one of the activities to strive to bring the position of the Da Nang startup ecosystem to international level in the next 5 years.

The city will promote incubation and support for small start-up projects with the potential to become future "unicorns", to grow in Vietnam and be competitive in the international market.

On July 19, DNES held the Opening Ceremony of the FINC+ Interactive Incubation Program 2025, hosted and sponsored by the Department of Science and Technology of Da Nang City. The top 5 best startup projects selected to participate in the 4-month Incubation Program in 2025 include: Enfue, Vietro Care, Skoolib, Gooride and Nhan Tam Coop.

FINC+ Interactive Incubation Program, DNES also announced the launch of a pre-incubation program dedicated to student startup ideas, expected to support 30 ideas.

Startup projects and ideas will be supported in forming and testing the feasibility of startup ideas; shaping initial business models; providing necessary startup knowledge and skills... DNES will cooperate with the National Intellectual Property Institute (Ministry of Science and Technology) to support startup projects in accessing, registering and developing intellectual property assets effectively and sustainably.

In addition to support in knowledge and skills, startup projects and models also receive direct support from the Department of Science and Technology of Da Nang City: 20 million VND/project for 5 incubation projects and 10 million VND/project for 30 pre-incubation projects.

New space for space science and technology development

Resolution 57 identifies the importance of “space,” while emphasizing the goal of self-reliance and gradual mastery of core technologies to serve socio-economic development and ensure national defense and security.

The research team of the Vietnam Space Center (Vietnam Academy of Science and Technology) in collaboration with the Polish Institute of Geophysics (Polish Academy of Sciences) successfully carried out a research project on applying artificial intelligence (AI) and remote sensing in monitoring seawater quality in the waters of Ha Long Bay and Cua Luc (Quang Ninh province).

This is the first project in Vietnam to simultaneously use Sentinel-2 satellite data, advanced machine learning algorithms and the GEE platform (Google's cloud computing platform) to model and monitor water quality parameters such as surface temperature, suspended solids, chlorophyll-a and chemical oxygen demand.

The novelty of the research lies in the synthesis and creative application of remote sensing, AI and cloud computing technologies to solve the problem of seawater quality monitoring, while also providing feasible solutions to overcome the challenge of data shortage and providing in-depth analysis of practical value.

Dr. Vu Anh Tuan, Deputy General Director of the Vietnam Space Center, said that the results of applying remote sensing and AI in large-scale water environment monitoring are important sources of information for related sectors such as environment, aquaculture and fisheries, and rapid and sustainable development of the marine economy with conditions for development in the spirit of Resolution 57.

Bringing digital knowledge to every home, every person

Hung Yen Provincial Youth Union has launched a 30-day campaign to open "Digital Literacy for the People" classes. Each young person becomes a "messenger" bringing digital knowledge to every home and every person, contributing to the creation of a digital society and comprehensive digital citizens.

In each class, the "lecturers" are union members and young people with knowledge, technological skills, and the enthusiasm and responsibility of youth, step by step helping people overcome technological barriers.

Flexibility in approach, from direct instruction to online support, from concentrated classes to shock teams going to people's homes "going to every alley, knocking on every door" creates maximum conditions for people to access information and receive timely support, ensuring that no one is left behind in the digital transformation journey.

Organizing "Digital Literacy" classes is identified by the Youth Union at all levels of Hung Yen province as an important political task, as well as the responsibility and mission of the Youth Union in accompanying people in accessing and mastering science and technology.

In particular, when the two-level local government model was put into operation, the image of young volunteers appearing at the Public Administration Service Centers contributed to improving the efficiency of the Center's operations, bringing satisfaction to the people.

Hung Yen Provincial Youth Union Secretary Thieu Minh Quynh said that on July 1 - the first day of implementing the 2-level local government model, the Provincial Youth Union established more than 1,000 youth volunteer teams with over 20,000 youth union members participating in activities to guide people in using online public services.

With the spirit that each team is a solid support for the government and the people, the Provincial Youth Union directed 104 commune and ward youth unions to review policy families, former youth volunteers, and families in especially difficult circumstances. The youth volunteer teams will go to people's homes to guide them in performing online public services./.
