On December 8th, the People's Committee of Da Lat City submitted a proposal to the People's Committee of Lam Dong Province requesting the cancellation of the Decision approving the auction results for leasing assets on land and annual land lease payments for the Thuy Ta restaurant area (Ward 1, Da Lat City).
According to local authorities, the winning bidder for the Thuy Ta restaurant lease has agreed to cancel the auction results, will not file a complaint, and will not reclaim the more than 600 million VND deposit.
At the same time, Da Lat City also proposed that the city be allowed to continue organizing the second auction for the lease of Thuy Ta restaurant according to the procedures and regulations approved on October 2nd.

Previously, on December 6th, the Da Lat City People's Committee received a reply (scanned copy, sent via Zalo) from Mr. Doan Hai Ha.
According to the document, Mr. Doan Hai Ha claims that the documents related to the auction for the lease of Thuy Ta restaurant do not contain a single word or phrase stating that the restaurant's name cannot be changed.
However, after submitting the "Business Plan Summary," Mr. Ha received information from local officials stating that he was not allowed to change the restaurant's name.
Explaining his reasons for not continuing to invest in the Thuy Ta restaurant, Mr. Ha stated that this was not due to subjective desires but rather because the written explanations from the Lam Dong provincial authorities were unclear and lacking in specificity.
"Thuy Ta is a proper name, and should not be understood as part of a structure or building," Mr. Ha stated.
Recently, the Da Lat City People's Committee invited Mr. Doan Hai Ha to a meeting to clarify information regarding the refusal to invest in Thuy Ta restaurant.
Mr. Ha stated that he was on a business trip and therefore could not arrange a face-to-face meeting with the Da Lat City People's Committee. Through written documents and phone calls, Mr. Ha decided not to invest in the Thuy Ta restaurant.
The winning bidder requested that the parties sign an agreement to cancel the decision approving the auction results for leasing the land at the Thuy Ta restaurant complex, which the Lam Dong Provincial People's Committee had issued on November 8th.
He also pledged not to file any complaints or appeals regarding the cancellation of the results, and accepted the loss of his deposit of over 600 million VND.

Previously, Dan Tri Newspaper reported that on October 30th, the Da Lat City People's Committee auctioned off the land plot of Thuy Ta restaurant with a starting price of over 3 billion VND per year. After 63 bidding increments, Mr. Doan Hai Ha (residing in Hanoi ) won the auction for the Thuy Ta restaurant area at a price of 15 billion VND per year, equivalent to over 151 billion VND over 10 years.
Mr. Ha was required to pay the entire land lease and property tax in one lump sum. He also deposited over 600 million VND to participate in the auction on October 30th.
However, on November 21st, Mr. Doan Hai Ha submitted a notice stating that he would not invest because he was not allowed to change the restaurant's name.
