Social housing: 'Must ensure green and red air force'

TPO - Talking about social housing construction today, the Prime Minister raised a series of questions: “Why haven’t businesses done it yet? Is it because the government doesn’t dare to assign the work? Can we assign it directly to businesses, without bidding, as long as we ensure publicity, transparency, and prevent corruption, negativity, and waste? If we bid, we must ensure substance, no formality, no blue or red troops, to avoid a very long process that wastes time and doesn’t bring anything.”

This afternoon (March 6), at the Government headquarters, Prime Minister Pham Minh Chinh chaired a national conference to remove difficulties and obstacles, promote the development of social housing with the participation of ministries, branches, banks, large real estate enterprises, and experts. Co-chairing the conference were Deputy Prime Minister Tran Hong Ha and Ho Duc Phoc. The conference was held in Hanoi , online to 63 connecting points in localities across the country.

In his opening speech, Prime Minister Pham Minh Chinh said that the development of social housing has been discussed a lot, but the implementation has not been very effective. The clear policy of our Party and State is to develop quickly but sustainably, without sacrificing progress, fairness, and social security to pursue economic growth alone; people have the right to live, the right to freedom, the right to pursue happiness, including the right to housing.

Government leaders welcomed the recent commencement of large social housing projects by several localities, but the Prime Minister expressed concern that "land is in our hands, money can be mobilized, mechanisms, policies, and procedures are ours, but social housing construction has not changed or has changed very slowly."

The Prime Minister affirmed that the demand for social housing is very large, agencies must put themselves in the position of those in need to solve and implement tasks according to their functions, tasks and powers. In particular, localities have been assigned specific targets for social housing construction, and must consider this a political task, with the viewpoint that people are the center, the subject, people are the decisive factor for development, all policies must be directed towards people.

Recently, some institutional problems have been resolved but they still remain. Prime Minister Pham Minh Chinh asked delegates to give specific comments on legal problems to propose solutions at the upcoming National Assembly session.

The Head of Government proposed to organize a social housing architectural design competition to have house models suitable for the conditions, landscape, culture, and climate of each region (Northern mountainous region, Red River Delta, Central Coast, Central Highlands, Southeast, Southwest), suitable for the needs of users while still being spacious, bright, green, clean, and beautiful; it is possible to study the construction of social housing by assembling reinforced concrete components.

Regarding resources, the Prime Minister mentioned a number of solutions that have been and are being implemented such as establishing a national housing fund; disbursing a credit package of 140,000 billion VND for social housing without counting it into the credit "room" of banks...

In particular, regarding procedures, the Prime Minister emphasized the need to create mechanisms and policies, calling on businesses to act quickly, reduce procedures, with the spirit of serving the people and the country.

Prime Minister Pham Minh Chinh also noted that social housing does not mean building on "leftover" land, "deserted" places, where commercial housing cannot be built, then building social housing. Priority must be given to social housing first, then commercial housing.

Social housing must have full infrastructure conditions (transportation, health care, education, sports, society, environment, etc.) like commercial housing, but the difference is that the government has support policies. Social housing must have the form of purchase and hire purchase.

Recently, Prime Minister Pham Minh Chinh signed Decision No. 444 dated February 27, 2025 assigning targets for completing social housing in 2025 and the following years until 2030 for localities to supplement socio-economic development targets.

Accordingly, in the 2025-2030 period, the whole country must complete 995,445 apartments to achieve the goal of building at least 1 million social housing apartments for low-income people and industrial park workers in the 2021-2030 period.

The specific targets for each year are as follows: 100,275 apartments in 2025, 116,347 apartments in 2026, 148,343 apartments in 2027, 172,402 apartments in 2028, 186,917 apartments in 2029 and 271,161 apartments in 2030.

The locality assigned the largest target for social housing development is Ho Chi Minh City with 69,700 units. Next is Hanoi with 56,200 units, Hai Phong with 33,500 units, Da Nang with 12,800 units, and Can Tho with 9,100 units.

According to the Ministry of Construction, from 2021 to now, localities across the country have completed investment in 103 social housing projects, with a construction scale of 66,755 apartments. In 2024 alone, the country will complete construction of 28 projects, with a construction scale of 21,874 apartments, an increase of 58% compared to 2023.

The number of completed apartments to date is about 42.3% of the target of the Project of 1 million apartments by 2025.

In Hanoi, three projects with nearly 2,000 apartments have been started since the beginning of the year and will be opened for sale in the third and fourth quarters. The Ministry of Construction also emphasized that localities such as Bac Ninh, Hai Phong, Dong Nai, Thanh Hoa, Bac Giang, Binh Thuan and Binh Dinh have actively attracted investment and started construction of social housing.
