The public consultation on the project took place on the morning of August 14th, with the participation of a large number of residents in the project area. Following the policy of Da Nang city, Thang Dien commune has now conducted a field survey to determine the location of the resettlement area for households in the project area and has planned the locations for the resettlement areas.
Thorough survey
According to statistics, the total length of the project passing through the commune is over 2.6km with a land acquisition area of 32.82ha; specifically, 3.1ha of rural residential land, 11.1ha of rice paddy land, and 18.5ha of other land.
A total of 42 households whose houses are affected are expected to be relocated; including 20 households and 1 ancestral church in An Phuoc village, and 22 households, 1 ancestral church, and 1 village house in An My village. It is expected that 300 land plots will be allocated for resettlement, and a resettlement area of 10 hectares will be constructed in An My village.
Besides the affected concrete road, the project also impacts the DH4 road. A review of the Thang Dien commune also revealed that 170 graves are affected and are planned to be relocated to the public cemetery.
Mr. Do Ngoc Lanh, Head of An My village, said: “Our people agree with the policy of building the high-speed railway project through the commune; and we also agree with the plan to build a resettlement area in An My village. If households agree to hand over the land for the project's construction, the government must have a plan to support people in production; and we also wish to arrange resettlement that is suitable for our production conditions.”
Mr. Nguyen Huu Son also requested that the resettlement plots be 200 square meters in size; in addition, they must include supporting facilities to ensure a standard of living higher than or equal to the original standard of living. During the resettlement process, the authorities must support the process of issuing land ownership certificates to reassure the people.
Over the past period, Thang Dien commune has informed and educated residents within the planned land clearance area about the policy and boundary areas, gaining their consensus and support for the project's implementation, and prohibiting the construction of any structures within the high-speed railway project area as per regulations. Simultaneously, strict management has been implemented to prevent illegal construction, exploitation of policies, and negative impacts on people's lives and security and order.
Building consensus
Mr. Nguyen Thai Hau, Chairman of the Vietnam Fatherland Front Committee of Thang Dien commune, said: “The relocation to the new resettlement area will affect the daily lives and production practices of the people. However, the people also need to know that this is a large project, and the affected people will be resettled in new, spacious areas with synchronized infrastructure, improving their quality of life and giving them opportunities to change professions and new livelihoods. Therefore, the people need to agree with the policy of building the new resettlement area.”
According to Mr. Huynh Van Tung, Vice Chairman of the People's Committee of Thang Dien commune, soliciting public opinion on the investment and construction of a resettlement area to serve the land clearance and resettlement work for the North-South high-speed railway project passing through the commune is an important step for the units to calculate the land clearance and compensation and support work later. Regarding opinions on freely integrated resettlement, many issues related to planning, land use, and land types will arise…
“When the commune has planned for a new resettlement area, it will naturally develop integrated infrastructure, green spaces, and schools to better serve the people than their old homes. Regarding the affected graves, the people also need to consider the planning. Therefore, they must be relocated synchronously out of the area affected by the project so that they don't have to be relocated again by other projects in the future,” Mr. Tung said.
At the consultation meeting with households affected by the high-speed railway project, 42 votes were cast in favor of building a resettlement area in An My village. In addition, 4 votes proposed building a resettlement area in An Phuoc village; and 2 votes suggested independent resettlement.
