In 2024, Quang Ninh province implemented its tasks with the theme "Improving the quality of economic growth; developing a culture and people rich in Quang Ninh's unique identity." Adhering closely to this theme, all levels, sectors, and localities throughout the province have implemented a comprehensive set of practical and effective solutions to improve the quality of economic growth while simultaneously improving the income and living standards of the people.
From the beginning of the year, the Provincial People's Committee issued and implemented Action Program No. 131/CTr-UBND (dated January 15, 2024), directing the assignment of socio-economic development targets for 2024; issuing economic growth scenarios to ensure flexibility, relevance to the situation, and clearly defining the responsibilities of departments, agencies, and local governments, along with the responsibility of the head of each agency, in directing and organizing implementation to strive to achieve the set goals.
In particular, the province focuses on directing the implementation of measures to promote growth in the processing and manufacturing industry, with a focus on supporting and quickly resolving administrative procedures related to planning, investment procedures, land, land clearance, and attracting processing and manufacturing enterprises; building and implementing comprehensive and decisive solutions to promote tourism and service development; focusing on supporting and removing difficulties for businesses, ensuring revenue for the state budget; and accelerating the disbursement of public investment capital…
Immediately after Typhoon No. 3, with a spirit of self-reliance and self-improvement, Quang Ninh province proactively issued mechanisms and policies to promptly support people and businesses affected by the storm. A prime example is Resolution No. 42/NQ-HĐND (dated September 23, 2024) of the Provincial People's Council on "Some measures to support the remediation of the consequences of Typhoon No. 3 (Yagi) in Quang Ninh province in 2024". In addition, the province directly worked with and issued numerous documents to relevant ministries and agencies, the State Bank of Vietnam Quang Ninh Branch, and credit institutions requesting debt restructuring, interest rate reductions, and tax deferrals and extensions for organizations, businesses, and households affected by the storm... After a short period, many sectors and the lives of people in the province have been rebuilt.
After one year of implementing Resolution No. 176/NQ-HĐND of the Provincial People's Council (dated December 8, 2023) on socio-economic development tasks for 2024, apart from the province's GRDP target not meeting expectations due to the significant damage caused by Typhoon No. 3, 11 out of 12 targets set in Resolution 176 were basically achieved and exceeded the plan. Notably, several indicators showed significant increases, such as: Total tourist arrivals reached 19 million, a 22% increase compared to the same period in 2023; total retail sales of goods and service revenue increased by 12.9% compared to the same period; export turnover of enterprises in the province increased by 12.6% compared to the same period; revenue from transportation, warehousing and transport support services increased by 29% compared to the same period; and total state budget revenue reached 100% of the assigned plan. Total social security spending increased by 23% compared to the same period last year; creating additional jobs for 31,350 workers, reaching 104% of the annual plan.
On November 23rd, the Provincial Party Committee held a meeting to discuss and decide on a number of tasks, objectives, and directions for 2025, with the theme of the work identified as "Breakthrough in economic development, creating momentum for the new term." The 23rd session (the regular year-end session) of the Provincial People's Council also focused on discussing and deciding on practical tasks, objectives, and solutions to concretize and promptly implement the Resolution of the Provincial Party Committee.
