
During the period of overcoming the consequences of war and fighting to defend the Fatherland, and in the process of national reconstruction and building socialism, the Construction sector of Dien Bien province has performed its duties well, contributing to promoting the socio -economic development of the province.
In 2004, Dien Bien province was established by dividing the former Lai Chau province into two provinces: Dien Bien and Lai Chau. Entering a new era, the Dien Bien Construction sector has maximized advantages, persistently overcome difficulties, and strived to successfully complete the tasks assigned by the province and the Ministry of Construction . Planning and management of construction planning have seen positive changes. The sector has issued guiding documents on decentralization in construction planning management. It has undertaken general planning for Muong Ang town; Muong Nha district capital; planning for the construction of a rotary kiln cement plant with a capacity of 360,000 tons/year; planning for the construction of Tay Trang and Huoi Puoc International Border Gates; general planning for Muong Lay town and participation in planning for resettlement areas for the Son La hydropower project in the province; general planning for Dien Bien Phu city and the Nam Po district center. Urban planning and construction management have had a strong impact on the development of the province's urban and rural systems, making them increasingly more modern and beautiful. Many key projects, acting as driving forces, have been invested in and completed on schedule and put into use; infrastructure has been upgraded quite comprehensively, contributing to promoting socio-economic development and ensuring national defense and security of the province.
In response to the need to accelerate industrialization and modernization for the socio-economic development of the province, the Dien Bien Construction sector has upheld its tradition of solidarity and closely followed the political tasks set forth by the Provincial Party Congress in each term, thereby achieving very outstanding results:
In the field of urban planning and development, the Construction sector has closely followed the province's socio-economic development orientation in each period to advise the Provincial People's Committee on urban planning and construction. It has implemented and adjusted zoning plans, functional zoning plans, and detailed urban construction plans in Dien Bien Phu City and Dien Bien District to concretize the province's development policies and orientations, serving as a basis for policy formulation and investment attraction.
In the field of construction management, the quality of appraisal of construction investment projects, technical designs, and cost estimates for works under the industry's purview has continuously improved. Simultaneously, effective inspection during construction and acceptance processes has been implemented, along with the timely publication of norms, unit prices, and construction price indices, contributing to improved project quality and efficiency in investment cost management, especially for projects using state budget funds.
In the field of construction materials management, the department has advised the Provincial People's Committee to implement many comprehensive and effective solutions.
Over the past six decades, alongside the development of Vietnam's construction industry, Dien Bien's construction industry has strived to overcome difficulties, successfully fulfilling its assigned political tasks, making significant contributions to socio-economic development, ensuring national defense and security, and creating strong development steps for the province.
To successfully achieve the goals and tasks for 2023 and the following years amidst numerous difficulties and challenges, the Dien Bien Construction industry needs to continue to uphold the traditions forged and refined over 60 years of construction, innovation, and development, while focusing on effectively implementing the following key tasks:
Firstly, closely following the directives and guidance of the Central Government, the Ministry of Construction, and the province, especially the Resolution of the 14th Provincial Party Congress, term 2020-2025, on the orientation and tasks of socio-economic development; Resolution No. 16-NQ/TU dated November 29, 2021, of the Provincial Party Committee on the development of infrastructure systems, linked with urban development towards modernization in Dien Bien province for the period 2021-2025, with orientation to 2030; and Decision No. 569/QD-UBND dated March 30, 2022, of the Provincial People's Committee promulgating the Action Program to implement Resolution No. 16-NQ/TU dated November 29, 2021, of the Provincial Party Committee to effectively carry out the tasks of the sector.
Secondly, proactively advise the Provincial People's Committee on directing efforts to improve the effectiveness and efficiency of state management in construction. Innovate thinking in advising on the improvement of the institutional and legal framework for construction, ensuring stability, consistency, and suitability to local realities and each stage of development.
Thirdly, improve state management of construction materials; review and supplement economic and technical standards and norms; and perfect the system of construction standards and unit prices. Strengthen research, access to, and mastery of science and technology to meet the requirements of high-tech construction in various fields; closely link construction development with the requirements of ensuring national defense and security and building defense zones.
Fourth, improve the quality of surveying, planning, appraisal, management, and implementation of construction plans, overcoming the situation of stalled plans and plans that do not conform to actual conditions. Advise the Provincial People's Committee to direct and guide districts, towns, and cities in developing and promulgating regulations on architectural and planning management for implementation. Urge planning agencies to accelerate progress to quickly approve construction and urban planning projects, especially the General Planning of Dien Bien Phu City, Dien Bien Province until 2045; and sub-area plans and detailed plans associated with investment projects to quickly implement urban infrastructure and tourism-service infrastructure investment projects.
Fifth, improve the quality of appraisal of construction investment projects, technical designs, and cost estimates for works under the sector's functions; effectively manage construction investment costs to save expenses and reduce investment rates, especially for investment projects using state budget funds. Create strong changes in the field of urban development and housing development, and begin researching the development of a real estate market in the province...
Sixth, continue to effectively implement Action Plan No. 3301/KH-UBND dated October 5, 2021, of the Provincial People's Committee on implementing Resolution No. 12-NQ/TU dated July 29, 2021, of the Provincial Party Committee on administrative reform, improving the investment and business environment, associated with enhancing provincial competitiveness in the period 2021-2025, with orientation to 2030. Consolidate and reorganize the organizational structure towards a streamlined, effective, and efficient operation; improve the quality of human resources to meet the requirements of digital transformation, aiming towards building a digital government and a digital economy...
Inheriting and building upon the 60-year tradition of construction and development, the leadership, officials, employees, and workers of the Dien Bien Construction sector continue to strive to excellently fulfill their assigned tasks, making increasingly important contributions to the socio-economic development and national defense and security of the province.
