Strive to fulfill its role as one of the economic sectors

During the period of overcoming the consequences of war and fighting to protect the Fatherland, and in the cause of national construction and socialism building, the Construction sector of Dien Bien province has performed its tasks well, contributing to promoting the socio -economic development of the province.

In 2004, Dien Bien province was established on the basis of separating the old Lai Chau province into two provinces: Dien Bien and Lai Chau. Entering the new period, the Dien Bien Construction sector has taken full advantage of the advantages, persistently overcome difficulties, and strived to fulfill the tasks assigned by the province and the Ministry of Construction . The planning and management of construction planning have had positive changes. The sector has issued documents guiding decentralization in construction planning management. The general planning of Muong Ang town; Muong Nhe district town; Planning for the construction of a rotary kiln cement factory with a capacity of 360,000 tons/year; Planning for the construction of Tay Trang and Huoi Puoc International Border Gate; General planning of Muong Lay town and participation in planning resettlement areas of the Son La Hydropower Project in the province; General planning of Dien Bien Phu city and Nam Po district center. The planning and management of construction planning have had a strong impact on the development of the province's urban and rural systems, making them increasingly more beautiful and spacious. Many key and dynamic projects have been invested in, completed on schedule, and put into use; the infrastructure has been invested in and upgraded quite synchronously, contributing to promoting socio-economic development and ensuring national defense and security of the province.

Faced with the requirement of promoting industrialization and modernization to develop the province's socio-economy, the Dien Bien Construction sector has promoted the tradition of solidarity, closely following the political tasks set out by the Provincial Party Congresses of each term, thereby achieving very outstanding results:

In the field of urban planning and development, the Construction sector has closely followed the socio-economic development orientation of the province in each period to advise the Provincial People's Committee on urban planning and construction. Deploying and adjusting zoning plans, functional zoning plans, and detailed urban construction plans in Dien Bien Phu City and Dien Bien District to concretize the province's development policies and orientations as a basis for policy formulation and investment attraction.

In the field of construction management, the quality of appraisal of construction investment projects, technical design, and cost estimates of works under the functions of the industry has been continuously improved. At the same time, the inspection work during construction and acceptance as well as the timely announcement of norms, unit prices, and construction price indexes have been effectively implemented, contributing to improving the quality of works and the effectiveness of investment cost management, especially for projects using State budget capital.

In the field of construction materials management, the industry has advised the Provincial People's Committee to implement many synchronous and effective solutions.

Over the past six decades, along with the development of the Vietnamese Construction industry, the Dien Bien Construction industry has strived to overcome difficulties, successfully completed assigned political tasks, made important contributions to socio-economic development, ensured national defense and security, and created strong development steps for the province.

To successfully complete the goals and tasks of 2023 and the following years in the context of many difficulties and challenges, the Dien Bien Construction industry needs to continue to promote the traditions that have been forged and crystallized over 60 years of construction, innovation and development, and at the same time focus on implementing well the following key tasks:

Firstly, closely follow the direction and guidance of the Central Government, the Ministry of Construction, and the province, especially the Resolution of the 14th Provincial Party Congress, term 2020 - 2025 on orientations and tasks for socio-economic development; Resolution No. 16-NQ/TU dated November 29, 2021 of the Provincial Party Committee on developing the infrastructure system, associated with modern urban development in Dien Bien province for the period 2021-2025, with a vision to 2030; Decision No. 569/QD-UBND dated March 30, 2022 of the Provincial People's Committee promulgating the Action Program to implement Resolution No. 16-NQ/TU dated November 29, 2021 of the Provincial Party Committee to effectively perform the tasks of the sector.

Second, proactively advise the Provincial People's Committee to direct the improvement of the effectiveness and efficiency of State management of construction. Innovate thinking in advising on the completion of the institutional system and legal regulations on construction to ensure stability, consistency, and suitability to local realities and each stage of development.

Third, Do a good job of State management of construction materials; review and supplement economic and technical standards and norms; perfect the system of construction standards and unit prices. Strengthen research, access and master science and technology, meet the requirements of high-tech construction in all fields; closely link construction development with the requirements of ensuring national defense and security and building defense zones.

Fourth, Improve the quality of survey, establishment, appraisal and management, implementation of construction planning, overcome the situation of suspended planning, planning not suitable to actual conditions. Advise the Provincial People's Committee to direct, and at the same time guide districts, towns and cities to develop and promulgate regulations on management of planning architecture for implementation. Urge planning agencies to speed up progress to soon approve construction planning projects, urban planning, especially the General Planning of Dien Bien Phu City, Dien Bien Province to 2045; zoning plans, detailed plans associated with investment projects to soon implement urban infrastructure investment projects, tourism - service infrastructure.

Fifth, Improve the quality of appraisal of construction investment projects, technical design, and cost estimates of works under the functions of the industry; manage construction investment costs well to save costs and reduce investment rates, especially investment projects using state budget capital. Create strong changes in the fields of urban development, housing development, and initially research and develop the real estate market in the province...

Sixth, Continue to effectively implement Action Plan No. 3301/KH-UBND, dated October 5, 2021 of the Provincial People's Committee on implementing Resolution No. 12-NQ/TU dated July 29, 2021 of the Provincial Party Committee on administrative reform, improving the investment and business environment, associated with enhancing provincial competitiveness for the period 2021-2025, with a vision to 2030. Complete and rearrange the organizational apparatus towards streamlining, effective and efficient operation; improve the quality of human resources to meet the requirements of digital transformation, towards building digital government, digital economy...

Inheriting and promoting the tradition of 60 years of construction and development, the collective leadership, civil servants, public employees and workers of Dien Bien Construction sector continue to strive to excellently complete assigned tasks, increasingly making important contributions to the cause of socio-economic development, ensuring national defense and security of the province.
