Spectacular finish with record revenue

2025 is a year of special importance, the final year of the term to complete the Resolution of the Party Congresses at all levels and the 5-year Socio-Economic Development Plan 2021-2025. The domestic situation continues to be stable and achieves many positive results; the macro-economy is maintained, the investment and business environment continues to improve; inflation is controlled, the confidence of the people and the business community increases; timely, drastic and effective direction and management solutions of the Government and localities have contributed to removing difficulties and promoting socio-economic growth.

Despite facing many challenges, by November 30, 2025, the Customs Branch of Region VI had collected VND 12,144.9 billion in state budget revenue - equal to 188% of the assigned target, becoming one of the leading units in the industry in exceeding the budget revenue target. This is the highest state budget revenue from import-export activities ever achieved in Lang Son province.

With only one month left in 2025, revenue has increased by 77% compared to the same period in 2024. With this momentum, the unit expects to end the year at 13,500-14,000 billion VND, exceeding both the plan and the target.

At Huu Nghi international border gate, revenue reached 6,044 billion VND (120% of the assigned target). Tan Thanh border gate set a record when collecting 4,237 billion VND, up 492% over the same period and far exceeding the annual target. Chi Ma Customs also accelerated with 1,180 billion VND, reaching 103% of the adjusted target thanks to strongly attracting enterprises importing and exporting high-tax goods. Coc Nam border gate recorded 230.4 billion VND, equivalent to 193.6% of the target. Meanwhile, Dong Dang international railway station contributed nearly 366 billion VND, equal to 228% of the legal target. These impressive figures show the great efforts of the entire force and mark a year 2025 marked by "budget collection breakthrough" of Customs Region VI.

Similarly, as of November 14, 2025, the import-export turnover through the Customs Branch of Region IX reached 4.66 billion USD; goods in transit on the East-West economic corridor continued to be vibrant with a value of 16.9 billion USD. Streamlining the apparatus associated with digital transformation has helped improve management efficiency, increase transparency, shorten customs clearance time and improve service quality.

In Quang Tri and Hue City, border gate and economic zone infrastructure continues to be invested in, meeting the increasing demand for trade. However, harsh weather, prolonged storms, fluctuating traffic volume and smuggling and illegal transportation of goods and drugs pose many challenges to management. In this context, the Customs Branch of Region IX has closely followed the direction of the Ministry of Finance , the Customs Department and local authorities, and closely coordinated with functional forces to synchronously deploy management solutions. The unit also promotes reform, modernization, trade facilitation and business support. Border gate and non-border gate units regularly organize dialogues with businesses to listen and resolve problems, thereby strengthening sustainable cooperation and contributing to improving the efficiency of import and export activities.

In 2025, the Prime Minister assigned the Region IX Customs Branch a budget collection target of VND 3,600 billion and the target assigned by the Customs Department is VND 4,380 billion. On that basis, the Branch has reviewed and allocated collection targets to 9 border gate/outside border gate Customs units in accordance with the characteristics of each locality.

As of November 14, 2025, revenue reached VND 3,845,344 billion, exceeding 6.8% of the target assigned by the Government and the People's Council, up 10% over the same period in 2024. In parallel with the collection task, the Branch also strictly implemented Directive 499/CT-TCHQ, focusing on reforming administrative procedures, applying technology, facilitating trade and preventing revenue loss. Border gate units stepped up propaganda, supported tax laws, collected information, closely monitored import-export activities and promptly removed difficulties for businesses. At the same time, synchronously implemented regulations on customs value, tax policies, strengthened risk management for key items and conducted value consultation in accordance with regulations. Regarding the management of the Tax-free List, the Branch has guided and propagated to businesses and investment incentive projects on the responsibility to comply with the law; At the same time, coordinate with agencies, credit institutions and banks in providing relevant information. Up to now, the Department has received 155 tax exemption list files from the old model (Quang Binh 20; Quang Tri 75; Hue 60).

According to the Regional Customs Branch XIII, import-export activities in Lam Dong (old) remained stable and for the first time, the export turnover processed by Da Lat Customs exceeded the 1 billion USD mark.

Deputy Head of Da Lat Customs Phan Van Manh said that since the beginning of the year, the unit has handled a sharp increase in the amount of work, with a total import-export turnover of 1.22 billion USD (up 26% over the same period in 2024). Despite having to streamline the apparatus since March 15 - reducing 3 teams, dissolving 1 group and transferring it to the Regional Branch XIII - Da Lat Customs still ensures smooth customs clearance, especially at Lien Khuong airport.

In 2025, the unit will process procedures for 200 enterprises with more than 16,000 declarations, equal to 106% compared to the same period in 2024. The growth results are thanks to the stability of import-export activities and the development of key products such as minerals, tea, coffee, vegetables and silk. Da Lat Customs also actively supports enterprises in importing machinery for new projects, proactively approaching and removing arising problems. Many enterprises such as Da Lat Fiber Company Limited or Dalat Hasfarm highly appreciate the application of electronic customs, which helps reduce time, save costs and carry out procedures completely online. Thanks to the efforts of the collective of civil servants, the unit's budget revenue by mid-November reached nearly 300 billion VND, exceeding the estimate by 281 billion VND and no overdue tax debt. This is a remarkable result in the context of thin staff but a sharp increase in workload.

Innovation in revenue generation

Mr. Nguyen Van Hoan, Head of the Customs Branch of Region VI, said that 2025 marked the first time the unit completed the annual budget revenue target after only 7 months and in 11 months, it far exceeded the target. The strong increase in revenue from production and consumption goods shows that the economy is recovering positively, the demand for investment and production is increasing, and it reflects the driving force for socio-economic development of the locality and the whole country.

According to the Department's leaders, this breakthrough result comes from the recovery of trade and flexible management solutions. The unit proactively orients and attracts businesses to trade in high-value and high-tax products, reducing dependence on agricultural products that are affected by the season and China's import control policy. Border gates regularly meet and exchange with businesses, commit to improving service quality, not incurring additional costs outside of regulations, ensuring quick and convenient customs clearance.

Since January 2025, the Department has reviewed commodity groups with high tax rates to develop a plan to invite businesses to return to carry out procedures in Lang Son. Thanks to that, revenue from these items has increased sharply: trucks and semi-trailers nearly 4,600 billion VND (up 61%); machinery, equipment and components nearly 3,500 billion VND (up 91%); metals and metal products 840 billion VND (up 96%).

Along with attracting businesses, the Department continues to promote anti-loss prevention, focusing on checking the classification of goods, value, origin; collecting and determining taxes when detecting violations; at the same time strictly controlling import and export goods to prevent tax evasion.

Thanks to comprehensive efforts, by the end of November, the Customs Branch of Region VI had collected more than 12 trillion VND, helping Lang Son complete its budget collection task very early and for the first time join the group of localities with import-export revenue of over 10 trillion VND.

Statistics up to November 30, 2025 show that the total import-export turnover through Lang Son reached 86.34 billion USD, an increase of 44.6% over the same period in 2024. Of which, imports reached 57.59 billion USD, exports 28.75 billion USD. Particularly, the volume of goods declared at the Regional Branch VI reached 6.74 billion USD (7.8% of the total turnover of the whole province), an increase of 29.4%; of which imports were 4.25 billion USD (an increase of 44.5%) and exports were 2.49 billion USD (an increase of 9.8%).

To nurture revenue sources, the Customs Branch of Region IX also said that the unit has built and implemented a Plan to strictly manage investment incentive projects in the area. In addition, the Branch received and issued new tax exemption lists for 7 tax exemption lists and processed 3 tax-free asset liquidation dossiers of Hanesbrands Vietnam Hue Company. Most enterprises in the management area pay import-export taxes, other taxes and fees and declaration fees through the electronic payment gateway system and 24/7 customs clearance or through banks that coordinate with the customs authority to collect, meeting the management requirements of the customs authority and supporting enterprises in the process of declaring and paying taxes, simplifying administrative procedures, helping enterprises to pay at any time without having to go directly to the customs authority.

From July 1, 2025, the Customs Branch of Region IX will deploy the feature of automatically assigning civil servants to check documents on the VNACCS/VCIS System. This method helps to minimize human intervention in customs procedures. This not only minimizes the risk of negativity, but also ensures that all documents are assigned objectively and randomly, creating transparency and fairness between businesses and customs officers.

For Da Lat Customs, the biggest difficulty of the unit after streamlining the apparatus is the "thin" human resource situation. The unit has to handle import-export procedures for businesses, control the area, and take on procedures for international flights at Lien Khuong airport.

Mr. Phan Van Manh said that to compensate for the shortage of human resources, Da Lat Customs proactively strengthens propaganda, support and information provision for businesses. This is a key solution to raise awareness of law compliance, facilitate trade, and help businesses proactively carry out procedures, thereby reducing pressure on the unit. Promoting communication also contributes to attracting new businesses, increasing the number of declarations, import-export turnover and budget revenue.

At the same time, the unit actively coordinates with local agencies to grasp information about businesses and new projects, thereby promptly supporting policies, processes and procedures. Changes related to inspection, supervision, customs value, tax, origin or classification analysis are all announced early to avoid violations due to lack of understanding.

For international flights, due to limited staff, civil servants have to take on many tasks, including handling procedures for businesses, traveling more than 30 km to Lien Khuong airport to complete customs procedures, and then returning to their units to continue performing other tasks.

“Although there are still many difficulties, with the close direction of the Regional Customs Branch XIII and the efforts of all civil servants, we believe we will complete our tasks well, continuing to facilitate businesses and tourists coming to the city of thousands of flowers,” Mr. Phan Van Manh shared.

Delegates also exchanged many opinions on coordination at the grassroots level and agreed to continue to propagate customs laws to people through meetings. Ta Lung Customs acknowledged the opinions and affirmed the important role of grassroots forces in mobilizing people not to assist in smuggling and support the Customs agency in performing its tasks. This is also the unit with vibrant import-export activities and the largest contribution to the revenue of the Regional Customs Branch XVI.

Similarly, on November 24, 26 and 27, 2025, Ly Van Border Gate Customs (Customs Sub-Department of Region XVI) organized 3 conferences to disseminate customs laws, anti-smuggling and anti-trade fraud work, as well as regulations on buying, selling and exchanging goods for border residents in 4 hamlets: Tong Nua, Coc Nhan, Dong Cau and Thom Quynh, Ha Lang commune, Cao Bang province.

Speaking at the conference, Captain Pham Anh Tung emphasized that Ly Van Customs always accompanies the people, facilitates legal trade and resolutely prevents violations. Propaganda at the grassroots level will be maintained regularly to build a safe and sustainable border area.

The conferences disseminated important regulations directly related to the lives and commercial activities of border residents, including policies on buying and selling, exchanging goods, tax-free quotas, lists of goods allowed to be exchanged, customs declaration procedures and notes to avoid violating the law. This is a practical activity, contributing to strengthening the close relationship between customs forces and local people.

At the conferences, Customs officers Ly Van analyzed common violations that border residents are likely to commit, such as transporting undeclared goods, assisting in smuggling, transporting prohibited goods or committing commercial fraud. Practical examples from inspection and control at border gates help people easily visualize, raise vigilance and voluntarily comply with the law.

In addition to disseminating sanctions, Ly Van Customs emphasized the responsibility of the people in cooperating with the authorities, especially at the end of the year when violations often increase. At the same time, the unit introduced preferential policies for border residents, contributing to building a safe and sustainable border area.

Similarly, Thanh Thuy International Border Gate Customs (Customs Sub-Department of Region XVI) also organized legal propaganda sessions and mobilized the masses in the management area.

From November 22 to 26, 2025, Thanh Thuy International Border Gate Customs coordinated with the Commune People's Committee, Commune Police and Border Gate Border Guard Station to organize propaganda and mobilize the masses on preventing smuggling, illegal transportation of goods, drugs and regulations on buying, selling and exchanging goods of border residents in 10 villages of Thanh Thuy Commune, Tuyen Quang Province.

At the propaganda sessions, Thanh Thuy Customs officers and coordinating units disseminated information on the prevention of smuggling and illegal transportation of goods and drugs, emphasizing that people should not assist in violations and actively denounce illegal activities.

At the same time, regulations on tax exemption, surrender of weapons, explosives, support tools, prevention of human trafficking, and trade in explosives are also clearly explained.

This activity helps raise legal awareness among border residents, prevent violations, and strengthen coordination with Customs agencies in preventing and combating smuggling, contributing to building a safe and stable area.
