Director of the Vietnam Film Department, Vi Kien Thanh, answered questions about film censorship on the internet, especially films containing images of the "nine-dash line," at the Ministry of Culture, Sports and Tourism's regular quarterly press conference in Q1/2024.

According to current regulations, only films shown in theaters are subject to pre-screening (licensing for distribution). Films shown online are subject to post-screening, with distributors responsible for classifying the films and displaying warnings to viewers.
"Film distributors must take responsibility for the content and display necessary warnings. With harmful content, online viewers must also have the ability to resist it themselves," said Mr. Vi Kien Thanh.
To oversee post-audit activities, the Film Department has a task force managing film distribution on the internet. However, the Department faces many difficulties due to limited personnel; only 10 officers are responsible for inspection, divided into two shifts per day, reviewing approximately 5 films per shift, and are frequently overloaded.
Following the discovery of the film containing images of the illegal nine-dash line, the head of the Film Department affirmed that the regulatory agency would take immediate measures to prevent its inclusion.
Images depicting the nine-dash line have been subtly incorporated into some films and television shows.
Mr. Thanh also stated that previously, the Film Department had developed regulations and proposed a reward of 200,000 VND along with a certificate for viewers who discovered films with violations, especially those containing images of the "nine-dash line," and reported them to the Film Department, but this was not approved.
The Director of the Film Department hopes that all viewers will consciously self-censor and speak up when they discover violations.
