The Ministry of Transport has just issued Circular 35/2024, which stipulates two new driving license forms.
Accordingly, from January 1, 2025 to December 31, 2025, the new driving license model will be similar to the current license in terms of color and size.
The license measures 85.6 x 53.98 x 0.76 mm (according to ICAO Standard type ID-1). The driver's photo is taken on a blue background printed directly on the license. The security film is coated on both sides, the blank is made of PET material, straw-colored pattern and has security symbols.
The license has a QR code located on the bottom left of the back to read, decode information and link to the license management information system.
The change compared to the current license is that the front and back of the license will show the new license classes according to the provisions of the Law on Road Traffic Safety. The law stipulates 15 classes including: A, A1, B, B1, C, C1, D, D1, D2, BE, C1E, CE, DE, D1E, D2E, an increase of 2 classes compared to the 2008 Law on Road Traffic.
From January 1, 2026, the new driving license will be completely changed with many details legalized according to the regulations on driving license classification and the regulations of the 1968 Vienna Convention.
According to the representative of the Drafting Committee, the management agency needs time to bid to select a supplier of blanks and print the license, so this new type of license will be implemented starting from 2026.
The new license has a change in appearance on both sides. The paper has a pink pattern, the QR code is moved to the top right corner on the back of the license.
Information on the front of the license includes the driver's information such as: Full name, date of birth and country of birth, date of issue of the driver's license, expiration date, issuing authority, driver's license number; portrait photo; signature; residential address, driver's license class allowed to drive.
The back of the license displays information about the class of vehicle allowed to be driven with pictures; date of issue, and expiration date of the license.
According to the Law on Road Traffic Safety (effective from January 1, 2025), motorbike and car driving licenses issued before the effective date of the law can continue to be used normally according to the term stated on the license. However, people are encouraged to exchange for unlimited driving licenses issued before July 1, 2012.
When a driver renews his/her driver's license after January 1, 2025 or after January 1, 2026, the driver's license will be applied according to the two above forms.
