Administrative procedures should be reformed, and the quality of online public services should be continuously improved, with work being handled in electronic and digital environments.
The handover and transfer of responsibilities between the Ministry of Public Security and the Ministry of Transport ensures that all activities of the agencies and organizations proceed continuously and without interruption, without affecting the normal activities of citizens and businesses.
During the implementation process, the Ministry of Public Security closely coordinated with the Ministry of Transport to exchange information, reach consensus, and agree on the content, forms, and methods of receiving and handing over the assets; and issued specific guidelines to police units, localities, and Departments of Transport for implementation.
Specifically, this applies to the assignment, delegation of tasks, and allocation of human resources at all levels of the police force, including the ministerial, provincial, and commune levels.
Accordingly, at the ministerial level, the Traffic Police Department is assigned to receive and carry out the corresponding tasks of the Vietnam Road Administration; at the provincial level, the Traffic Police Department is assigned to receive and carry out the corresponding tasks of the Department of Transport; and at the commune level, the task is to receive applications for exchanging or reissuing driver's licenses to serve the people right at the local level.
People can renew their driver's licenses at the commune level.
Regarding the personnel carrying out the task, existing police officers from various units and localities will be utilized, with reasonable arrangements and assignments in terms of positions, jobs, and the number of officers at each level, ensuring that the total existing staffing level does not increase.
Police units and localities are urgently organizing training to issue examiner cards, ensuring sufficient numbers and qualifications, and training on the use of the software for managing driver's license examinations and issuance, so that they can serve the public immediately upon receiving the training.
The Ministry of Public Security is urgently finalizing the institutional framework and legal regulations on driver's license testing and issuance, as well as the organizational structure, assignment of responsibilities, and decentralization when district-level police forces are not deployed, in order to ensure a complete and practical legal framework that best serves the people.
Looking ahead to the task of state management in driver's license testing and issuance, the Ministry of Public Security will continue to promote digital transformation in management and implementation. This includes upgrading and improving the software system and modern equipment, applying them uniformly nationwide, and accelerating administrative reforms, primarily through online public service systems and data linkages between state management agencies as per Project 06.
At the same time, the digitization of records will be promoted, minimizing the need to present paper documents when applying for or renewing driver's licenses. Driver's licenses issued, renewed, or reissued will be automatically integrated into the applications to facilitate easy lookup and verification by law enforcement agencies when citizens participate in traffic.
According to a representative from the Ministry of Public Security, citizens can now submit applications to renew their driver's licenses directly at the police station in their commune, ward, or town, and can register to take the driving test anywhere nationwide after graduating from driver training courses, regardless of administrative boundaries or training locations as is currently the case. Inspection, monitoring, and supervision, both directly and through equipment and technology, will be strengthened to ensure that law enforcement officers strictly adhere to legal regulations and serve the people.
