People who write electronic medical records for their units

Currently, hospitals in the province have implemented electronic medical records, and most have to outsource the process to external companies. Only Phu Yen Eye Hospital has its electronic medical records software developed by its own IT engineers.

In early 2025, two IT engineers from Phu Yen Eye Hospital, Doan Nhat Lam and Nguyen Ngoc Thinh, were tasked with upgrading the hospital's management software into an electronic medical record system to support the development of a digital hospital. In less than six months, the new electronic medical record software was completed. After a trial period, in September 2025, the Phu Yen Eye Hospital's electronic medical record system was approved by the evaluation council with 100% of the votes.

Dr. Huynh Phuc Nhi, Director of Phu Yen Eye Hospital, said: “The people who wrote the electronic medical record software for our unit are also long-time employees of the hospital. They understand all the administrative procedures and how each department and ward operates. Above all, they understand the anxieties of patients when they come for examination and treatment here, so when they were assigned to write the software, they worked with all their intellect, compassion, and responsibility towards the patients, the unit, and the healthcare sector.”

For six months, the staff of the Information Technology Department devoted all their efforts to creating electronic medical records, barely getting a full night's sleep. Engineer Doan Nhat Lam shared: "Like my colleagues in the department, during that time we had to complete our professional work at the office while also rushing to finalize the electronic medical record data. Working late into the night was normal; there were no days off, not even on holidays or weekends. The computers were always on, and we communicated with each other day and night."

According to engineer Nguyen Ngoc Thinh, during the software development process, they aimed for four goals: improving the quality of medical examination and treatment; optimizing record management; increasing convenience for patients; and meeting the national requirements for digital transformation in healthcare. Currently, from patient registration to examination, treatment, and medication dispensing, all data has been digitized, leading to better patient management and preventing the loss of treatment information. In particular, due to the patients' specific visual impairments, the electronic medical record developers at Phu Yen Eye Hospital have implemented a fingerprint-based treatment confirmation procedure, integrated with chip-embedded citizen identification cards, thus digitizing patient information quickly and accurately.

During the assessment of the electronic medical record system at Phu Yen Eye Hospital, Dr. Pham Minh Huu, Deputy Director of the Dak Lak Department of Health, stated: “When inspecting the operation of the digital hospital system at Phu Yen Eye Hospital, I initially thought that the hospital's IT specialists would face limitations in transitioning to electronic digitalization. Although they understood the process and desired outcomes of hospital operations, their expertise in digitizing data into software could not match that of specialized IT units. This is why many medical facilities choose to hire software companies to develop electronic medical records. However, in reality, the electronic medical records system at Phu Yen Eye Hospital works well, integrating both digital signatures and fingerprint biometrics in completing patient examination and treatment records; examination results are scanned and printed directly after scanning the code without needing to be separated into two distinct steps…”

"In the future, we will continue to research and refine the software to make it even more complete, becoming one of the most effective software programs in the national e-health network," added engineer Nguyen Ngoc Thinh.
