Thanh Tri elderly people's joy from new subsidy policy

These days at the village cultural houses of Thanh Tri commune, many elderly people without pensions have come to register to receive social pension benefits.

According to Decree No. 176/2025/ND-CP dated June 30, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Social Insurance on social retirement benefits and Decision No. 2180/QD-BYT dated June 30, 2025 of the Ministry of Health on promulgating new administrative procedures issued in the field of Social Protection under the management of the Ministry of Health, from July 1, Vietnamese citizens aged 75 and over without pensions, or aged 70 and over if they are poor or near-poor and meet the accompanying criteria will receive social retirement benefits: VND 500,000/month. This policy is aimed at the elderly who do not have pensions or have not received monthly social insurance benefits under the new Law on Social Insurance.

To support the elderly to receive social pension benefits, from July 17 to now, Thanh Tri commune has organized 6 points to receive social pension application files in villages and residential groups in the commune. At the cultural houses of villages and residential groups, civil servants of the commune's Department of Culture and Social Affairs supported people to declare on the National Service Portal, fill in the declaration form and receive the application files on the administrative procedure settlement system. Other members of the group were also present early to assign people to assist with moving, guide the order and create favorable conditions for the elderly and weak; guide people to fill in information on the form, receive identification papers and necessary documents.

Addressing concerns about administrative procedures for the elderly to receive social pension benefits, Vice Chairman of Thanh Tri Commune People's Committee Nguyen Van Loi said that the commune has issued documents guiding the implementation and organization of receiving dossiers for each village and residential group in the commune. The dossier receiving work is carefully prepared and widely announced on the loudspeaker system of the commune, village, and residential group, to ensure that people clearly understand their rights and proactively participate. The Commune People's Committee also assigned cultural and social officers to guide and check dossiers on the spot to avoid errors and shorten processing time for people.

It can be said that the social pension subsidy policy not only contributes to improving the material living standards of elderly people without pensions, but also clearly demonstrates the humane nature of the Party and State's social security policy, especially in the context of administrative reorganization and the implementation of a two-tiered local government model in Thanh Tri commune in particular and Hanoi city in general.
