Joy in the newly-developed rural villages in Vinh Linh

Spring is coming to all parts of the country. The Party Committee, government and people of Vinh Linh district are also preparing to welcome a new year with joy and excitement. Especially, in the countryside that has just met the standards of the national target program on new rural construction (NTM), advanced NTM is bursting with vitality in the new spring.

From a coastal commune in a particularly difficult situation, after more than 13 years of implementing the NTM and advanced NTM programs, the Party Committee, government and people of Vinh Giang commune have joined hands and hearts to complete the criteria. During this process, the commune has mobilized nearly 166 billion VND in resources; the people alone contributed more than 40 billion VND and voluntarily donated more than 21,000 m2 of land, 2,280 m of fences and green hedges; hundreds of pepper trees, fruit trees and 3,825 working days to carry out basic works. Thanks to that, the criteria were implemented smoothly and quickly.

By the end of 2022, the commune will have completed 19/19 criteria for building advanced new rural areas. Among them, there are many outstanding criteria such as 100% of roads in the commune are asphalted and concreted; 7/7 villages have implemented the "Country Road Light" program with a lighting system according to standards; and a spacious cultural institution system.

People's lives are increasingly improved. The average income per capita of the whole commune reached 53.5 million VND; the multidimensional poverty rate decreased to 3.42%; 100% of working-age people have jobs, with the trained rate reaching 85.97%; the commune continues to meet national standards on health according to new criteria; 6/7 villages meet the model new rural standards, 1/3 cooperatives meet the criteria of new cooperatives.

The efforts of the government and people of Vinh Giang commune have been duly rewarded when the Provincial People's Committee issued Decision No. 2635/QD-UBND dated November 6, 2023 recognizing Vinh Giang as meeting advanced NTM standards in 2022. Along with Vinh Giang, Vinh Thuy and Kim Thach communes were also recognized as meeting the standards in 2022, honored to be in the top 9 first units of Quang Tri province to reach the advanced NTM finish line.

At the end of 2023, Vinh Hoa commune was the 4th unit of Vinh Linh district to complete the advanced NTM program. The process of building the advanced NTM has completely changed the appearance of the commune. The colorful flower roads, green trees, schools, medical stations, and cultural houses have been invested in construction and solid renovation, meeting the needs of living, studying, playing, and entertainment of the people. 100% of the commune's roads are asphalted and concreted.

People in the commune have competed to promote the development of valuable crops such as rubber, pepper, peanuts, taro, and pepper; invested in purchasing machinery and equipment, and implemented mechanization in agricultural production. By the end of 2023, the average income per capita of the whole commune reached 57.4 million VND, the multidimensional poverty rate decreased to 1.9%. The rate of people participating in health insurance reached 96.2%, the rate of trained workers reached 83.65%, the commune met the standards of universal preschool education, universal primary education, secondary education reached level 3, illiteracy eradication reached level 2, 100% of houses met the standards of the Ministry of Construction.

Chairman of Vinh Hoa Commune People's Committee Nguyen Thanh Hai said: “The results of the advanced NTM program are an important driving force and premise for the commune to move towards the goal of achieving the model NTM standard by 2025. Therefore, the commune will constantly strive to maintain and improve the quality of the achieved criteria. Focus on mobilizing and effectively integrating capital sources. Continue to invest in building essential infrastructure. Replicating effective economic models. Consolidating and building a strong socio-political organization system, maintaining political security and social order and safety”.

Vinh Linh district currently has 14/15 communes meeting the NTM standards, of which 4 communes have achieved advanced NTM standards; the district basically meets 9/9 criteria for a NTM district. Continuing the achievements, in 2024 Vinh Linh district strives to have 2 more communes meeting model NTM standards, 1 commune meeting advanced NTM standards and 1 commune reaching the NTM finish line, the district completes the goal of meeting the NTM district standards.
