According to the National Center for Hydro-Meteorological Forecasting's forecast at 9:00 AM on July 21st, Typhoon No. 3 is approaching the northern part of the Gulf of Tonkin with winds of force 10-11, gusting to force 14.
The storm is moving west-southwest at a speed of 15-25 km/h and may continue to intensify.
The storm is expected to enter the Gulf of Tonkin on the evening of July 21st, then make landfall in the northern provinces down to Nghe An on July 22nd.
Based on the complex developments of Typhoon No. 3 (Wipha) and the forecast of heavy rain and strong gusts of wind that are likely to directly affect Ninh Binh province in the coming days.
The Ninh Binh Department of Tourism has issued a document regarding the temporary suspension of inland waterway transport operations at tourist destinations, in order to ensure absolute safety for tourists and workers.

Accordingly, tourist areas and attractions will temporarily suspend all activities related to receiving tourists by inland waterway from 1 PM on July 21st until further notice.
The management boards of tourist areas and attractions proactively inform tourists and travel agencies, guide them on safe transportation options, and coordinate with functional forces to implement measures to ensure safety at docks and wharves.
Waterway operators should organize the mooring of ships and boats in safe locations; inspect life-saving equipment, and be ready to coordinate rescue operations when required.
The Department of Tourism requests that all units seriously implement the measures, ensuring absolute safety for residents and tourists.
