According to the forecast of the National Center for Hydro-Meteorological Forecasting at 9:00 a.m. on July 21, storm No. 3 is approaching the northern area of Bac Bo Gulf with winds of level 10-11, gusting to level 14.
The storm is moving in a West-Southwest direction, at a speed of 15-25km/h, and may continue to strengthen.
It is expected that on the evening of July 21, the storm will enter the Gulf of Tonkin, then make landfall in the northern provinces to Nghe An on July 22.
Based on the complicated developments of storm No. 3 (Wipha) and the forecast of heavy rain and strong winds, it is likely that Ninh Binh province will be directly affected in the coming days.
Ninh Binh Department of Tourism has issued an official dispatch to temporarily suspend the operation of inland waterway vehicles at tourist destinations, to ensure absolute safety for tourists and workers.

Accordingly, tourist areas and attractions will temporarily suspend all activities of welcoming tourists by inland waterway vehicles from 1:00 p.m. on July 21 until further notice.
Management boards of tourist areas and attractions proactively notify tourists and travel agencies, provide instructions on safe travel plans, and coordinate with functional forces to deploy safety measures at wharves and beaches.
Watercraft operators organize anchoring of ships and boats at safe locations; check life-saving equipment, and be ready to coordinate rescue when requested.
The Department of Tourism requests units to seriously implement this to ensure absolute safety for residents and tourists.
