Efforts are being made to complete the distribution of gifts to the people on September 2nd.

The policy of giving gifts on the occasion of the 80th anniversary of National Day on September 2nd demonstrates the profound concern of the Party and the State for all the people. Therefore, in recent times, localities in Khanh Hoa province have made efforts to distribute gifts to the people quickly, promptly, and fully. However, the gift distribution process still faces some difficulties and obstacles in some areas, especially in residential areas with significant changes.

In accordance with Government Resolution No. 263 dated August 29, 2025, on giving gifts to the people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2nd, in recent days, 65 communes, wards, and special zones in the province have made efforts to organize the distribution of gifts to the people. Each gift, worth 100,000 VND per person, is sent to households residing in the locality. The gifts are distributed directly in cash or through social security accounts on the VNeID system. To date, many localities have successfully distributed gifts to the people, such as: Vinh Hai commune has paid 98% of households; Dien Khanh commune 97.05% of households; Bac Ai commune 97.03% of households; In Dien Tho commune, 95.53% of households... Mr. Nguyen Xuan Tho - Chairman of the People's Committee of Dien Lac commune said: To date, 5,672 households in the commune have received gifts for September 2nd in cash and via bank transfer to personal accounts (reaching 97.69%). To ensure timely delivery of gifts to the people, the commune mobilized officials to work even on holidays at gift distribution points and to deliver gifts directly to people's homes for those with mobility difficulties.

Besides the localities that have implemented the program well, some communes and wards are still facing difficulties in distributing gifts to residents. This is due to the VNeID system being overloaded at times, preventing officials and citizens from accessing it for verification; in urban areas and apartment buildings, due to frequent population changes, the police have not been able to provide lists to neighborhood groups in a timely manner. Furthermore, many people who registered to receive money through their social security accounts on the VNeID application have not yet received it.

Expedite direct payments.

Following the Government's directive in Resolution No. 263, the payment deadline is no later than September 15th. Therefore, localities are making efforts to distribute gifts to the people, including accelerating direct payments at designated locations in communes and wards. Neighborhoods and villages have announced the locations and times for cash payments in Zalo groups; they are reviewing the list of households that have not yet received the payments to notify them directly… Those who registered for social security accounts on the VNeID application are all on the list of cash recipients in the commune or ward where they are registered as residents. Therefore, in this case, they can go to the payment point in their place of residence to receive the September 2nd payment for individuals in their household.

Mr. Nguyen Thanh Kien, head of the Phu Nong Nam residential group (Tay Nha Trang ward), said that the group currently has 735 permanent residents, and by the morning of September 11th, nearly 530 households had received the September 2nd gift money. Some apartment buildings, such as CT5 and CT6 in the Vinh Diem Trung urban area, experienced significant population changes, so the police provided the household statistics list later than other areas. As soon as the list was available, the group notified residents and organized payment points right at the apartment buildings to facilitate the process. However, many households on the permanent resident list have not yet received the money because they do not live there. After September 15th, those households who have not received the money can contact the Ward's Culture and Social Affairs Department to collect it. Having just received money for his family members, Mr. Nguyen Huu Thang (living in apartment building CT5, Vinh Diem Trung Urban Area) shared: “I registered to receive money through the social security account on the VNeID application on August 31st but still haven't received it. On the morning of September 11th, the neighborhood committee announced that the payment would be made at the apartment building, so I came to receive the cash, which was both quick and convenient.”

According to the State Treasury of Region XIV, as of now, 100% of communes and wards in the province have withdrawn funds from the treasury totaling 224.69 billion VND to pay for gifts for the people on September 2nd; of which, 12.36 billion VND was disbursed via bank transfer and 212.33 billion VND was disbursed in cash. Local authorities are focusing on mobilizing the entire political system in giving gifts to the people and updating the results on the social security payment software.
