Efforts to complete giving gifts on September 2 to people

The gift-giving policy on the occasion of the 80th anniversary of National Day (September 2) demonstrates the deep concern of the Party and State for all people. Therefore, in recent times, localities in Khanh Hoa province have made efforts to deliver gifts to people quickly, promptly and fully. However, the gift-giving process still has some difficulties and problems in some localities, especially in residential areas with many fluctuations.

Many localities do well

Implementing Resolution No. 263 dated August 29, 2025 of the Government on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2, in recent days, 65 communes, wards and special zones in the province have made efforts to organize gift giving to people. Each gift worth 100,000 VND/person is sent to households residing in the locality. Gift giving is done directly in cash or through social security accounts on the VNeID system. Up to now, many localities have done a good job of giving gifts to people such as: Vinh Hai commune has paid for 98% of households; Dien Khanh commune 97.05% of households; Bac Ai commune 97.03% of households; Dien Tho commune 95.53% of households... Mr. Nguyen Xuan Tho - Chairman of Dien Lac Commune People's Committee said: Up to now, in the commune, 5,672 households have received September 2 gifts in cash and transferred via personal accounts (reaching 97.69%). To promptly deliver gifts to people, the commune has mobilized staff to work on holidays at gift-giving points and go to people's homes for those with difficulty traveling.

In addition to localities that have performed well, some communes and wards still face difficulties in paying gifts to people. The reason is that the VNeID system is overloaded at times, so officials and citizens cannot access it for verification; in urban areas and apartment buildings, due to many population fluctuations, the police have not been able to provide a list to residential groups in a timely manner. In addition, many people have registered to receive money through social security accounts on the VNeID application but have not yet received it.

Speed ​​up direct payments

According to the Government's direction in Resolution No. 263, the payment deadline is no later than September 15. Therefore, localities are making efforts to deliver gifts to people, including speeding up the direct payment progress at locations as prescribed by communes and wards. Residential groups and villages have announced in Zalo groups about the location and time of cash payment; reviewed the list of permanent residents who have not yet received it to notify directly... Those who register for social security accounts on the VNeID application are all on the list of cash recipients in the commune or ward where they are registered for permanent residence. Therefore, in this case, they can go to the payment point at their permanent residence to receive 2-9 money for individuals in the household.

Mr. Nguyen Thanh Kien - Head of Phu Nong Nam Residential Group (West Nha Trang Ward) said that the group currently has 735 permanent households, by the morning of September 11, nearly 530 households had received the September 2 gift money. Some apartment buildings such as CT5, CT6 Vinh Diem Trung Urban Area, due to large population fluctuations, the police force provided a list of households slower than other areas. As soon as the list was available, the group notified the residents and organized a payment point right at the apartment building to facilitate the residents. However, there are still many households with permanent resident lists who have not yet come to receive the money because they do not live there. After September 15, households who have not received the money can contact the ward's Department of Culture and Society to receive it. Having just received money for his family members, Mr. Nguyen Huu Thang (living in CT5 apartment building, Vinh Diem Trung urban area) shared: "I registered to receive money via social security account on VNeID application since August 31 but have not received it yet. On the morning of September 11, the residential group announced payment at the apartment building, so I came to receive the money in cash, which is both fast and convenient."

According to the State Treasury of Region XIV, up to now, 100% of communes and wards in the province have withdrawn funds from the treasury with a total amount of 224.69 billion VND to pay September 2 gifts to the people; of which, 12.36 billion VND was transferred and 212.33 billion VND was paid in cash. Localities are focusing on mobilizing the entire political system to give gifts to the people and update the results on the social security payment software.
