Yen Bai Province Drug Rehabilitation Center, located in Yen Binh town, Yen Binh district, is currently managing more than 920 students (including 24 women).

Since March 1, after being handed over and received from the Provincial Department of Internal Affairs, the Drug Crime Investigation Police Department and the Provincial Police have maintained all activities of the facility in a stable manner, ensuring safety. Trainees in the Drug Rehabilitation Facility, after treatment, can work with peace of mind and comply with all rules and regulations of the facility.

The motorboat carrying us glided across Thac Ba Lake, heading to the “Rehab” island for about 20 minutes before arriving at area A. Some students were already waiting, carrying beans, eggs, meat, ham... fresh food to the kitchen for the students’ two main meals of the day.

In the campus full of bright yellow wind chimes, Nguyen Van Ngoc, a student at the Drug Rehabilitation Center, said: "Since the police took over, the officers and soldiers have encouraged and helped us a lot, creating conditions for us to learn a trade, so that when we return to our hometowns, we can have jobs and quickly integrate into normal life."

Talking with Nguyen Thanh Tung, born in 1988, has been using drugs since 2008, served a 48-month prison sentence, relapsed after 2 years of release, and has now been in a drug rehabilitation facility for 15 months.

Tung said that here, he is guaranteed a diet of more than 60 thousand VND/day, higher than the diet of officials, with additional vegetables to grow, so his health is guaranteed to be good. Looking towards the distant mainland, Tung hopes for the day he can return to his wife and 11-year-old daughter, have a job and income to rebuild his life.

In order not to interrupt drug addiction treatment and post-rehabilitation management activities, immediately after being assigned to work, 16 officers and soldiers of the Drug Crime Investigation Police Department quickly approached and deployed the task, closely coordinated with the former staff of the Facility, continued to receive and classify students, provide treatment, vocationaleducation , vocational training, organize labor production and reintegrate into the community.

Always focus on ensuring the regime and policies for students undergoing drug addiction treatment, especially the management, education, care and treatment of students.

Senior Lieutenant Hoang Thi Yen, a medical practitioner at the facility, said: "As soon as we received the students, we screened them for medical history and any illnesses that might arise to promptly detect, treat, and provide the best health advice when treating drug addicts. In addition, we exchanged many experiences in diagnosing, treating withdrawal, controlling ARV users, creating a dynamic and professional working environment, contributing to creating a strong, united team that successfully completes all assigned tasks."

It is known that the facility is currently managing more than 100 students with latent TB, 5 people are being treated for TB on site; 5% of students have HIV and are using ARV drugs. Thanks to careful preparation and survey, the police force quickly approached and implemented well the operation and management according to the new model right from the beginning.

The officers and soldiers have a firm grasp of the students' circumstances and psychology to have appropriate plans and adjustments, encouraging the students to overcome their inferiority complex and follow the drug rehabilitation regulations well.

Located on an island in Thac Ba hydroelectric lake, the Drug Rehabilitation Center has been in operation for over 20 years. Because it is separate from the mainland, has no fences, no barbed wire system, the residential areas are built spaciously, surrounded by flowers and ornamental plants.

The drug rehabilitation facility is divided into three areas: the Administrative Area on the mainland, Area A and Area B located on the island, to facilitate the classification of drug addicts into five treatment stages. Every day, the students start waking up at 5am to exercise, have breakfast, and then divide into groups to go to work.

Students in the facility are free to move around, there is no confinement in the room, which helps them feel comfortable and at ease while detoxing, no longer feeling fearful or self-conscious like when they first arrived.

Currently, Yen Bai province has invested in building a new housing area with a capacity of 300 students, with a construction cost of 20 billion VND, ensuring adequate accommodation according to regulations. In addition to growing vegetables, raising pigs, cows, fish, etc., students after detoxification are trained in carpentry, electronic components, sewing, etc., thereby helping students to have a certificate of completion of the course when reintegrating into the community, and be accepted to work at the unit if needed.

Student Giang Thi Pang, H'Mong ethnic group, said: "In the past, I have always received support and help from the staff to overcome my drug addiction; the staff also propagated and educated me about the law, helping me understand the law better. In addition, the staff helped us learn a trade, so that when we finish rehabilitation, we can return home and have a stable job, staying away from drugs."

Lieutenant Colonel Vo Loi, Head of Yen Bai Province's Drug Rehabilitation Center, said: "The immediate and long-term task of the unit is to ensure the safety of patients and officers, ensure the regime for students, help them feel secure and comply with the regulations of the facility.

With high determination, we will continue to do well the task of state management of drug addiction treatment and post-treatment management, contributing to improving the effectiveness of the fight against drugs in the mountainous province of Yen Bai. This is the basis for moving towards a drug-free society, contributing to making Yen Bai have a high happiness index in the northern mountainous region.
