As the floodwaters recede, Quang Tri province is working to repair the damage.

By the afternoon of November 5th, floodwaters were still receding very slowly in many flooded areas of Quang Tri province, and many residential areas remained temporarily isolated. The Quang Tri Provincial Military Command and Police Department have been closely coordinating with local authorities to mobilize resources to mitigate the consequences of the floods, with the motto "repair as soon as the water recedes."

At An Ninh Junior High School (Truong Ninh commune, Quang Tri province), taking advantage of the receding floodwaters in the classrooms, the school mobilized all teachers, some parents, and the support of the local police and military forces to urgently address the consequences of the floods.

Ms. Tu Thi Hong Hoa, Principal of An Ninh Junior High School, said that during the recent floods, the school was severely flooded, with water levels in classrooms reaching about 0.3 meters and in the schoolyard over 1 meter. The school currently has 16 classes with over 600 students, who had to temporarily suspend in-person classes and switch to online learning for a week to ensure their safety.

According to Ms. Hoa, immediately after the water began to recede, the recovery efforts were carried out urgently with the spirit of "recovering as soon as the water recedes." Along with teachers and parents, the police and military forces also joined hands with the school to overcome the consequences of the floods, thus easing much of the burden. On the morning of November 5th, the forces utilized the floodwater to wash away mud and dirt in the classrooms, remove mud, clean desks and learning materials, and rearrange and reposition the desks and chairs in the classrooms.

“Currently, environmental sanitation work within the school grounds is being carried out urgently. It is expected to take another 2-3 days for the water to completely recede from the schoolyard. After the water recedes, the school will conduct a thorough cleaning of the school grounds to welcome students back as soon as possible, ensuring the continuation of teaching and learning,” added Ms. Tu Thi Hong Hoa.

As of now, in Quang Tri province, 65 schools and medical facilities remain flooded across many communes and wards. As soon as the water began to recede, the police, military, and social organizations, along with local authorities, mobilized their forces to clean up and mitigate the damage, especially in residential areas, schools, and medical facilities.

Captain Le Quach Tinh, Secretary of the Youth Union of Truong Ninh Commune Police (Quang Tri Province), said that during the recent floods, the commune police force proactively monitored the area, disseminating information and reminding people to ensure safety. When the water level rose, officers and soldiers directly assisted families in deep flooding to move their belongings and evacuate people to safe places.

After the floodwaters receded, the police force continued to maintain a presence in the area. Dozens of police officers from Truong Ninh commune were assigned to coordinate with local authorities to clean up mud and debris at schools and medical facilities, contributing to the recovery efforts following the natural disaster. These actions not only demonstrate a sense of responsibility but also serve as proof of the close bond and solidarity of the People's Police with the people in times of hardship and natural disasters.

Colonel Ngo Huu Tinh, Commander of the Quang Ninh (Quang Tri) Region 2 Defense Command, said that the unit has sent 50 officers and soldiers to Ninh Chau and Truong Ninh communes, areas severely affected by flooding, to assist in flood relief efforts. Priority is being given to supporting medical centers, schools, and offices of agencies and units in the area.

Currently, Quang Tri province has over 71 flooded areas; 40 landslide locations; more than 10,910 households/23,356 people affected by flooding; 433 households/1,333 people isolated; and 65 schools with 17,719 students suspended classes. Over the past 12 hours (from 6 PM on November 4th to 6 AM on November 5th), flood levels on rivers in the province have receded but remain at alarm level 1 to below alarm level 2, except for the Kien Giang River in Le Thuy district, which is still above alarm level 3.

Quang Tri province has directed communes and wards, after the floodwaters recede, to urgently organize environmental sanitation, disinfection, and restoration of essential infrastructure; focus on providing free medical treatment to the injured, visiting and encouraging affected families; review and compile the number of households needing food and water assistance, and arrange temporary accommodation; absolutely ensuring that no one goes hungry, cold, or homeless. Particular attention should be paid to strengthening public awareness campaigns to prevent complacency after the flood, especially regarding activities such as collecting firewood and fishing.

In addition, Quang Tri province directed the Department of Construction to inspect and promptly repair flooded, landslide-affected, and damaged areas on transportation routes to ensure smooth traffic flow. The Department of Health ensured the supply of medicines, chemicals, and personnel for emergency care, medical examination and treatment, and disease prevention during and after the floods. The Provincial Military Command, the Provincial Police, and the Provincial Border Guard Command deployed forces to support localities in overcoming the consequences of the floods, cleaning up the environment, and assisting in the repair of medical facilities and schools after the water recedes, contributing to the rapid stabilization of people's lives and livelihoods.
