On November 17, Lai Chau Provincial Party Committee held a conference to announce the Decision of the Central Party Secretariat on the transfer and appointment of personnel to hold the position of Deputy Secretary of Lai Chau Provincial Party Committee, term 2025-2030.
According to Decision No. 2524-QDNS/TW, dated November 14 of the Party Central Committee Secretariat, Mr. Ha Quang Trung, Deputy Secretary of Dien Bien Provincial Party Committee, ceased to participate in the Executive Committee, Standing Committee and ceased to hold the position of Deputy Secretary of Dien Bien Provincial Party Committee for the 2025-2030 term; transferred and appointed to participate in the Executive Committee, Standing Committee and hold the position of Deputy Secretary of Lai Chau Provincial Party Committee for the 2025-2030 term.
On November 16, Mr. Le Van Luong, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lai Chau province was transferred and appointed to hold the position of Deputy Secretary of the Dien Bien Provincial Party Committee, term 2025-2030.
Presenting the Decision and speaking at the conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong congratulated Mr. Ha Quang Trung on being entrusted with a new task by the Politburo and the Secretariat; believing that, with his experience in holding key positions in localities, he will promote all his capacity, enthusiasm, responsibility, continue to learn, strive, and work with the Executive Committee and the Standing Committee of Lai Chau Provincial Party Committee to excellently complete the assigned tasks.
The Deputy Head of the Central Organizing Committee said that Mr. Ha Quang Trung is a cadre who has grown up from the grassroots, has held many important positions, and has experience in Party building and State management. The Central Organizing Committee hopes that the Party Committee, government and people of Lai Chau province will continue to support and create favorable conditions for Mr. Ha Quang Trung to fulfill his new responsibility.
In his acceptance speech, Deputy Secretary of Lai Chau Provincial Party Committee Ha Quang Trung respectfully thanked the Politburo, the Secretariat, and the Central Organizing Committee for entrusting him with the new task; and thanked the Executive Committee and the Standing Committee of Lai Chau Provincial Party Committee for their trust and warm and responsible reception. This is both a great honor and a heavy responsibility before the Party Committee, government, and people of Lai Chau province.
In his new position, he will make every effort, promote the spirit of solidarity, democracy and creativity, and pledge to devote all his efforts, intelligence and sense of responsibility together with the Executive Committee, Standing Committee and Standing Committee of Lai Chau Provincial Party Committee to promote the tradition of solidarity, intelligence, innovation and creativity; strengthen discipline, improve management effectiveness and efficiency; mobilize the synchronous strength of the entire political system, businesses and people to develop Lai Chau province greenly, quickly and sustainably.
Mr. Ha Quang Trung was born on October 27, 1976; hometown: Nam Dong Hung commune, Hung Yen province; Kinh ethnicity; professional qualification: University, Finance-Credit, Master of Business and Management; political theory qualification: Advanced.
During his career, he held the following positions: Director of the Department of Finance of Dien Bien province; Secretary of the City Party Committee, Chairman of the People's Council of Dien Bien Phu city; Deputy Head of the Organization Committee of the Dien Bien Provincial Party Committee.
From October 24, 2025, he was elected to hold the position of Deputy Secretary of Dien Bien Provincial Party Committee./.
