Promoting the role of state-owned enterprises in the semiconductor industry

On the afternoon of April 25, the Standing Committee of the Science, Technology and Environment Committee held a workshop to contribute ideas to perfecting the draft Law on Digital Technology Industry. At the workshop, many delegates said that it is necessary to promote the role of state-owned enterprises in the semiconductor industry.

Deputy Chairman of the Committee for Science, Technology and Environment Nguyen Phuong Tuan chaired the workshop. Attending the workshop were Deputy Minister of Science and Technology Bui Hoang Phuong; representatives of the Ministries of Public Security, Finance, Justice, Education and Training; enterprises in the field of digital technology industry, experts and scientists.

Regarding the content of the semiconductor industry, there were opinions at the Workshop that the draft Law on Digital Technology Industry should only regulate the semiconductor industry to serve the digital technology industry, not regulate the "core" of the semiconductor industry, because the draft law cannot cover all policies for the semiconductor industry.

Former Chairman of the Law Committee Phan Trung Ly said that it is necessary to promote the role of state-owned enterprises in the semiconductor industry to serve the digital technology industry, creating "steel fists" that are self-reliant and self-reliant in this field.

Overview of the workshop.

Emphasizing the importance of high-quality human resources in the semiconductor industry, opinions suggest that it is necessary to focus on developing a team of engineers and scientists in this field; continue to invest in universities and research institutes. Should there be a policy requiring foreign-invested enterprises that want to enjoy incentives to use our country's human resources, engineers and scientists?

Stating that there are currently no legal regulations addressing the semiconductor industry and artificial intelligence (AI), Deputy Minister of Science and Technology Bui Hoang Phuong said that this is the first time we have regulated this content in the draft Law on Digital Technology Industry. If there are no regulations, it is impossible to design preferential policies for investment in the semiconductor industry, strengthening the country's internal strength in research, manufacturing, and production of semiconductor industry.

Notably, the draft law also stipulates support for supporting industries in the semiconductor industry, output support for semiconductor industrial products; incentives for purchasing products and services that meet criteria for design and production in Vietnam; and support for digital technology industrial enterprises in the coming time.

Concluding the workshop, Deputy Chairman of the Committee for Science, Technology and Environment Nguyen Phuong Tuan affirmed that the comments at the workshop are an important basis for the drafting agency and the reviewing agency to complete the draft Law on Digital Technology Industry; at the same time, it is possible to consider and review regulations on the development of dual-use products in the digital technology industry in the draft law.
