At the conference, Vice President of the Ho Chi Minh City Labor Federation Nguyen Kim Loan proposed that the Central Committee study and issue a new resolution to inherit and develop Resolution 20-NQ/TW of the 10th session on building the Vietnamese working class in the new situation. She emphasized: “After nearly 20 years, the socio- economic context and especially the labor structure and production technology have changed profoundly, requiring new thinking in determining the role and position of workers.”

The Can Tho City Labor Federation believes that the Draft Documents of the 14th Congress have demonstrated a strategic vision and new thinking in developing the working class - in line with the reality of the Mekong Delta region, where groups of "digital workers" and high-tech workers are being formed.
Can Tho representative suggested that the document should clarify the role of workers in business administration, mastering high technology, participating in innovation; at the same time, linking the development of the working class with new economic sectors such as digital economy, green logistics, bio-industry, and deep processing of agricultural products.
Based on the fact that more than 70% of Can Tho workers are under 35 years old, dynamic but strongly influenced by social networks, the City Labor Federation proposed that the Party and State have policies to educate digital skills, soft skills, and political mettle for young workers, helping them adapt to the digital transformation process and international integration.

In addition to the issue of improving the quality of the workforce, many opinions focus on the material and spiritual life and social security of workers. From there, it is recommended to have separate policies on education, social housing, welfare of migrant workers, ensuring equal opportunities for workers' children.
Also concerned about the lives of workers, the representative of the Provincial Labor Federation proposed that the Trade Union participate more deeply in the development and supervision of retraining programs, improving vocational skills for workers, especially workers affected by technology. There is a specific financial mechanism to support local trade unions to proactively connect with training facilities and businesses to organize classes suitable to regional characteristics (for example: agricultural and seafood processing workers in Dong Thap).
Concluding the conference, Ms. Thai Thu Xuong, Permanent Vice President of the Vietnam General Confederation of Labor, requested units to urgently synthesize opinions and send them to the Vietnam General Confederation of Labor before November 8, 2025, and continue to grasp public opinion of workers to ensure that the preparation work for the 14th Party Congress takes place seriously and effectively, "with a strong breath from the reality of Vietnamese workers and laborers".
