Approval of the working apparatus of the Supreme People's Procuracy

According to the research and review report of the Party Committee of the Supreme People's Procuracy , the units proposed to be merged and terminated are all units with similar functions and tasks.

On the afternoon of February 7, with 100% of delegates present in agreement, the National Assembly Standing Committee passed a Resolution approving the proposal of the Chief Justice of the Supreme People's Procuracy on the organization of the Supreme People's Procuracy.

The report of the Supreme People's Procuracy stated: Ending operations, merging and rearranging a number of Department-level units under the Supreme People's Procuracy with similar functions and tasks or of small scale.

Specifically, the Department of Prosecution and Investigation of Economic Cases (Department 3) and the Department of Prosecution and Investigation of Corruption and Position Cases (Department 5) will be merged; the name of the unit after the merger will be "Department of Prosecution and Investigation of Economic and Corruption Cases."

At the same time, the activities of the Emulation and Commendation Department were ended, and the tasks were transferred to the Office of the Supreme People's Procuracy; the Hanoi University of Procuracy (T2) and the School of Training and Fostering Procuracy in Ho Chi Minh City (T3) were merged; the name of the unit after the merger was "University of Procuracy," with a Branch of the University of Procuracy in Ho Chi Minh City based on the project to restructure the School of Training and Fostering Procuracy in Ho Chi Minh City into "Branch of the University of Procuracy in Ho Chi Minh City."

According to the Proposal, the structure and rearrangement of the two units, the Department of Legislation and Science Management and the Procuracy Magazine unit, into two units: the Department of Legislation and the Institute of Procuracy Science.

Some department-level units under the Supreme People's Procuracy have rather long unit names that are not very general, such as "Department of Prosecution of the settlement of administrative cases, business, commercial, labor cases and other matters as prescribed by law;" "Department of Prosecution and Investigation of cases of infringement of judicial activities, corruption, and positions occurring in judicial activities"... so the Supreme People's Procuracy proposed to edit the names of some units to ensure brevity, generality, while still maintaining the functions and tasks of the unit and having certain similarities with the Supreme People's Court and the Ministry of Public Security.

Presenting the inspection report, Chairwoman of the National Assembly's Judiciary Committee Le Thi Nga said that the Supreme People's Procuracy's submission to the National Assembly Standing Committee for approval of the Supreme People's Procuracy's working apparatus is well-founded, ensuring the institutionalization of Resolution No. 18-NQ/TW of the 12th Party Central Committee on "A number of issues on continuing to innovate, arrange, and organize the apparatus of the political system to be streamlined, effective and efficient", Conclusion No. 09-KL/BCĐ and Official Dispatch No. 21-CV/BCĐ of the Central Steering Committee on summarizing the implementation of Resolution 18, and at the same time, properly implementing the authority and procedures prescribed in Clause 3, Article 63 of the Law on Organization of the People's Procuracy 2014.

The Standing Committee of the Judiciary Committee found that, according to the research and review report of the Party Committee of the Supreme People's Procuracy, the units proposed to merge and terminate their operations are all units with similar functions and tasks; the units proposed to restructure and rearrange their organizational apparatus are all aimed at meeting the special and extremely necessary needs of the People's Procuracy sector.

The Politburo also expressed "basic agreement with the review, arrangement, and restructuring of the organization and apparatus in the People's Procuracy sector." Therefore, the Standing Committee of the Judiciary Committee approved the Proposal of the Chief Justice of the Supreme People's Procuracy on the proposal to terminate the operation, merge, and rearrange a number of department-level units under the Supreme People's Procuracy.

The Standing Committee also approved the proposal of the Chief Justice of the Supreme People's Procuracy to edit the names of a number of units, ensuring they are concise and general but still fully reflect the functions and tasks of the units./.
