Fourth meeting of the Organizing Committee of the 11th National Congress of Patriotic Emulation

The National Congress of Patriotic Emulation took place from December 26-27.

According to the report presented at the session, the 11th National Congress of Patriotic Emulation will take place at the National Convention Center, Hanoi , from December 26-27, 2025.

The Organizing Committee has compiled a list of 2,025 official delegates (34/34 provinces and cities and 71/71 ministries, departments and agencies); and 200 invited guests.

The Standing Committee closely coordinated with Vietnam Television to produce a documentary film titled "Results of emulation movements and commendation work in the 5 years (2021-2025), directions and tasks for the 2026-2030 period" to be screened at the official session of the Congress; selecting exemplary individuals and outstanding figures, and developing a script for the "Program for exchanging ideas among exemplary individuals; honoring and commending Labor Heroes, Heroes of the People's Armed Forces, and National Emulation Soldiers"...

In addition, propaganda efforts have been intensified in recent times through various forms: television broadcasts on VTV, the creation of special pages and sections about the Congress; promoting and encouraging patriotic emulation movements, heroic figures, outstanding workers, and exemplary "Good People, Good Deeds"; organizing visual propaganda and promotion; approving and issuing the official logo and emblem of the Congress; designing and finalizing decorative content; preparing and arranging mockups, billboards, posters, banners, and slogans for propaganda at the National Convention Center and main roads... At the Congress, it is expected that 186 Heroes and 100 Outstanding Workers nationwide will be honored...

Deputy Head of the Central Propaganda and Mass Mobilization Department Pham Tat Thang suggested that the Ministry of Culture, Sports and Tourism coordinate with news agencies, press, and localities to continue promoting propaganda about the Emulation Congress, patriotic emulation movements, exemplary advanced models, good people, and good deeds.

The Central Emulation and Commendation Board should promptly select exemplary cases and provide them to news agencies and the press for focused, intensive publicity campaigns across mass media from the central to local levels, using rich, diverse, practical, and effective content and methods for each stage, including publicity before, during, and after the Congress - Mr. Pham Tat Thang suggested.

At the session, Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy stated that the Ministry is finalizing the scripts for the art program at the opening ceremony to welcome the Congress; completing the documentary film "The Patriotic Emulation Movement in the Ho Chi Minh Era"; and the art project to serve the Congress...

Regarding the organization of an exhibition showcasing the country's socio-economic achievements after 40 years of reform, the Ministry of Culture, Sports and Tourism has completed the overall layout design for the exhibition booths (expected handover date: December 18, 2025); and has sent documents to several units regarding the organization and implementation of the exhibition space...

At the meeting, Deputy General Director of the Vietnam News Agency (VNA) Nguyen Thi Su stated that VNA is implementing a plan to organize a photo exhibition with the theme "Patriotic Emulation - For a Strong Vietnam" during the Congress. The exhibition is expected to consist of three parts: "President Ho Chi Minh and the Patriotic Emulation Movement"; "The National Patriotic Emulation Congresses"; and "Outstanding Patriotic Emulation Movements in the 2021-2025 Period". The exhibition will be printed on large panels, measuring 3x8m (for part 1 and the exhibition title/theme of the Congress); and 1.8 x 2.4m (for parts 2 and 3, approximately 50 photos).

VNA (Vietnam News Agency) is developing a plan to photograph Party and State leaders with the delegations, as well as photograph the activities of the Congress.

Regarding propaganda work, VNA has proactively promoted information dissemination on various information channels and digital platforms, producing 1,300 news articles and 2,000 graphic images/videos on the theme of patriotic emulation in Vietnamese; selecting a number of typical news articles and information products to translate into other languages; and requesting the early provision of a list of heroes and patriotic emulation fighters honored in this round to the press to serve the propaganda work on exemplary figures.

At the meeting, members of the Organizing Committee and delegates gave their opinions on several key tasks from now until the Congress; the contents of the preparations for the Congress; the content of news reports and documentaries, etc.

Some delegates suggested that the exemplary individuals selected for the exchange should have a harmonious structure across different groups, fields, genders, and regions, serving as a "truly representative highlight" in the program. This would contribute to strongly spreading positive values and the spirit of dedication, creating persuasiveness, inspiring and encouraging all segments of the population to actively compete, successfully complete assigned tasks, and make practical contributions to the cause of national construction and defense.

Distinctive, innovative, and ensuring the unique character of the Congress.

Speaking at the session, Vice President Vo Thi Anh Xuan commended the Standing Committee of the Congress Organizing Committee and relevant ministries and agencies for their active efforts in ensuring the preparation for the National Emulation Congress; she expressed her sincere gratitude to the Central Emulation and Commendation Council; Prime Minister Pham Minh Chinh, Chairman of the Council; and Deputy Prime Minister Pham Thi Thanh Tra for their close and specific guidance. The Vice President acknowledged the timely dissemination of information by the press, contributing to creating a spirit of emulation within the political system and throughout society.

With little time remaining until the Congress, the Vice President requested that the Subcommittees continue to review all work according to the set schedule, paying particular attention to ensuring quality and making the most thorough preparations to guarantee the successful outcome of the Congress.

The Vice President requested that essential tasks be selected for reporting to the Central Emulation and Commendation Council, with Prime Minister Pham Minh Chinh, Chairman of the Council, providing feedback on items such as: documentary films; scripts for the sessions, especially those related to honoring exemplary individuals, lists of exemplary individuals for exchange, award ceremonies, and commemorative photo sessions…

While generally agreeing with the time and location of the Congress, the Vice President requested a separate, detailed plan for the dress rehearsal as well as the sessions.

At the Official Session, the Propaganda Subcommittee needs to review and select a suitable artistic program with unique and innovative content, ensuring the distinctiveness of the Congress. The Organizing Committee should review the individuals to be honored and recognized, ensuring they meet the criteria of harmony and representativeness; have a clear script on how to honor/interact with them; and ensure a solemn award ceremony.

Documentary films must be worthy of a particular period in the country's history and have a profound direction. They should have a detailed shooting script, within a set timeframe, and carefully planned methods to ensure high-quality, quick, and comprehensive footage.

In addition, the Ministry of Health plans to assign personnel to be responsible for ensuring food safety and health for delegates throughout the duration of the Congress.

The Ministry of Public Security, in coordination with relevant agencies, will develop and further refine the plan to ensure security, order, and safety during the days of the Congress and other programs and activities within the framework of the Congress; receive the list and verify the information of delegates according to regulations...

In agreement with the exhibition's objectives, the Vice President suggested that the exhibition should be comprehensive and harmonious, highlighting the cultural aspects of various regions, localities, and sectors; creating a distinctive highlight for the Congress.
