On the morning of November 5th, in Quang Minh commune (Sam Son City), the delegation of the Provincial People's Council, including delegates Trinh Tuan Sinh, Deputy Secretary of the Provincial Party Committee; Luong Tat Thang, Provincial Party Committee member, Secretary of the City Party Committee, Chairman of the Sam Son City People's Council; and Cao Tien Doan, Chairman of the Thanh Hoa Provincial Business Association, held a meeting with voters in Sam Son City before the regular year-end session of the 18th Provincial People's Council in 2024.

During the meeting, representatives of the Provincial People's Council delegation informed voters in Sam Son City about the expected content and program of the 23rd Session of the 18th Provincial People's Council; the socio -economic situation of the province in the first 10 months of 2024, the estimated performance for 2024, and the tasks and solutions for implementing key tasks in 2025; and reported on the results of addressing opinions and recommendations from voters in Sam Son City submitted to the 20th Session of the 18th Provincial People's Council.

Delegate Luong Tat Thang, Provincial Party Committee member, Secretary of the City Party Committee, and Chairman of the People's Council of Sam Son City, provided information on the socio-economic situation of the province in the first 10 months of 2024, the estimated performance for 2024, and the tasks and solutions for implementing key tasks in 2025.
Voters in Sam Son City expressed joy and enthusiasm over the results achieved by the province in the first 10 months of 2024, and expressed confidence in the leadership, guidance, and management of the Party Committee and government, as well as the key solutions and tasks set forth by the province for 2025. They also raised concerns and made recommendations to the provincial People's Council representatives regarding issues related to people's lives and the socio-economic development of the locality.

In a democratic and frank spirit, voters in Quang Chau ward requested that the competent authorities expedite the construction of the coastal road project passing through Quang Chau ward to facilitate trade. They also requested that relevant levels and sectors prioritize investment in upgrading and reinforcing the surface and slopes of the Thong Nhat River embankment to ensure the safety of the people during the rainy season and floods. Furthermore, they requested consideration of a retirement scheme for non-specialized officials in accordance with Resolution No. 31 of the Provincial People's Council. Finally, they suggested considering a mechanism to provide financial support to households that donate land for road construction, as stipulated in Directive 24-CT/TU, dated July 12, 2024, of the Provincial Party Committee.
Voters in Quang Hung commune wish for a mechanism to support investment in the construction of drainage systems in residential areas and the installation of traffic lights at intersections along the Duyen Hai road. Voters in Bac Son ward request that relevant agencies review and clarify the land use by organizations and businesses to ensure that land allocation and leasing are for the correct purposes. They also request that all levels of government promptly issue detailed guidelines for the implementation of the Land Law to resolve the difficulties faced by the people.

Voters in Quang Tien ward have petitioned that the section of road from Ky Uc Street in Phuc Duc residential area, Quang Tien ward, to Quang Cu ward has not been implemented for nearly 10 years. This has prevented households within the project area from completing procedures for land use rights separation and applying for permits to build houses, while many households are currently living in temporary and dilapidated houses.
Voters in Quang Cu ward requested that the Provincial People's Committee and the City People's Committee review projects in the city to develop plans for inspection, monitoring progress, and resolutely reclaiming land from projects that are behind schedule. This is to address the issue of "suspended planning" and "suspended projects" where land is left fallow, causing resource waste and affecting people's lives.
During the meeting, Chairman of the Sam Son City People's Committee Le Van Tu received and addressed the issues of concern and feedback from the city's voters that fell within his authority.

On behalf of the Provincial People's Council delegation, Deputy Secretary of the Provincial Party Committee Trinh Tuan Sinh respectfully thanked and highly appreciated the heartfelt and responsible opinions of the voters of Sam Son City submitted to the Provincial People's Council representatives at the voter consultation meeting. The Deputy Secretary of the Provincial Party Committee also analyzed and clarified some issues of concern to the people of Sam Son City and their recommendations to the provincial authorities. Deputy Secretary Trinh Tuan Sinh requested the Party Committee and government of Sam Son City to consider the voters' opinions and recommendations and focus on resolving those issues within their jurisdiction.
For proposals and recommendations that exceed their authority, the Provincial People's Council delegation will receive and compile them to report to the Provincial People's Council for consideration and forward them to the relevant provincial departments for resolution according to regulations.
