Vice President of Vietnam Farmers' Union Dinh Khac Dinh attended the launching ceremony of the Farmers with Law Club in Nam Dinh.

Also attending the conference were Mr. Pham Van Thien - Director of the Center for Environment and Rural Development of the Central Committee of the Vietnam Farmers' Union ; Mr. Do Minh Hai - Deputy Head of the Inspection Committee of the Central Committee of the Vietnam Farmers' Union; leaders of the Nam Dinh Provincial Farmers' Union; leaders of Xuan Truong District.

The "Farmers with the Law" Club of Xuan Thuong commune was established to improve the skills of receiving citizens, participating in resolving complaints, denunciations and mediation at the grassroots level for the staff of the Farmers' Association at the grassroots level to meet the requirements and tasks in the new situation.

The construction of the "Farmers with the Law" Club model aims to implement Decision No. 81/2014/QD-TTg of the Prime Minister "On coordination between ministries, branches, People's Committees at all levels with the Vietnam Farmers' Union at all levels in receiving citizens, resolving complaints and denunciations of farmers"; Plan of the Standing Committee of the Farmers' Union of Nam Dinh province on building the model "Farmers' Union participates in receiving citizens, resolving complaints and denunciations of farmers associated with implementing democracy at the grassroots level and participating in monitoring and social criticism" in the province in 2024.

At the conference, the decision to establish the "Farmers with the Law" Club of Xuan Thuong commune was announced, consisting of 50 members who are typical members of the branches in the area; elected the Executive Board; discussed and voted to approve the operating regulations of the Club.

Accordingly, the “Farmers with the Law” Club of Xuan Thuong commune operates according to the principle of democratic centralism, operates on the principle of voluntariness, equality among members and complies with the laws of the State. The organization and operation of the Club are under the leadership of the Party Committee and local authorities; the direct management and direction of the Commune Farmers’ Association and the professional guidance and inspection of the Judicial sector.

The club meets once a month, the purpose of which is to impart knowledge about legal policies, grassroots mediation, complaint and denunciation settlement, legal aid, and legal advice to cadres, members, and farmers; coordinate with departments, branches, and grassroots organizations to conduct social supervision and criticism in the commune to ensure compliance with legal regulations; participate in mediation and resolution of conflicts among farmers and propose solutions to resolve farmers' complaints and denunciations, and prevent complaints from going beyond the level of the organization.

Speaking at the Conference, on behalf of the Farmers' Associations at all levels, Vice Chairman of the Central Executive Committee of the Vietnam Farmers' Association Dinh Khac Dinh congratulated the Farmers' Association of Xuan Thuong commune, Xuan Truong district, Nam Dinh province for successfully organizing the launching ceremony of the Farmers with the Law Club.

According to Vice President Dinh Khac Dinh, the establishment of the Farmers' Club with the law has an important meaning in concretizing 1 of 3 breakthrough tasks on strongly innovating methods of gathering and uniting farmers in the spirit of the Resolution of the 8th National Congress of the Vietnam Farmers' Union, term 2023 - 2028.

In order to continue to effectively implement Decision 81 of the Prime Minister "On coordination between ministries, branches, People's Committees at all levels with the Vietnam Farmers' Union at all levels in receiving citizens, resolving complaints and denunciations of farmers"; implement Decisions 217 and 218 of the Politburo; implement the Law on Grassroots Democracy; implement Resolution 46 of the Politburo on innovation and improving the quality of activities of the Vietnam Farmers' Union to meet the requirements of revolutionary tasks in the new period; Resolution of the 8th Congress of the Vietnam Farmers' Union; Comrade Dinh Khac Dinh proposed that the Nam Dinh Provincial Farmers' Union and the District Farmers' Union act as the focal point to connect 45 Farmers' Clubs with the law in Nam Dinh province to improve the effectiveness of the clubs' activities.

Vice President of the Central Committee of the Vietnam Farmers' Union Dinh Khac Dinh requested the Executive Board and members of the Club to study and master the Instruction No. 01 of the Management Board for model building, especially mastering the purpose, requirements, and procedures of the establishment steps; especially the section on operating regulations to continue to supplement and complete the regulations, constantly improving the quality and effectiveness of the Farmers' Club's operations with the laws of Xuan Thuong commune.

“The Farmers’ Club with the Law of Xuan Thuong Commune must develop practical activities, originating from the needs, aspirations, and legitimate and legal interests of the Farmers’ Association members. Only then can we attract and gather members to participate,” said comrade Dinh Khac Dinh.

Vice President of the Central Committee of the Vietnam Farmers' Union Dinh Khac Dinh emphasized that through the model of the Farmers' Club with the Law in Xuan Thuong commune, the Central Committee of the Union will research and guide the Unions at all levels nationwide on the organization and operation of Farmers' Clubs with the Law in accordance with the direction of Resolution 46 of the Politburo on innovation and improving the quality of activities of the Vietnam Farmers' Union to meet the requirements of revolutionary tasks in the new period.
