- On September 16, comrade Vu Hong Thanh, member of the Party Central Committee, Vice Chairman of the National Assembly, and the working delegation of the National Assembly's Economic and Financial Committee worked with the Provincial People's Committee on implementing the National Assembly's resolutions on socio-economic development in the province.
Attending the working session, on the province side were comrades: Hoang Van Nghiem, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of the Provincial People's Council, leaders of a number of departments, branches and sectors of the province.
According to the report at the working session, with the drastic and flexible management of the Provincial People's Committee and the efforts and determination of the entire political system, business community and people, in 2025, the province's socio-economic development will continue to develop comprehensively, with many bright spots. In which, agricultural production is stable; industrial production continues to grow, 13/13 key industrial products increased compared to the same period; import and export activities achieved high customs clearance efficiency; State budget revenue exceeded the assigned estimate.
Many cultural and artistic activities associated with important political events of the country and the province were organized, creating an exciting atmosphere; the work of arranging and streamlining the organizational apparatus, implementing the 2-level local government model was focused on implementation, ensuring regular, continuous, uninterrupted operations; national defense and security were maintained, social order and safety were stable. The estimated economic growth rate in 2025 reached 8.41%.
Regarding the expected socio-economic development plan for 2026, the province strives to achieve a number of key targets such as: Economic growth rate of 10-11%; average gross domestic product per capita in the area reaching 78-79 million VND; local export turnover increasing by 10-11%; total budget revenue of 9,850 billion VND...
Also in the working program, delegates listened to a report on the implementation results of Resolution No. 16 dated July 27, 2021 of the National Assembly on the 5-year socio-economic development plan for the 2021-2025 period and the expected socio-economic development plan for the next 5 years; the implementation results of Resolution No. 31 dated November 12, 2021 of the National Assembly on the economic restructuring plan for the 2021-2025 period; the results of the arrangement and layout of headquarters and facilities when implementing the arrangement of administrative units according to Resolution No. 202 dated June 12, 2025 of the National Assembly on the arrangement of provincial-level administrative units; the implementation of a number of projects in the province according to Resolution No. 106 dated November 28, 2023 of the National Assembly on piloting a number of specific policies on investment in road construction.
After listening to the reports, the delegates focused on exchanging, discussing and clarifying a number of contents related to the implementation of socio-economic development goals in 2026 as well as the period 2026 - 2031, especially the growth target; implementing site clearance for the two expressway projects Dong Dang (Lang Son province) - Tra Linh (Cao Bang province) and the Huu Nghi - Chi Lang border gate expressway project under the BOT form; implementing the 2-level local government model, the work of arranging the apparatus, human resources, and public assets; digital transformation in remote communes; a number of contents related to economic structure; investment work at border gates...
Speaking at the working session, the Vice Chairman of the National Assembly commended and acknowledged the results that Lang Son province has achieved in socio-economic development in recent times. Notably, the results are positive economic growth, economic structure shifting in the right direction, and high results in socio-economic development indicators.
Besides the achieved results, the province still has limitations that need to be overcome such as limited economic scale; low added value of industrial enterprises as well as some other limitations related to investment attraction and production development...
He suggested that in the coming time, Lang Son province should continue to implement solutions to develop the socio-economy, overcome targets and goals with low results; promote infrastructure development, improve the investment and business environment, attract investment; continue to develop industrial zones and clusters, border gate economy; focus on speeding up the implementation of projects, especially key projects... Thereby promoting socio-economic development in the province.
Based on the opinions at the working session, Lang Son province will supplement and complete the report content to send to the National Assembly's Economic and Financial Committee before September 20, 2025.
Speaking at the meeting, the Provincial Party Secretary accepted the opinions of the Vice Chairman of the National Assembly as well as the opinions of the working delegation. In the coming time, the province will continue to focus on leading and directing the successful implementation of the growth target for 2025 and the following years; directing the overcoming of difficulties and obstacles related to site clearance for projects... At the same time, he hopes that the Vice Chairman of the National Assembly and the working delegation will continue to pay attention, share and support the province in removing difficulties and obstacles, thereby successfully implementing the set goals and tasks.
Previously, the working delegation inspected the actual progress of the Dong Dang (Lang Son province) - Tra Linh (Cao Bang province) expressway project and the Huu Nghi - Chi Lang border gate expressway project.
