The criteria for deputy heads of departments and equivalent positions are stipulated in the Regulations on standards, conditions, number and procedures for appointment, reappointment, and extension of tenure for leading and managerial civil servants at the department level and equivalent positions in specialized agencies under the People's Committee of Hai Duong province and district-level People's Committees (issued together with Decision No. 26/2023/QD-UBND dated August 2, 2023 of the People's Committee of Hai Duong province).
Criteria for qualifications and work experience:
- Proficient in professional skills and expertise, well-organized, and effective in performing assigned tasks.
- Capable of advising and assisting department leaders in drafting and issuing documents within their authority.
- Capable of leading, managing, directing, and uniting the team of civil servants in the department/unit under the agency, and coordinating with relevant agencies, organizations, and individuals to effectively carry out assigned tasks.
- Having been evaluated and rated by the competent authority as having performed their duties well or better for three consecutive years prior to the initial nomination for a leadership or management position.
- Other cases shall be handled in accordance with Article 13 of this regulation and other provisions of the law.
- Having at least 2 years of work experience in the field of state management or at least 5 years of work experience in a public service unit (excluding probationary period).
Standards for training and professional development:
- Professional qualifications: Possess a university degree or higher, with expertise relevant to the job position and assigned tasks.
- Must have been appointed to the specialist rank or equivalent or higher. In the case of recruitment from a public service unit, the candidate must have attained the training and professional development qualifications according to the standards of the specialist rank or higher.
- Political theory: Graduated from vocational school or higher.
- Information technology and foreign languages: To be implemented in accordance with current legal regulations.
- Regarding knowledge and leadership/management skills at the departmental level: Has completed training courses and holds certificates in leadership/management at the departmental level and equivalent, as prescribed by the Government and the Ministry of Interior .
