Phong Dien creates and develops green and civilized urban areas

Attending the Congress of Phong Dien Ward Party Committee were Deputy Secretary of the City Party Committee, Chairman of Hue City People's Committee Nguyen Van Phuong and members of the Standing Committee of the City Party Committee, People's Council, and People's Committee of Hue City.

Identifying the quality of the political system as the pillar for all activities, the ward party committee sets the goal of building a team of cadres, civil servants, and public employees with political qualities, revolutionary ethics, good working capacity, and breakthrough thinking. Regarding the effective implementation of the two-level local government model, the ward party committee has built a team of cadres who are truly the center of innovation, attached to the people, dare to think, dare to do, dare to take responsibility, and serve the people. In particular, promoting the role of the leader; effectively implementing the model of "good party cell", "good party committee" to create sources and develop party members to ensure quality, contributing to building an increasingly clean and strong party committee.

Along with the Party Committee, the local government has constantly innovated its leadership methods, reformed its administration in conjunction with digital transformation, implemented “e-government”, and processed documents without delay or interruption. Evidence of this determination can be clearly seen from the fact that Phong Dien is one of the first localities in Hue City. After more than 1 month of officially operating the two-level local government model, it has processed nearly 100% of documents, affirming the effectiveness of administrative reform towards being close to the people and serving the people.

It is worth mentioning that after merging the localities of Phong Dien town (old), Phong Thu ward and two communes of Phong Xuan and Phong My, Phong Dien ward is considered a land with many potentials, advantages of diverse terrain and inter-regional traffic system. Currently, the industrial and handicraft sector has become a key economic sector, making an important contribution to the socio-economic development of the ward. In 2025, the proportion of industry and construction will reach about 60.6% in the economic structure. The agricultural sector develops comprehensively and sustainably in the direction of safety and high quality associated with the commodity value chain, gradually increasing production value, associated with new rural construction. Urban infrastructure in the ward has received systematic investment; roads connecting residential areas, drainage systems, parks, community houses, etc. create a spacious urban appearance. The policy, social security, and employment sectors have received due attention; Currently, in the ward, there are 69 poor households, accounting for 1.08%, 106 near-poor households, accounting for 1.56%...

In the new term, the ward party committee set out the following targets: the average growth rate of total product value in the area will increase by 10% - 12%/year; the average income per capita by 2030 will reach 120 - 130 million VND/person/year; the average growth rate of budget revenue will be 12 - 14%/year; the total investment capital implemented in the area will increase by an average of 10 - 12%/year...

At the congress, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Nguyen Van Phuong highly appreciated the spirit of solidarity, democracy, discipline and creativity of the Phong Dien Ward Party Committee in the past time; at the same time, he suggested that in the coming time, the ward Party Committee continue to have new thinking and ways of working, focusing on comprehensive development in all fields according to the set targets. Attending the Congress of the Party Committee of A Luoi 2 commune were Standing Deputy Secretary of the City Party Committee Pham Duc Tien; Mr. Ho Hai Dang - Deputy Head of Department of Localities V - Central Inspection Commission; Mr. Nguyen Ngoc Dung - Deputy Head of Department of Localities II - Central Organization Committee and 151 delegates, representing more than 1,809 party members of 46 grassroots party organizations under the Party Committee.

A Luoi 2 Commune was established on the basis of the arrangement and merger of 4 administrative units including A Luoi town, Quang Nham, A Ngo and Hong Bac communes, with a natural area of 97.62 km2, a population of 20,496 people and 46 affiliated party organizations. The commune has a central location, high population density, is an area where many activities in the fields of culture, education, health, finance, banking and large commercial services of A Luoi district (old), which is an important foundation for urban economic development in the future.

During the past term, the work of building and rectifying the Party and the political system was carried out synchronously, achieving positive and quite comprehensive results. The socio-economic infrastructure was strengthened, the urban and rural areas had many innovations, old communes such as A Ngo met the new rural standards (NTM), and Quang Nham and Hong Bac communes approached the NTM criteria.

In the 2025-2030 term, the Party Committee of A Luoi 2 commune sets out 5 main targets, 6 key tasks, 2 key programs, 8 groups of solutions and 3 breakthroughs. Accordingly, the goal is to strongly promote the potential, advantages, resources, cultural values of ethnic minorities and the strength of great national unity. Develop the economy, improve people's lives, strive to become a commune meeting the new rural standards by 2030.

In particular, the specific target is to strive to achieve an average budget revenue growth rate of 10%/year, an average growth rate of total product value in the area of 10%/year, average income per capita by 2030 of 105 million VND/person/year, an increase of 187.5% compared to 2025 and by 2030 the commune will have no poor households.

With key tasks such as strengthening the Party and political system building, streamlining the apparatus, reducing staff, improving governance efficiency and creating new spaces for socio-economic development. Shifting the economic structure in the right direction associated with in-depth growth model innovation, prioritizing the development of agriculture into a spearhead economic sector, developing the trade, tourism and service sectors to gradually become important economic sectors and synchronously investing in socio-economic infrastructure, promoting potential, strengths and available advantages to build a commune that meets NTM standards by 2030.

Speaking at the Congress, Standing Deputy Secretary of the City Party Committee Pham Duc Tien emphasized: A Luoi 2 Commune needs to strengthen the work of building a clean and strong Party and political system, creating a stronger change in the work of building and rectifying the Party, improving the leadership capacity and fighting strength of the Party organization and Party members. Promote the development of science, technology, innovation and digital transformation according to Resolution 57 of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation.

The Party Committee of A Luoi 2 Commune needs to thoroughly grasp the resolutions and directives of the Central Government and the city on digital transformation and concretize them into action plans and programs suitable to the characteristics and situation of the locality. As a locality with a border with Sekong province of Laos, A Luoi 2 Commune needs to continue to pay attention to and do well in foreign affairs, forming a chain of links between A Luoi 2 Commune and other A Luoi communes in economic development, in order to resonate and create a combined strength to overcome challenges, take advantage of the advantages of each region to have breakthrough development in the coming time.

Building Vy Da into a civilized, modern, and unique urban area

Attending the Vy Da Ward Party Congress were members of the City Party Committee, Head of the Economic and Budget Committee of the Hue City People's Council Phan Thien Dinh; Chairwoman of the Vietnam Fatherland Front Committee of Hue City Nguyen Thi Ai Van; leaders of the city and departments, branches and localities in the area, along with 200 delegates representing 1,865 party members of 52 party organizations under the Vy Da Ward Party Committee.

In the 2020-2025 term, Vy Da Ward Party Committee has promoted the spirit of solidarity, proactiveness, creativity, comprehensive direction in all fields and achieved many important results. Party and government building work has been focused on, management effectiveness has been increasingly improved; the material and spiritual life of the people has been constantly improved.

In the economic field, the total budget revenue reached 372 billion VND, exceeding 137% of the plan, contributing to promoting investment, developing infrastructure, improving the quality of services and tourism; culture and society continued to have positive changes, 96% of families met cultural standards, education and health care were invested synchronously, the health insurance coverage rate reached over 98%. Social security work was closely concerned, helping to reduce 141 poor households, build new and repair nearly 60 charity houses. The political system was consolidated, the quality of Party cell activities improved, mass mobilization work was innovated, close to the people, close to the grassroots; political security, social order and safety were maintained, national defense and security were ensured.

However, some shortcomings still exist, such as planning and staff training are not yet consistent; the progress of some projects is still slow; land and environmental management are still inadequate. This is a lesson for the Party Committee to continue to innovate more strongly and drastically in the next term.

In the 2025-2030 term, Vy Da Ward Party Committee set the goal of building the locality into a civilized, modern, and unique urban area. In particular, striving for an average income per capita of over 6,000 USD, no more poor households, 100% of the population having access to clean water and health insurance, and 99.5% of household waste being collected.

To achieve the above goals, the ward focuses on key programs such as infrastructure development, tourism - services associated with Hue culture, administrative reform, digital transformation, improving the quality of human resources and preserving traditional cultural values.

Speaking at the congress, Head of the Economic and Budget Committee of the Hue City People's Council Phan Thien Dinh praised and congratulated the efforts and results that the Party Committee and the People of Vy Da Ward had achieved in the past term. At the same time, he emphasized that Vy Da Ward was established on the basis of merging the entire administrative boundaries of the three previous wards of Vy Da, Thuy Van and Xuan Phu, so it has an important position in the transition and spread from the central urban area to the new urban area, with a lot of room for development associated with many corresponding challenges and difficulties.

“Entering the 2025-2030 term, in that context, I basically agree with the goals, 12 targets and 5 key programs, 3 breakthroughs and 5 groups of solutions that the political report has stated. At the same time, I suggest that Vy Da ward continue to improve the leadership capacity and fighting strength of the Party Committee; maintain discipline, strictly implement the principle of democratic centralism; regularly self-criticize and criticize.
