TPO - Parents of students at Binh Hoa Secondary School (Binh My commune, Cu Chi district, Ho Chi Minh City) were asked to contribute at least 200,000 VND per person to build a concrete road in front of the school gate. Local authorities said the contribution was voluntary but misinformation was disseminated, leading to misunderstandings among parents.
On September 23rd, many parents of students at Binh Hoa Secondary School expressed their frustration, stating that during the first parent-teacher meeting of the year, they received a letter requesting sponsorship and financial support for the concrete paving of alleyway No. 235 (along the Ba Doi canal).
According to the open letter, the concrete paving project for the alleyway, which is 350m long and 3.5m wide, is being undertaken by the People's Committee of Hamlet 16 (Binh My Commune). The local authorities are mobilizing contributions from households with houses and land along the road; parents of students attending Binh Hoa Secondary School; school staff, teachers, and employees; and benefactors to build the road.

Accordingly, the school's Parent-Teacher Association will send out letters to each parent. Parents will write the amount they wish to contribute on a form and submit the money to the homeroom teacher (each parent contributing at least 200,000 VND). The contribution period is from September 22nd to September 30th.
At noon the same day, in response to a reporter from Tien Phong newspaper, Mr. Tran Quang Thai, Chairman of the People's Committee of Binh My commune, said that the road in question is located in front of Binh Hoa Secondary School. The local authorities have a plan to raise funds through social contributions to build the road, with a construction cost of approximately 316 million VND, with the aim of making it more convenient for students and residents in the surrounding area to travel.
“We are calling for donations on a voluntary basis, not by coercion. However, during the implementation process, there was unclear communication, leading to misunderstandings among parents. On the first day of implementation, parents contributed over 80 million VND. After this incident, the local authorities will continue to call for contributions, but on the principle that those who can contribute more should contribute more, those who can contribute less should contribute less, and those who are in need do not need to contribute,” Mr. Thai said.
