On the morning of October 24, the People's Council of An Giang province, term X, 2021 - 2026, held the 4th session (special session).
At the meeting, delegates of the An Giang Provincial People's Council voted to approve four resolutions, especially approving the investment policy for the Urban Metro Line Project, Section 1, under the public-private partnership (PPP) method, with a total estimated investment of nearly VND9,000 billion.

The An Giang Provincial People's Committee said that the Phu Quoc Metro Line 1 project contributes to the formation of a modern, environmentally friendly public transport system in the Phu Quoc special economic zone. When put into operation, the metro line will serve the travel needs of residents and tourists conveniently and quickly, promptly meeting the requirements of organizing the APEC 2027 Summit Week in the special economic zone.
The first section of the metro line in Phu Quoc special economic zone is 17.7 km long, with 5-7 stations and 1 maintenance depot, operating trains of 3-5 cars, with a design speed of 70-100 km/hour.
An Giang aims to start the project in the fourth quarter of this year and complete it in the second quarter of 2027.
The project uses about 34 hectares of land, including Phu Quoc airport area, along DT.973 - DT.975 routes, APEC Boulevard and APEC Conference Center.
The project is implemented in the form of public-private partnership, BOT contract (build-operate-transfer), with a total investment of nearly 9,000 billion VND. Of which, the State capital contributes a maximum of 70% (more than 6,264 billion VND), the remaining capital is arranged by the investor. Of the state budget capital, the central budget supports 70%, the remaining is matched by the locality.
The exploitation contract allows the investor to recover capital for a maximum of 40 years from the date the Metro line is put into use.
Project investors will be selected on a “special case” basis.
When completed, the first section of the urban metro line will connect key traffic axes from Phu Quoc International Airport to APEC Avenue and the APEC Conference Center, contributing to reducing the load on personal vehicles, limiting traffic accidents and greenhouse gas emissions.
Not only serving APEC 2027, the project is also expected to be the first step in the direction of developing a green, smart urban area in Phu Quoc, creating a boost for the service - tourism industry and creating more jobs for local people.

Speaking at the closing session, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Council - Nguyen Thanh Nhan said that the four resolutions passed at the session are of great significance. The resolutions contribute to promoting the modernization of transport infrastructure in a smart, green direction. At the same time, institutionalizing the policy of decentralization and delegation of power between the provincial and communal levels, in accordance with the two-level local government model.
According to Mr. Nhan, the passed resolutions not only solve immediate problems, but also open up long-term development orientations for the locality.
The Chairman of the An Giang Provincial People's Council requested that the council's committees and delegates continue to promote their supervisory role in the implementation of the resolution. In particular, promptly reflect and propose solutions to difficulties and shortcomings from practice, ensuring that the resolutions are implemented seriously and effectively.
