On October 21, the Ministry of Science and Technology organized a program to welcome the National Digital Transformation Day 2025. Attending the program were comrade Nguyen Chi Dung, member of the Party Central Committee, Deputy Prime Minister, Deputy Head of the Government Steering Committee on science and technology development, innovation, digital transformation and Project 06.
Attending the program were representatives of Party agencies, the National Assembly , the Government, leaders of ministries, central and local agencies, typical technology enterprises, universities, organizations and individuals with achievements in digital transformation...
The program summarized the national digital transformation journey in the period of 2020-2025 and oriented the next phase, from starting to breaking through, reaching out and increasingly creating practical results in all aspects of awareness, institutions, digital government, digital economy and digital society; achievements in national digital transformation in all sectors, fields and localities are opening a new digital era, where technology and data become the driving force for growth and productivity improvement.
Speaking at the event, Permanent Deputy Minister of Science and Technology Vu Hai Quan emphasized: "After 5 years of digital transformation, we have passed the initial stage. In this stage, we focus on raising digital awareness, building infrastructure, platforms and basic public services."
The above results show that the foundation for national digital transformation has been basically formed, from service infrastructure to institutions. According to Deputy Minister Vu Hai Quan, Vietnam is ready to enter a new phase with higher determination and more drastic actions. However, there is still a lot of work to be done on the road ahead for digital transformation to truly have a clear impact on socio-economic development and people's lives.
Implementing the program, Quang Ninh has issued many plans and policies to promote digital transformation. To date, 2,238 administrative procedures have been implemented on the National Public Service Portal, 1,141 administrative procedures have had their processing time reduced, 2,163 administrative procedures have provided online public services; 100% of educational institutions have deployed digital transcripts; 100% of educational institutions have completed the construction of student databases from grades 1 to 12, synchronized and connected with the database of the Ministry of Education and Training; 100% of hospitals have applied hospital information management software in managing medical examination and treatment information, and settling medical examination and treatment costs with the Social Insurance agency.
Quang Ninh has also implemented a plan to build a Cyber Security Center. In addition, the whole province has maintained 55 permanent volunteer teams with nearly 5,560 members and youths participating in direct support; 95 mobile volunteer support teams in residential areas with the motto "go to every alley, knock on every door"; install applications, open payment accounts for nearly 100,000 people aged 15 and over to make cashless payments.
At the Program, the Ministry of Science and Technology honored collectives and individuals with good, proactive, creative and decisive ways of doing things in the national digital transformation process, recognizing their intellectual and dedicated contributions to the country's digital transformation process.
Bai Chay Ward (Quang Ninh Province) is one of 6 collectives and individuals honored for their outstanding achievements in digital transformation. With the view that building a digital government requires digital citizens, right after 1 month of implementing the 2-level local government model, Bai Chay Ward launched and implemented the 30-day peak campaign "Digital Education for All."
The campaign was promoted in many forms associated with emulation movements attracting the response of a large number of people. In 30 days and nights, the ward organized 30 training courses with more than 5,000 participants in neighborhoods and businesses. Many innovative models were deployed such as: "Digital Shock Team", "Digital Transformation Youth Club", Mentor - Mentee model (Community Digital Trainer), "Digital Family". Up to now, 100% of cadres, civil servants and public employees handle work in the online environment, using AI applications to handle work faster, more effectively, closer to the people; shifting from "administrative management" thinking to "results-based governance", helping the government become "more dynamic and effective."
As a result of the "30 days and nights" campaign, from young to old, all classes of people in Bai Chay ward have really joined in, considering learning technology as a joy and a personal need.
The program also announced the results of the Digital Transformation Index (DTI) ranking in 2024 of provinces and centrally-run cities. Quang Ninh is in the Top 10 leading localities nationwide in the 2024 digital transformation ranking. The annual DTI index is considered an important basis reflecting the level of readiness and effectiveness of digital transformation implementation nationwide./.
