Attending the conference were nearly 200 comrades who are leaders, cadres, civil servants of the Party Committee, People's Committee of the ward; Party cell secretaries, heads of residential groups; security and order protection forces at the grassroots level; officers and soldiers of the ward police.
Speaking at the conference, Lieutenant Colonel Le Minh Hai, Chief of Phu Luong Ward Police, said that from July 1, 2025, implementing the two-level local government model, the Ward Police have conducted a comprehensive basic survey on fire prevention and fighting (PCCC) and rescue and relief work in the area.
Through inspection, comparison and review according to Decree No. 105/2025/ND-CP of the Government , in the area there are 549 facilities managed by the Ward People's Committee; 146 facilities managed by the Police agency.
Of which, there are 4 facilities that do not ensure fire prevention and fighting and search and rescue requirements and were put into operation before the Law on Fire Prevention and Fighting No. 27 took effect, including: Xom Market, Phu Lam Warehouse, College of Economics , Technical and Commercial, Ha Tay Seed Joint Stock Company; 42 multi-storey houses, many apartments, individual houses combined with production and business that do not ensure fire prevention and fighting safety according to Directive No. 19/CT-TTg of the Prime Minister; 77 facilities at risk of fire and explosion causing serious human damage according to Official Dispatch No. 3359/UBND-NC dated October 19, 2024 of the City People's Committee...
From the above practices, the Chief of the Ward Police requested that each cadre, civil servant, organization, residential group, apartment building management board, and business establishment proactively propagate and disseminate fire prevention and fighting knowledge in the community, while continuing to consolidate and promote the effectiveness of models such as: "Fire Prevention and Fighting Inter-family Group", "Public Fire Fighting Point", "Fire Prevention and Fighting Safe Residential Area"...
The conference listened to lecturers from the Fire Prevention and Fighting University introduce the contents of some legal documents on fire prevention and fighting and search and rescue; the roles and responsibilities of heads of agencies, organizations, establishments, householders and people in fire prevention and rescue work; assessment and analysis of risks, basic causes leading to fires and explosions and preventive measures; escape skills, emergency escape and how to handle when fires and explosions occur; notes on how to handle heat sources, power sources...
In the practical part, officers of Fire Prevention Team No. 15, Fire Prevention, Fire Fighting and Rescue Police Department ( Hanoi City Police) instructed conference delegates on methods of preserving and using fire prevention and fighting equipment; instructions on features, effects and how to use some fire prevention and fighting equipment and means; handling procedures when fire, explosion and incidents and accidents occur...
