On July 29, in Hanoi, the Vietnam Academy of Science and Technology held the 9th Congress of Delegates of the Party Committee of the Vietnam Academy of Science and Technology, term 2025-2030.
Politburo member and Prime Minister Pham Minh Chinh sent a flower basket to congratulate the Congress. Party Central Committee member and Deputy Prime Minister Nguyen Chi Dung attended and delivered a speech. Also attending the Congress were representatives of the Party Central Committee, the Government Party Committee and 132 official delegates.
Actively contribute to the goal of rapid and sustainable development
Speaking at the opening of the Congress, Professor, Academician Chau Van Minh, Member of the Party Central Committee, Secretary of the Party Committee, President of the Vietnam Academy of Science and Technology emphasized that the Congress was carried out with the theme: "Building a clean and strong Party Committee of the Vietnam Academy of Science and Technology; improving the quality of scientific research and technological development associated with training high-quality human resources; developing the Vietnam Academy of Science and Technology on par with advanced scientific and technological organizations in the region and the world, actively contributing to the rapid and sustainable development of the country in the new era, the era of national development."
Professor, Academician Chau Van Minh affirmed that the success of the Congress is decisive for the development of the Academy in the next 5 years to realize the above aspirations.
Presenting the Political Report assessing the results of the implementation of the Resolution of the Congress of Delegates of the Academy for the 2020-2025 term and the working direction for the 2025-2030 term, Professor, Dr. Tran Tuan Anh, Vice President of the Vietnam Academy of Science and Technology, said that during the past term, the Party Committee of the Academy had developed and issued 7 important resolutions and directives to strengthen the Party's leadership in the implementation of political tasks and had conducted a preliminary and final review of 5 resolutions issued by the Party Committee of the previous term.
The Party Committee has achieved and exceeded 12/13 targets, completing key tasks set out in the Resolution of the Party Congress for the 2020-2025 term.
Specifically, in terms of basic research, many fields have reached advanced levels in the region and internationally. Two international centers for Physics and Mathematics recognized and sponsored by UNESCO (the only two centers in Vietnam) affirm the international integration level of the Academy in the fields of Physics and Mathematics.
The Academy has published over 12,000 scientific works, of which the number of internationally published works is 8,400, an increase of 73% compared to the previous term.
The Academy's basic research products such as databases on islands, continental shelves, national Atlas maps, data sets and survey data on geology, sea, environment, earthquakes, energy, biodiversity, biologically active natural compounds, etc. have created a scientific basis to provide to departments, ministries, branches and localities to develop strategies, plans and socio-economic development plans.
Over the past five years, the Academy has been granted 292 intellectual property certificates, including 9 international patents, an increase of 52% compared to the previous term, an average annual increase of 9%, exceeding the resolution (increase of 5%/year).
The Academy not only leads but also holds a large market share in Vietnamese Patents and Utility Solutions nationwide. The Academy was awarded the “Leading Innovation in South Asia and Southeast Asia” award by Clarivate (UK) in 2021 and 2022.
The training of high-quality human resources has made many remarkable developments, closely linking training and scientific research, and the quality of human resource training is constantly improved.
In 2023, Hanoi University of Science and Technology (USTH) received a certificate of training institution accreditation from the international accreditation organization HCERES.
Advisory tasks for the Party and the State are always proactively proposed by the Academy or carried out through tasks assigned by the Party and the State. Attention is paid to the work of building and developing scientific and technological potential.
The quality of human resources in science and technology is improved, meeting the requirements of rapid and sustainable national development in the new period in the spirit of Resolution No. 45-NQ/TW dated November 24, 2023.
The work of streamlining the organization, operating effectively and efficiently with reasonable job positions, improving the quality of the staff and civil servants according to Resolution No. 18-NQ/TW. The work of scientific, financial and business management is carried out in accordance with regulations.
The Institute has focused on directing and implementing key projects, programs and national-level tasks such as the Vietnam Space Center project, the National Collection of Specimens, DNA of martyrs' remains...
According to Professor, Dr. Tran Tuan Anh, seizing the new opportunity, the Party Committee of the Academy set a goal that by 2030, the Institute will make a breakthrough in the quality of research, application and technology transfer; its strengths in Mathematics, Physics, and Biology will reach regional and international advanced levels; it will build a clean and strong Party organization, unit, and union; its staff will have sufficient qualities, capacity, prestige, and be up to the task; and it will make the Institute a leading center of science and technology in the region, contributing to the cause of industrialization and modernization of the country.
Regarding the implementation of political tasks, the Institute sets 6 specific goals: Increase the number of international scientific works with high impact index by more than 50% compared to the previous term; master at least 30 advanced, core, strategic technologies in the fields of new materials, biology, information technology, marine technology, and space; increase the number of intellectual property certificates by 50%; develop at least 20 more strong research groups; each research group member publishes at least 2 international articles/year; the application and implementation group achieves 2 patents or utility solutions/year; 100% of doctoral students defending their theses have at least 2 international publications; the quality of undergraduate and postgraduate training meets international standards.
By 2030, 9/12 of the Institute's scientific journals will meet Web of Science or Scopus standards.
Regarding Party building work, the Party Committee of the Academy set 6 targets: 100% of Party members study and thoroughly grasp the Resolution of the 14th Congress and the Party's directives and resolutions; 100% of cadres and Party members register to study and follow Ho Chi Minh's ideology, morality and lifestyle; Party activities are in accordance with the Charter; 100% of Party members complete their tasks; of which 80% complete them well, at least 15% complete them excellently; 90% of Party cells complete their tasks well; admit at least 200 new Party members during the term; 100% of Party cells conduct self-inspection and supervision; at least 20% of Party cells are inspected according to Article 30 of the Party Charter; each year, 5-8 Party cells are supervised on specialized topics; strive for the Party Committee to be classified as having completed its tasks and at least 1 year of excellently completing its tasks.
Improve research capacity to stay ahead of technology trends
In his speech, Deputy Prime Minister Nguyen Chi Dung expressed his high agreement with the political report at the Congress; acknowledged, commended and congratulated the achievements of the Party Committee of the Vietnam Academy of Science and Technology in the past term.
"The above achievements are clear evidence of the creative working spirit and dedication of generations of scientists, cadres and party members of the Academy of Science and Technology, making worthy contributions to the cause of industrialization and modernization of the country," the Deputy Prime Minister affirmed.
The Deputy Prime Minister emphasized that recently, the Politburo has issued four resolutions considered as the "four pillars"; in which, Resolution 57 on breakthroughs in science and technology development, innovation and national digital transformation has strategic significance, guiding the development of science and technology in the country in the new era of strong, civilized and prosperous development of the nation.
At the same time, the Resolution is like a strong call, creating a new vitality, promoting the comprehensive development of the intellectuals and scientists of the whole country in general and of the Academy in particular.
Affirming the special role of the Vietnam Academy of Science and Technology, the country's leading multidisciplinary and multi-field scientific and technological research organization, the Deputy Prime Minister requested the Party Committee of the Institute to focus on doing well the work of Party building, improving leadership capacity and fighting strength; building a clean and strong Party organization in terms of ideology, politics, organization, inspection and mass mobilization, considering this a key task to ensure the victory of the innovation cause. At the same time, the Institute needs to continue to improve its research capacity, invest in basic research, anticipate technological trends, develop core technologies and source technologies to create a solid knowledge foundation.
The Deputy Prime Minister also asked the Academy to pay attention to research, development and application of 11 strategic technology sectors promulgated by the Prime Minister; at the same time, synchronously invest and modernize facilities and equipment for research, aiming for laboratories that meet international standards, turning laboratories into technology "incubators".
The Deputy Prime Minister emphasized that the Institute needs to innovate its thinking and approach, and form strong research groups with the capacity to carry out new, difficult and important tasks. At the same time, it is necessary to focus on developing high-quality human resources, training leading cadres and young scientists; and building a mechanism to attract and promote talents, especially Vietnamese scientists abroad.
International cooperation is a pillar that needs to be promoted. The Academy must proactively participate in global research networks, connect with the world's leading institutes and schools to transfer technology, train human resources and bring Vietnamese scientific achievements to the world.
The Deputy Prime Minister also requested the Academy to actively participate in the process of preparing documents for the 14th National Party Congress and the 1st Government Party Congress.
Immediately after the Congress, the Academy's Party Committee needs to urgently grasp and concretize the resolution into a specific and feasible action program, quickly putting major policies and orientations into practice in scientific and technological research and development.
“I suggest that the Academy continue to promote the spirit of daring to think, daring to do, daring to try, daring to make mistakes, pioneering in basic research and strategic technology development, overcoming all barriers to create new breakthroughs in scientific and technological research,” Deputy Prime Minister Nguyen Chi Dung emphasized.
Believing in the spirit of solidarity and high determination, the Deputy Prime Minister wished the Vietnam Academy of Science and Technology to soon become the leading research institute in the region, continue to reap many successes, be worthy of being the "cradle" of Vietnamese science and technology, and make increasingly greater contributions to the cause of national construction and defense.
Delegates attending the congress discussed enthusiastically, frankly, democratically and contributed many opinions to the Documents submitted to the 14th National Congress of the Party, the Political Report assessing the results of the implementation of the Resolution of the Congress of Delegates of the Academy for the term 2020 - 2025 and the working direction for the term 2025 - 2030; unanimously voted to pass the Resolution of the 9th Congress of Delegates of the Party Committee of the Vietnam Academy of Science and Technology, term 2025 - 2030.
The Congress selected and elected a new Party Executive Committee of 27 comrades with sufficient qualifications, political qualities, ethics and leadership capacity, mettle and intelligence, demonstrating continuity, inheritance and innovation, meeting the requirements of the work and assigned tasks.
Immediately after the Congress, the Executive Committee of the Party Committee of the Vietnam Academy of Science and Technology for the 2025-2030 term held its first conference with many important contents./.
