Lieutenant Colonel Huynh Men, Head of Hoa Cuong Ward Police, said that after the merger, Hoa Cuong Ward has an area of over 15.7 square kilometers with a population of over 124,000 people; of which over 27,000 are temporary residents. The large area, dense population, many accommodation facilities, motels, and hotels make the management of residence difficult. In addition, a number of people, especially motel owners, are still not fully aware of their responsibilities in registering and managing residence.
Identifying this as a key task, Hoa Cuong Ward Police have strengthened inspection measures and tightened residence management, considering this a key factor contributing to maintaining security and order. In particular, the local police force plays a core role, persistently sticking to the area, "going to every alley, knocking on every door, checking every person", firmly grasping household registration, promptly detecting potential security risks. Along with that, the Ward Police regularly propagate and mobilize people and businesses to strictly comply with regulations on registration and residence management; at the same time, coordinate with the civil defense force to go to the place to guide, support declaration, and receive residence notices. In addition to propaganda work, the unit resolutely strictly handles cases of intentional violations to deter and raise awareness of law compliance in the community.

According to Lieutenant Colonel Huynh Men, in the past three months alone, Hoa Cuong Ward Police have inspected more than 1,600 temporary and permanent residences, and guided more than 8,000 people to make declarations in accordance with regulations. In particular, the unit has guided 1,314 foreigners to register for temporary residence at accommodation establishments, and handled 25 cases of violations of temporary residence regulations and 3 owners of establishments illegally renting houses to foreigners.
In Lien Chieu ward, where there are more than 89,000 people, of which nearly 40% are temporary residents, the management of residence is also given special attention. This is an area with many universities, colleges and Hoa Khanh Industrial Park, a large number of workers and students renting accommodation, and frequent changes in residence. Lieutenant Colonel Nguyen Van Thanh, Chief of Lien Chieu Ward Police, said that the unit has issued a plan to review and inspect houses that combine rental business, and at the same time propagate to raise people's awareness of law compliance. From July 2025 to now, the Ward Police have inspected more than 2,500 boarding houses, handled 49 cases of violations in registration and notification of residence with a total fine of more than 36 million VND; at the same time, reminded and guided more than 100 cases of not declaring temporary residence in accordance with regulations.
Along with residential management, Lien Chieu Ward Police also coordinates in checking fire safety, providing guidance on arranging items, using electricity safely, and overcoming fire and explosion risks in boarding houses, contributing to building a safe and civilized living environment for people. Mr. Tran Cong Nguyen, Chairman of Lien Chieu Ward People's Committee, said: "After the merger, although the area has a large population, the security and order situation is basically stable, without any complicated incidents. All aspects of administrative management, residence, conditional business lines, and fire prevention and fighting are carried out in a disciplined manner. In the coming time, the Ward Police will continue to maintain periodic inspections, promote propaganda, and mobilize people to properly implement regulations on registration and management of residence, especially in residential areas, boarding houses, and dormitories. Thereby, not only ensuring security and order, but also contributing to building a safe, civilized, and sustainably developed urban area, serving a peaceful life for people".
