Managing fishing vessels that do not meet licensing conditions in the spirit of "4 clear"

On the afternoon of October 27, a working delegation from An Giang province, led by the alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung, worked with the People's Committee of Rach Gia ward on the results of combating illegal, unreported and unregulated (IUU) fishing. According to the People's Committee of Rach Gia Ward, there are a total of 1,473 vessels owned by 664 ship owners in the ward. Rach Gia Ward manages and licenses 72 fishing vessels with the longest length ranging from 6 to 12 meters. Up to this point, 100% of the vessels managed by the locality have been granted fishing licenses.

For fishing vessels of 12m or more licensed by the province, up to now, 1,205 vessels have been licensed, the remaining 196 vessels have expired licenses and have not been licensed. Of the 196 vessels with expired licenses, 5 have had their licenses renewed, 3 have had their registrations revoked by the owners, the remaining vessels have sunk, burned, been sentenced, violated foreign waters and been arrested, are on shore, have been sold, have owners no longer in the locality, are leased, are in operation but have not renewed...

Rach Gia Ward has reminded ship owners to renew their licenses. For ships that have been sold, the ship owners are requested to contact the new owners to complete the transfer procedures and related documents. For ship owners who are absent from the locality, the ward and police are requested to continue monitoring. When the ship owners return, they will be invited to work and reminded to comply with regulations. For ships that have sunk, burned, been arrested, or rotted, the ward is requested to request ship owners to carry out deregistration procedures.

The ward coordinates to work and handle cases of fishing boats and boat owners related to the loss of connection to the voyage monitoring system (VMS). For boats violating foreign waters, the People's Committee of Rach Gia ward directs specialized departments to coordinate to grasp the situation and contact provincial authorities to verify and clarify the case.

Concluding the inspection, Chairman of An Giang Provincial People's Committee Ho Van Mung acknowledged and commended the results that Rach Gia ward has achieved in the past time. In the coming time, he requested Rach Gia ward to continue to regularly and continuously carry out propaganda and mobilization work so that ship owners, captains and fishermen can grasp the IUU regulations; the responsibilities of citizens in developing the marine economy and preserving national prestige and honor; regulations on handling violations...

Comrade Ho Van Mung requested the Department of Agriculture and Environment to advise the Provincial People's Committee to issue a document requesting the Standing Committee of the Party Committee of communes, wards, and special zones with fishing vessels to issue a document of leadership and direction to mobilize the entire political system to fight against IUU fishing. In particular, it is necessary to manage 880 vessels in the province that do not meet the licensing conditions, including 188 in Rach Gia ward, in the spirit of 4 clear: "Clear ship owner", "clear current situation", "clear address" (current address of the vessel), "clear management" (who manages).

The Department of Agriculture and Environment must provide a list of 880 vessels that are not qualified for licensing with full information in the spirit of "4 clear" and all localities with fishing vessels must have this list. By October 31st at the latest, the provision of the list must be completed and a board must be affixed to the vessels stating that the vessels are not qualified to operate.

Of the 880 vessels that do not meet licensing requirements, most are under the licensing authority of the Department of Fisheries and Fisheries Surveillance.
