Accordingly, departments, agencies, and the People's Committees of districts, towns, and cities shall organize the dissemination and promotion of Plan 5723 dated August 1, 2024, of the Provincial People's Committee on the implementation of issuing criminal record certificates via the VNeID application in Quang Nam province to individuals and organizations in their respective units and localities.
Based on their assigned functions and tasks, the departments and agencies shall promptly and effectively implement the contents and tasks assigned in Plan 5723, ensuring the necessary conditions for the pilot implementation of issuing criminal record certificates via the VNeID application in the province from October 1, 2024 to June 30, 2025.
The Provincial People's Committee assigns the Department of Information and Communications to take the lead and coordinate with the Department of Justice, the Provincial Police, the Provincial People's Committee Office, and other relevant units to urgently connect the province's administrative procedure resolution information system with the Ministry of Justice 's shared criminal record management system software and the Ministry of Public Security's VNeID application, as well as relevant specialized databases, to facilitate the resolution of administrative procedures for issuing criminal record certificates via the VneID application, to be completed before September 15, 2024.
The provincial police will continue to review and check the issuance of electronic identification accounts to citizens to meet the conditions for requesting criminal record certificates on the VNeID application; and coordinate with the Department of Information and Communications to complete the connection and provision of public services for issuing criminal record certificates via the VNeID application before October 1, 2024.
The Public Administrative Service Center - Office of the Provincial People's Committee has allocated resources to pilot the issuance of criminal record certificates via the VNeID application in the province starting from October 1, 2024.
The Provincial People's Committee also assigned the Department of Justice to take the lead and coordinate with the Department of Information and Communications, the Provincial People's Committee Office, the Provincial Police, and other relevant agencies to promptly and correctly implement the issuance of criminal record certificates on VNeID.
Provide guidance to individuals and organizations on choosing the method for obtaining a criminal record certificate via the VneID application; organize dissemination of policies and laws regarding the provision and issuance of criminal record certificates through the VNeID application so that organizations and individuals can understand and implement them.
Simultaneously, focus on building and perfecting the criminal record database in the province, meeting the requirements for information retrieval and ensuring the issuance of criminal record certificates in accordance with regulations.
