Since this morning, November 4, officers and soldiers of Sa Huynh Border Guard Station have been on duty at Sa Huynh fishing port to count boats and use loudspeakers to call on fishing boats that have entered the port to take shelter from the storm. Fishing boats that entered first were instructed to move closer to the docks and wharves to tie anchor ropes, move fishing gear and some important assets on board ashore to ensure safety.
Fisherman Nguyen Van Teo, owner of fishing boat QNg 94603, said: "Storm No. 13 is forecast to be very strong, it will still be two days before it makes landfall, but with the guidance of the border guards, I moved my fishing boat back to port early, found a safe shelter, and all crew members on board will also go ashore, no one will stay on board. We do not wait for the storm to come before moving to take shelter like in previous years, when many ships enter the port at the same time, it will be very passive, and collisions and damage to the hull are likely to occur."

Captain Phan Dai Duong, Head of Sa Huynh Border Station, said that storm No. 13 is likely to impact the Quang Ngai sea area. Border guards have gone directly to the fishing port to support fishermen. The unit has instructed people to anchor their boats to docks to create a solid block to cope with the storm. Before the storm hits, the unit will also use canoes to call on boat and cage owners to leave their vehicles and go ashore; at the same time, continue to check the anchorage locations and arrange fishing boats. The goal is that when the storm hits directly, there will be no people on their boats to avoid damage caused by the storm.
At Sa Huynh Border Guard Station, since this morning, the border guards have been on duty to monitor the location of local fishing vessels still operating in the sea areas through the fishing vessel monitoring system of the Department of Fisheries and Fisheries Surveillance - Ministry of Agriculture and Environment . Fishing vessels of Sa Huynh ward that are in the danger zone of the storm in the East Sea have been contacted by Sa Huynh Border Guard Station and instructed to move to the islands for shelter.

Lieutenant Colonel Le Thanh Dong, Chief of Sa Huynh Border Guard Station, said that in order to respond to storm No. 13, the Quang Ngai provincial border guard force has deployed plans, measures and organized forces to coordinate with local authorities, boat owners and captains to call on fishing vessels operating in the waters of the North Central region, Hoang Sa and Truong Sa to take shelter.
At the same time, the unit conducted a count of the vehicles at the port to clearly understand the local fishing boats and guide fishermen to anchor and take shelter to ensure safety. The station organized 2 mobile teams ready in Sa Huynh ward and Khanh Cuong commune to help people reinforce their houses and evacuate people when there is a plan from the locality. Up to this point, the unit has called on 160/340 fishing vehicles to anchor and take shelter from storm No. 13 at Sa Huynh fishing port. Through the arrangement of fishing boats, Sa Huynh port can currently anchor about 700 to 800 boats.
To respond to storm No. 13, the border guards and authorities of coastal localities are actively informing the people about storm No. 13, calling on ships to return to safe shelters before the storm. The Quang Ngai Provincial Military Command has also urgently deployed civil defense plans, advising the Provincial Party Committee and People's Committee of Quang Ngai province on response plans and scenarios with the motto "4 on-site".

Also this morning, November 4, the working delegation of Military Region V led by Colonel Vo Van Ba, Deputy Chief of Staff of Military Region V, directly inspected the response to storm No. 13 in Chau Me village, Sa Huynh ward; Duc Pho Area 5 Defense Command; An Chuan village landslide, Long Phung commune; Engineering company, Mechanized Reconnaissance company directed localities and functional forces of the province to prepare vehicles, forces, and be ready to respond to storm No. 13.
After listening to the report of the Quang Ngai Provincial Military Command and the forces directly performing the task, Colonel Vo Van Ba highly appreciated the proactive, urgent and responsible spirit of officers, soldiers and local authorities in storm prevention and control.
The Deputy Chief of Staff of Military Region 5 emphasized: "The current key task is to ensure absolute safety for people's lives and property, not to be passive or surprised." At the same time, the Provincial Military Command is required to closely coordinate with other forces, carefully review key areas, proactively evacuate people to safe places; at the same time, fully prepare forces, means, logistics materials, and be ready to mobilize to respond when bad situations occur.
Colonel Vo Van Ba assigned tasks to the military region's reinforcement forces currently operating in the area, asking them to uphold the spirit of "serving the people", closely follow the storm's developments, proactively help people consolidate safe shelters, and be ready to rescue and overcome the consequences after the storm.

According to the Quang Ngai Province Hydrometeorological Station, due to the influence of the circulation of storm KALMAEGI (storm No. 13), on November 6-7, the eastern sea area of the Central East Sea will have winds gradually increasing to level 6-7, then increasing to level 8-10; near the center of the storm, winds will be at level 11-13, gusting to level 15-16, waves 5.0-7.0m high, and the sea will be very rough. All ships and structures operating in the above-mentioned dangerous area will be strongly affected by storms, whirlwinds, strong winds, and large waves.
Due to the impact of storm No. 13, Quang Ngai province is likely to experience a heavy rainstorm. Specifically, in the eastern communes and wards of the province, rainfall is likely to reach 200-400mm, locally over 500mm; in the western communes and wards of Quang Ngai province, rainfall is likely to reach 100-250mm, locally over 300mm.
As the major damage caused by the recent prolonged rains in the province has not yet been overcome, proactively responding to storm No. 13 to reduce damage is the most necessary thing at this time.
