Late in the afternoon of March 20th, the Secretary General of the National Assembly , Bui Van Cuong, issued a statement regarding the program for the 6th extraordinary session of the 15th National Assembly on the morning of March 21st.
Accordingly, based on the Constitution of the Socialist Republic of Vietnam, the Law on the Organization of the National Assembly No. 57/2014/QH13, as amended and supplemented by Law No. 65/2020/QH14, and the Rules of Procedure of the National Assembly Session issued together with Resolution No. 71/2022/QH15 dated November 15, 2022 of the National Assembly, the Standing Committee of the National Assembly decides to convene the 6th Extraordinary Session of the 15th National Assembly to consider and decide on personnel matters within the authority of the National Assembly.
The 6th extraordinary session of the 15th National Assembly will take place on the morning of March 21, 2024, at the National Assembly building in Hanoi .

On the afternoon of March 20, the 13th Central Committee of the Communist Party of Vietnam met to consider and give opinions on the removal from office and retirement of Mr. Vo Van Thuong, member of the Politburo , member of the 13th Central Committee, President of the Republic, and Chairman of the National Defense and Security Council for the 2021-2026 term.
At the same time, consideration is being given to disciplinary action against Ms. Hoang Thi Thuy Lan, a member of the Central Committee of the 13th Party Congress, former Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council of Vinh Phuc province.
Specifically, Mr. Vo Van Thuong is a key leader of the Party and the State, with a solid educational background, having risen through the ranks from the grassroots level, and has been assigned to hold many important leadership positions in the Party and the State.
However, according to recent reports from the Central Inspection Committee and relevant agencies, he violated the Regulations on what Party members are not allowed to do, the Regulations on the responsibility of setting an example for cadres and Party members, first and foremost the Politburo members, Secretariat members, and Central Committee members, and is held accountable as a leader according to Party regulations and State laws.
Mr. Vo Van Thuong's violations and shortcomings have caused negative public opinion, affecting the prestige of the Party, the State, and himself personally.
Aware of his responsibility to the Party, the State, and the People, Mr. Vo Van Thuong has submitted a request to resign from his assigned positions and retire from his work.
Based on current regulations of the Party and State, and considering the wishes of Mr. Vo Van Thuong, the Central Committee of the Party agrees to relieve Mr. Vo Van Thuong of the following positions: Member of the Politburo, Member of the Central Committee of the Party, 13th term; President of the Socialist Republic of Vietnam; and Chairman of the National Defense and Security Council for the 2021-2026 term.
Ms. Hoang Thi Thuy Lan, a member of the 13th Central Committee of the Communist Party of Vietnam, former Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council of Vinh Phuc province, has shown signs of ideological, political, moral, and lifestyle degradation.
Ms. Lan also seriously violated Party regulations and State laws in performing her assigned duties and responsibilities, violating the Regulations on what Party members are not allowed to do and the responsibility of setting an example.
Negative behavior, bribery, and serious consequences have caused public outrage and severely damaged the reputation of the local Party organization and government.
Based on the content, nature, extent, consequences, and causes of the violations; and in accordance with the Party's regulations on disciplinary action against violating Party organizations and members, the Central Committee of the Party decided to discipline Ms. Hoang Thi Thuy Lan by expelling her from the Party.
The Central Committee of the Party assigned the Politburo to direct the relevant agencies to implement the procedures in accordance with regulations .
