The National Assembly meets on amending and supplementing the Constitution and the Law on Organization of Local Government (amended)

Continuing the 9th Session Program of the 15th National Assembly, on the morning of May 7, the National Assembly held a plenary session in the hall to listen to the contents of the Submission of the draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution; Submission and Report on the examination of the draft Law on Organization of Local Government (amended); Submission and Report on the examination of the draft Law on Cadres and Civil Servants (amended).

The National Assembly also listened to the Report on explanation, acceptance and revision of the draft Law on Employment (amended); then, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Employment (amended).

In the afternoon, the National Assembly discussed in groups the following contents: Draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution; Draft Law on Organization of Local Government (amended) and Draft Law on Cadres and Civil Servants (amended).

Previously, National Assembly Chairman Tran Thanh Man signed and issued Resolution No. 194/2025/QH15 on amending and supplementing a number of articles of the 2013 Constitution and Resolution No. 195/2025/QH15 on establishing a Committee to draft amendments and supplements to a number of articles of the 2013 Constitution.

Pursuant to Resolution No. 194/2025/QH15, the National Assembly decided to consider amending and supplementing a number of articles of the 2013 Constitution to implement the policy of streamlining the organization of the political system, focusing on regulations on the Vietnam Fatherland Front, socio-political organizations and the demarcation of administrative units and local government organizations.

The National Assembly established a Committee to draft amendments and supplements to a number of articles of the 2013 Constitution to preside over and coordinate with agencies to develop a draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam and submit it to the National Assembly for consideration and approval at the 9th Session.

In Resolution No. 195/2025/QH15, the National Assembly resolved to establish a Committee to draft amendments and supplements to a number of articles of the 2013 Constitution, consisting of 15 members, with National Assembly Chairman Tran Thanh Man as Chairman of the Committee; Permanent member of the Party Central Committee Secretariat Tran Cam Tu as Vice Chairman of the Committee; National Assembly Vice Chairman Nguyen Khac Dinh as Vice Chairman of the Committee; Deputy Prime Minister Le Thanh Long as Vice Chairman of the Committee.

The Committee for Drafting Amendments and Supplements to a Number of Articles of the 2013 Constitution has the task of researching and developing a draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam; organizing the collection of opinions from the People, sectors and levels; explaining and accepting the opinions of the People, sectors and levels, and the opinions of National Assembly deputies to complete the draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam to submit to the National Assembly for consideration and approval.

The Committee for drafting amendments and supplements to a number of articles of the 2013 Constitution shall use the seal of the National Assembly of the Socialist Republic of Vietnam. The Standing Committee of the National Assembly's Committee on Law and Justice shall be the standing body, directly advising and assisting the Committee for drafting amendments and supplements to a number of articles of the 2013 Constitution. The Standing Committee of the Nationalities Council and the Committees of the National Assembly shall coordinate with the Standing Committee of the National Assembly's Committee on Law and Justice in performing their tasks.

The Office of the National Assembly is responsible for ensuring funding and other necessary conditions, organizing and serving the activities of the Committee for drafting amendments and supplements to a number of articles of the 2013 Constitution and the standing body of the Committee for drafting amendments and supplements to a number of articles of the 2013 Constitution. The Committee for drafting amendments and supplements to a number of articles of the 2013 Constitution shall dissolve itself after completing its tasks.

Both Resolutions were passed by the 15th National Assembly, 9th Session on May 5, 2025./.
